About this file
This is a Request for Quotation (RFQ) for the removal, replacement, and installation of three LSHV (Low-Speed High Volume) hangar fans at JBSA Randolph, Texas. The solicitation number is FA301626Q0273, issued on September 2, 2026, with an offer due date of September 9, 2026, at 12:00 PM Central Time. The acquisition is a 100% small business set-aside designated for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, with a NAICS code 333413 and size standard of 500 employees. The contract will be awarded as a Firm Fixed Price (FFP) commercial contract to the lowest-price technically acceptable (LPTA) offeror, with delivery required by January 25, 2027, to F3PT73 at JBSA Randolph. The contracting office is located at JBSA Lackland, with Lauren O'Shaughnessy serving as the contract specialist and Sandra Smith as the contracting officer.
Offerors must submit two separate volumes: Volume I (Technical Capability) addressing technical specifications and product compliance data, manufacturer and workmanship warranties, liabilities, and quality control procedures with a maximum 5-page narrative; and Volume II (Pricing) providing detailed cost breakdowns including direct labor, labor burden, indirect costs, other costs, and proposed profit. All documents must be submitted in PDF or MS Word/Excel format via email to the specified contracting personnel. The evaluation will prioritize technical acceptability first, with the government evaluating the three lowest-priced quotes upfront if more than three offerors respond. Offerors must be registered in the System for Award Management (SAM) and must comply with DFARS and FAR clauses incorporated by reference, including requirements for safeguarding covered defense information, antiterrorism training, employment eligibility verification, and contractor access procedures for the Air Force installation.

Addendum to 52.212-2 (b), Evaluation Factors:
(a) Evaluation factors. The Government intends to award a contract resulting from this Request for Quotation (RFQ) to the responsible offeror whose quote conforms to the RFQ and represents the overall Lowest Price Technically Acceptable (LPTA) to the Government, price and other factors considered. LPTA is determined by evaluating all non-cost proposals on an "acceptable
vs. unacceptable" basis. Once a quotation meets the minimum objective standards defined in the solicitation, the contract is awarded to the offeror with the lowest evaluated price, with no additional value given for exceeding technical requirements.
The Government will review each offeror's price and order them from lowest to highest priced. The Government will evaluate quotations in ascending price order until a minimum of two (2) quotations are determined to be Technically Acceptable. Under the LPTA approach, the Government will evaluate the three (3) lowest quotes up front if more than 3 offerors are received. This source selection will evaluate the lowest-price quote first for technical acceptability, if it passes, the award will be made; however, if it is found technically unacceptable, then the next lowest-price quote will be evaluated, and so forth.
