AC1 - 1. SCOPE OF PROJECT
Building No. 939 is a one-storey building located in Area F of the Aviano Air Base and is used by the 31st Civil Engineer Squadron Explosive Ordnance Disposal (EOD). The facility was built in recent years and had some internal and external renovations and an expansion of the eastern portion around year 2000 based on a project dated 1996.
It is important to note that, based on the information received, in the southern part of the area the construction of an additional warehouse building is expected shortly.
The building is characterized by a rectangular shape about 45.60m x 12.40m, for a total covered area of approximately 560sqm. The load-bearing structure consists of a reinforced concrete frame with continuous foundations, pillars and beams supporting the inclined roof slab with a total thickness of 20 cm. The waterproofing layer consists of two layers of bituminous membrane over a 10cm rigid insulating panel.
The exterior walls are made up of clay brick masonry with a plaster finishing on both sides and, based on non-invasive surveys and checks carried out so far, there is no insulating layer on the perimeter walls. The internal partitions are mostly in plastered bricks.
External doors and windows consist of an aluminum frame, not always with continuous insulation, and double-glazing of different types. We highlight the presence of continuous sills below windows and doors. Internal windows are made up of wood with plastic laminate.
Interior flooring is mostly in ceramic or clinker tiles. Some portions of the floor are covered by carpet, especially in the offices, and some others in PVC, in the western part of the building (workshop, warehouse and lockers room).
The suspended ceiling consists of mineral fiber panels with exposed metal structure.
The building houses the EOD offices, a training room, a break area, the armory, staff lockers room, a laundry, warehouses and some technical rooms.
The parking area for users and visitors is located in North of the building, separated from the Area F perimeter road by a green protection belt. The external area on the back of the building, included within the perimeter fence, has an asphalt paving with large areas covered by concrete pads. The fence is made up of poles and wire mesh with a protective sheet. Some small green areas are present, surrounding the building or in the southernmost part of the lot. In this area takes place a building in metallic carpentry, used as a shelter for storage of vehicles and warehouse. The demolition of this structure is foreseen as part of the project for the construction of the new warehouse building, previously mentioned.
Close to the main building, on the back, there is a wooden structure covered with a PVC sheet that serves as covered outdoor area.
The aim of the intervention is the overall renovation of the existing building, through an internal reorganization of the spaces and the construction of a new building connected to the existing one in order to meet the contract requirements and reported in the document "A/E Statement of Work for Project " (SOW) dated June 2017.
As presented by SMSgt McDowell, main needs in terms of available space and characteristics of the new and renovated building are:
More administrative space is needed. It must be capable to house offices for 25 military personnel and 1 contractor position. Both stand-alone (2) and open space offices are anticipated. The precise number of military personnel by rank (which is not expected to grow significantly in the near future) is:
1 – Capt; 1 – SMSgt; 3 – MSgt; 4 – TSgt; 5 – SSgt; 5 – SrA; 7 - A1C
A sleeping area able to accommodate up to 6 personnel is also needed.
The new training room which must allow practical training for 25 personnel. The training room is sometimes used for non EOD personnel training. In this case a maximum number of 30 trainees has to be considered.
The reception area on the right just after the facility entrance is well located and sized and for what the layout is concerned, shall stay as it is.
The two vault rooms in front of the entrance corridor shall remain as they are.
Regarding general space distribution, the End Users would prefer having the administrative space as much separated as possible from the sleeping area, kitchen and break room.
FINAL (100% design) AC1 Page 7
Though the Flight doesn’t comprise female personnel at the moment, in order to size women separate restrooms, a maximum number of 3 female personnel has to be considered.
No equipment storage has to be anticipated as a new garages and storage compound will be constructed closed the new expansion.
List of works items will be divided in Part. A - NEW WORKS and Part B – REPAIR WORKS.
Regarding the distance between the two buildings (existing renovated one and new one), it has to be noted that upon customer request, the design waives the Italian Laws requirements in terms of minimum distance – 10 m.
- between windowed walls pertinent to any kind of building (DM 1444/68 and Consiglio di Stato judgment n.
2749 dated 09 MAY 2011).
