MULTIPLE AWARD CONSTRUCTION CONTRACT‐FA568219RA001
QUESTIONS AND ANSWERS:
31. Question: In the past we have experienced problems obtaining a PPQ when a final CPARS evaluation was available in the Contractor Performance Assessment Reporting System.
Contracting Officers from various DoD Agencies have been instructed NOT to file a PPQ when a CPARS is available. In this case we believe the Government should not consider this as non‐ conformance and evaluate the available CPARS. Please confirm.
Answer: In accordance with paragraph L.5.2.5 of Attachment 1 Section L REV02 the PPQ requirement remains as it is.
32. Question: Section L paragraph L.4.3.1 states “(a) Offerors shall complete an Experience Overview Sheet, Attachment 6, with a minimum of five (5) projects performed within the last five (5) years from the issue date of this solicitation.” During the pre‐proposal conference, it was stated that a minimum of 4 projects shall be submitted if one of the 2 projects with a ROM between 1‐7M$ is a design build. Table L‐4 states the same but there is a discrepancy in the second raw where the sentence says “At least one” but in parenthesis it’s (2). Please confirm that contractors are required to submit a minimum of 4 projects Answer: See changes made through Amendment no. 0002 to RFP FA568219PA001.
33. Question: A JV Offeror established years ago can meet all requirements of the solicitation to include past experience. However, in order to better respond to the solicitation requirements, JV Offerors may have better projects to submit which were awarded to one of the JV partner.
Would the Government consider to amend this requirement to allow a JV to submit no more than one project, out of the minimum required, from one of its members? This way the JV can still demonstrate past experience as a whole and obtain higher overall evaluation.
Answer: In accordance with Section L.4.3.1 (c) and L.5.2.3 of solicitation FA568219RA0001 prior experience and past performance references requirements remain as they are.
34. Question: Due to extensive requirements and the overlapping with the end of the fiscal year 2019 we kindly request to extend the submittal due date until 08 November 2019.
Answer: RFP FA568219RA001 closing date has been postponed from October 18 2019 at 04.00 pm (Local time/Central European Time) to October 30 2019 at 04.00 pm (Local Time/Central European Time).
35. Question: Apart the hand delivery process and the need to inform 2 days in advance the
Project Lead to arrange a meeting at the gate (ref section L.3.1) , what is the normal process with commercial carriers? If we involved a commercial carrier for delivery would it be any special procedure to follow or any delivery restriction (time, available week day, other?) to care of?
Answer: In accordance with paragraph L.3.1 of Attachment 1 Section L REV02, proposal delivery through commercial carrier is on contractor’s responsibility. 31st Contracting Squadron is open
Monday through Friday from 08.00 am through 04.00 pm except Italian and American Holidays.
36.Question: Per Table L‐1 (attachment 1), Page 3 of L1 attachment, the technical volume of the proposal is limited to 55 pages of narrative. Per Table L‐3 (attachment 2) Page 5 of L1 attachment, we are required to submit a Design Validation report. The report we received takes up the better portion of the 55 pages of the narrative. QUESTION: Is the Design Validation Report part of the 55 pages or is it a report with no limitation of pages?
Answer: The Design Validation Report is part of the 55 pages limitation. Be aware that on the Design Validation Report any potential error should only be listed.
37. Question: For QC interface, correspondence, and submittal management between contractor and government will Resident Management System (RMS) be used?
Answer: No, Residential Management System (RMS) will not be used.
38. Question: Drawing Sheet, A‐502 EXTERNAL WALL DETAIL shows an “aerated floor system” for building 939. Please provide direction on if this an existing condition or if the entire floor slab for building 939 requires demolition and removal, followed by newly constructed “aerated floor system”.
Answer: This is an external wall detail of the addition. Aerated floor system will be installed/cns where required/shown by either project specs and/or drawings. In detail NEW aerated floor system will be installed in both addition and existing facility, including all preparation works to construct it (e.g A‐101 for demo works of exiting fac.).
39. Question: Attachment 01_Section_L_REV_02, page 5, paragraph L.3.4.1.2.b states that “Historical Chamber of Commerce documentation” has to be provided. However, for our firm this document is about 1,600 pages, exceeding the page limitations. Is it possible to provide the Certificate in a synthetic form, which includes all the information required in the above mentioned paragraph?
Answer: In accordance with L.3.5., the Historical Chamber of Commerce Certificate does not fall in the Page Limit indicated in Table L‐1, Proposal Organization, Volume I, Technical.
