About this file
This document contains a pre-solicitation notice and related service requirements for base operations support at Prospect Harbor Space Force Station in Maine. The Air Force plans to release a solicitation in January 2024 seeking a contractor to operate the government-owned facility on a 100% small business set-aside contract. Services will include physical security, civil engineering, communications systems administration, logistics management, and environmental and safety compliance. The requirement is for a non-personal services contract to manage, operate, maintain, and provide all support services described in the performance work statement. Questions may be directed to the points of contact listed by January 2024, and the Air Force intends to use the Procurement Integrated Enterprise Environment online portal for proposal submission.

Categories: Red Category
Good afternoon , I was dispatched to prospect harbor for and intermittent fire alarm in building 102 on the CO2 release panel.
Upon arrival I was asked by Ernie why I had responded because the condition did not exist currently. Ernie also stated that he wished that he had been contacted directly before I responded because he could have relayed the information that the condition was not evident currently.
From all on site evidence the condition that has been occurring has been a trouble alarm which sounds a buzzer in the panel not a fire alarm which would sound horn strobes and release the CO2. There is frequently confusion as to which one indicates an emergency and which one indicates a condition that is not critical.
If the fire alarm control panel has a yellow indicator and is only beeping locally at the panel it is not a critical condition.
If the horn strobes are sounding and there is a red indicator in the fire alarm control panel that requires that the panel be reset to return to normal it is a critical condition.
I attempted to confirm where the intermittent problem is by checking terminal screws and jostling the multitude of conductors in the panel. I determined that the problem is a bad solder joint which connects the terminal strip to the motherboard which cannot be repaired. This panel is three decades old and should be replaced as has been recommended for the past several years.
There are approximately 30 pair of conductors in this panel that are marked with a numbering system however a wiring diagram for the system cannot be found. This will complicate the replacement of the fire alarm control panel considerably.
If you would like I can research to see which, if any, currently available fire alarm control panels are compatible with this Kidde CO2 system and provide a quote to replace it.
Thank you
