About this file

This document provides instructions to offerors for a federal solicitation seeking base operations support services. The solicitation involves operating and maintaining Prospect Harbor Space Force Station in Maine as a government-owned, contractor-operated facility. Services include physical security, civil engineering, communications systems administration, logistics, environmental support, and meeting all safety and health requirements. The solicitation is planned as a 100% small business set-aside and will use a subjective tradeoff best value evaluation. The document outlines proposal submission requirements including use of the Procurement Integrated Enterprise Environment solicitation module. Offerors must meet registration deadlines to submit proposals through this system by the January 2024 deadline. Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items

A0.1 Addendum to FAR 52.212-1(c), Period of Acceptance of Offers. This paragraph is tailored as follows: The offeror agrees to hold the prices in its offer firm for 180 days from the date specified for the receipt of offers.

A0.2 Addendum to FAR 52.212-1(e), Multiple Offers. This paragraph is tailored as follows:

Multiple offers from the same offeror will not be evaluated for award.

A0.3 Addendum. This Addendum defines the instructions which offerors shall follow for the preparation and submission of a proposal for this acquisition.

A1.0 General Instructions

A1.1 The offeror’s proposal must include all data and information requested by the Instructions to Offerors (ITO) and must be submitted in accordance with the ITO. The offer's proposal shall be compliant with the requirements as stated in the Performance Work Statement (PWS) and as stated in all other solicitation documents.

A1.2 Proposals not received by the closing date and time for the solicitation will not be considered for award.

A1.3 A proposal not submitted by the offeror using the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module will not be considered for award.

A1.4 The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements; instead, it shall provide convincing rationale to address how the offeror intends to meet the solicitation's requirements. The offeror shall assume that the Government has no prior knowledge of its experience, and that the Government will base its evaluation on the information presented in the offeror’s proposal.

A1.5 Elaborate brochures or documentation, detailed artwork, or other embellishments are unnecessary and are not desired.

A1.6 In accordance with Federal Acquisition Regulation (FAR) Subpart 4.8 (Government Contract Files), the Government will retain one copy of each unsuccessful proposal.

A1.7 Points of Contact. The Contracting Officer (CO) and the Contract Specialist (CS) are the sole points of contact for this acquisition. Address any questions or concerns to both the CO and the CS. Written requests for clarification should be sent to both of the following:

Contract Specialist: Kade Allen, kade.allen@spaceforce.mil, and Contracting Officer: Stephen Cooper, stephen.cooper.1@spaceforce.mil

A1.8 Debriefings. The CO will notify offerors of any decision to exclude them from the competitive range, and will notify unsuccessful offerors in the competitive range of the source selection decision; an offeror may request a debriefing in accordance with FAR 15.505 or

15.506.

A1.9 Discrepancies. If an offeror believes that the requirements in these ITO contain an error, omission, or are otherwise unsound, the offeror shall immediately notify both the CO and the CS in writing with supporting rationale, as well as propose the remedies the offeror is asking the CO to consider as related to the omission or error.

A1.10 Electronic Reference Documents. Documents referenced in this solicitation are available on the Air Force Publications website at https://www.e-publishing.af.mil/, DoD Publications websites at https://www.esd.whs.mil/DD/, or will be provided by the Government with the documents released using PIEE, or at the Contract Opportunities website at http://www.sam.gov. Certain documents marked as Controlled Unclassified Information (CUI) may be released only via the Contract Opportunities website at http://www.sam.gov, and may require potential offerors to log onto SAM.gov and then request access to specific documents.

Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the http://www.sam.gov website for this solicitation.

A1.11 Oral Presentations. The Government will not accept oral presentations in response to this solicitation.

A1.12 Communications. Transmission of source selection information between Government and offerors will be controlled by the CO. The Government will use DOD SAFE, or other secure means, to transmit source selection information to and from offerors.

A1.13 Questions. Offerors are requested to submit questions to the points of contact noted above no later than 2:00 p.m. MT on Monday, 12 February 2024. All appropriate questions will be answered via PIEE and/or via SAM.gov at http://www.sam.gov. The Government reserves the right to edit questions for clarity, to consolidate similar questions, and to remove information which could identify a specific offeror.

A1.14 Adequate Price Competition. The Government has assessed there is a reasonable probability of adequate price competition for this acquisition. Upon examination of the initial offers, the Contracting Officer will review this assessment and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost information will be requested.

A1.15 Notice to Offerors.

In accordance with the Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS), Mandatory Procedure MP5332.7, Contract Funding, Release of Solicitations in Advance of Funding Availability, the following notice is required for this solicitation:

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort.

No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

A2.1 Submission of Proposals.

A2.1.1 Proposals are due on the date and time specified on the Standard Form 1449, Block 8, and shall be submitted in accordance with the instructions in this paragraph, A2.1, Submission of Proposals.

A2.1.2 Proposals shall be submitted by offerors in electronic format only.

A2.1.3 Proposals shall be submitted by offerors only by use of the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.

A2.1.4 Proposals not received by the closing date and time for the solicitation, listed in Standard Form 1449, Block 8, will not be considered for award.

A2.2 PIEE Solicitation Module

A2.2.1 The Government will release the solicitation using the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, which establishes a notice in SAM.gov containing a link to the PIEE Solicitation Module where solicitation files may be downloaded.

The Government may also release selected solicitation files using SAM.gov only, if such files contain Controlled Unclassified Information (CUI); to download such files, an offeror must be currently registered in SAM.gov, must log onto SAM.gov, and must request access to the files by the file request process in SAM.gov.

A2.2.1.2 The Government is not responsible for the availability or currency of any solicitation files obtained from any other source other than the official Government websites at PIEE and SAM.gov. Offerors assume all risk of using solicitation documents from any source other than official Government websites at PIEE and SAM.gov.

A2.2.2 Offerors are required to use the PIEE Solicitation Module to submit proposals; the PIEE Solicitation Module is a secure means to submit proposal files and also provides documentation of the date and time when a proposal is submitted. In order for an offeror to submit a proposal in the PIEE Solicitation Module, an offeror must be registered in PIEE, and registered in the Solicitation Module within PIEE, including the active role of Proposal Manager. Registration in PIEE, and obtaining required access to the PIEE Solicitation Module, including any required role(s), is the offeror's responsibility; it may take some time to complete all registration and access requirements in order to have the capability to submit a proposal using the PIEE Solicitation Module.

A3.3 Page Limits. Page limits shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. In addition, the following will not be counted in the maximum page limits: blank pages, title pages, table of contents, dividers, glossaries, and indices.

A3.3.1 In the event discussions are conducted, page limits may be placed on responses to Evaluation Notices (ENs). Should ENs be issued, the specified page limits for EN responses will be identified by the Government when forwarding an EN to an offeror.

A3.4 Text type (font) shall be Arial. Except for the reproduced sections of the solicitation document, the text size shall be no less than MS Arial 11 with normal proportional spacing. Text lines to include all tables, charts, graphs, and figures, shall have at a minimum 1.0 line spacing.

Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software.

A3.5 Page Size. A page is defined as each face of an 8 & 1/2 x 11-inch sheet of (electronic) paper containing information (excludes blank pages, title pages, table of contents, tabs, dividers, glossaries, and indices). Page margins shall be a minimum of 1-inch each for the top, lower, and side margins. All material, other than page numbers, identifying legends, and restrictive legends, must be contained within the page limit identified for each volume.

A3.6 Tables, Charts, Graphs, and Figures. Legible tables, charts, graphs, and figures shall be used wherever feasible to depict organizations, systems and/or task layout, schedules, plans, etc. These displays shall be legible, and easily understood by a reasonable person. For tables, charts, graphs and figures, the text shall be no smaller than MS Arial 10. All tables, charts, graphs, and figures will be included in the page count. Any tables, charts, graphs and/or figures containing smaller than MS Arial 10 will be disregarded.

A3.7 Pricing Information. All pricing information shall be addressed in Volume 2, Price only.

A3.8 Classified Information. Proposals shall not contain any classified information.

A3.9 Glossary of Abbreviations and Acronyms. Each volume shall contain a glossary of all abbreviations and acronyms used in the volume. Glossaries do not count against the page limitations for their respective volumes.

A4.0 Volume 1, Past Performance

A4.1 For this solicitation, Past Performance means both Past Performance and Present Performance.

A4.2 The offeror shall submit a Past Performance volume containing past performance information in accordance with the format described in this section. The Government will use data provided by each offeror in this volume and, if necessary, data obtained from other sources in the evaluation of past performance.

A4.3 Past Performance Information for Relevant Contracts. Submit information using Attachment 13, Experience and Past Performance Reference Form, on no more than five (5) active or completed contracts, with at least six months of performance history for each contract, and for performance not more than 60 months before the due date for proposal submission.

Submit a separate Experience and Past Performance Reference Form for each contract reference.

A4.3.1 At least one of the references must include at least six (6) months of the offeror's prime contract experience. Include rationale supporting the offeror's assertion of relevance.

A4.3.2 The offeror is responsible for ensuring that all Experience and Past Performance Reference Forms submitted have current contact information for Government contracts, for commercial contacts, and for subcontracts. If the Government is unable to contact the Government or commercial or subcontractor contact(s) listed on an Experience and Past Performance Reference Form after reasonable attempts are made, then the Government may choose to exclude the reference from the evaluation of the offeror's Experience and Past Performance.

A4.3.3 Content of Experience and Past Performance Reference Forms. The offeror is required to explain what aspects of each contract reference are deemed relevant to the PHSFS BOS effort, and to what aspects of the PHSFS BOS effort they relate. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts, as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a limited or no confidence rating, since the problems encountered may have been on a more complex project, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions in terms of improvements achieved or problems rectified. This may allow the offeror to be considered a higher confidence candidate.

A4.4 Client Authorization Letter.

A4.4.1 For each identified effort for a commercial customer, the offeror shall submit a Client Authorization Letter, authorizing release to the Government of requested information on the offeror’s performance (See Attachment 14).

A4.4.2 For each identified effort as a subcontractor, the offeror shall submit a Client Authorization Letter, authorizing release to the Government of requested information on the offeror’s performance (See Attachment 14).

A4.5 If applicable, the offeror shall submit a consent letter executed by each Joint Venture partner, and/or Mentor Protégé partner, and/or Teaming partner, authorizing release of adverse past performance information to the offeror so the offeror can respond to such information (See Attachment 15).

A4.6 Past Performance Questionnaire (PPQ). For each contract reference which the offeror submits using Attachment 13, the offeror shall prepare one Past Performance Questionnaire (See Attachment 16) by completing the information in Section A, Contract Identification, and then send the file to the Government, commercial customer, or prime contractor to complete Section B, Customer Identification and Evaluation. After the Government, commercial customer, or prime contractor has completed the PPQ, the Customer should send the completed PPQ directly to the Government, and must not send the completed PPQ to the evaluated contractor.

A4.6.1 The offeror is responsible for ensuring that all PPQs are completed and submitted by the Government, commercial customer, or prime contractor and delivered to the Government by the date and time that proposals are due.

A4.6.1.1 If a Government client or Government customer refuses to submit a PPQ for a contract reference because a CPARS report has been completed, this refusal may be stated in the offeror's proposal, along with complete identification of the Government client's or Government customer's Name, Phone Number, e-mail address, organization, and address.

A4.6.1.2 A previously completed PPW from a client or customer may not be submitted by the offeror in the situation where a client or customer has previously completed a PPQ and will not complete another PPQ. Any PPQ for this acquisition must be submitted directly by the customer or client to the Government as stated in the Instructions to Offerors. If a Government client or customer refuses to submit a PPQ for this acquisition, this refusal may be stated in the offeror's proposal, along with complete identification of the Government client's or customer's Name, Phone Number, e-mail address, organization, and address.

A5.0 Volume 2, Price. This volume includes other proposal information as identified below.

A5.1 The offeror shall submit this volume in accordance with the following instructions.

An authorized official of the firm must sign and date the SF1449 in Block 30 a through c. Signature by the offeror on the SF 1449 constitutes an offer the Government may accept. A5.5 A separate Cost Proposal is not required, and should not be submitted. The Total Evaluated Price calculation specified in Addendum to FAR 52.212-2, Evaluation – Commercial Items, will utilize the Contract Line Item Numbers (CLINs) prices and quantities identified in the section "Supplies or Services & Prices or Costs" of the SF1449.

A5.6 Offerors are advised to round both the unit price and the total extended price to the nearest dollar. The calculation of the extended price, by multiplying the unit price by the quantity, must be correct so that pricing may be entered into the contract writing system for the award.

A5.7 Note that the offeror's proposed CLIN prices for the six-month Option to Extend Services must be based on the same unit prices proposed by the offeror for Option 5 (Reference: FAR Clause 52.217-8, Option to Extend Services (Nov 1999)).

A5.8 Other Proposal Material to be Included in the Price Volume.

A5.8.1 The offeror's separately signed statement that it agrees to an acceptance period of no less than the number of days, identified in this Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items, at paragraph A0.1 above, from the due date of the proposal in the SF1449, Block 8.

A5.8.2 Representations and Certifications. Complete all FAR, DFARS, and DAFFARS provisions as applicable, including FAR 52.212-3, Offeror Representations and Certifications – Commercial Items.

A5.8.3 Offerors shall ensure that all clauses and provisions that require “fill-in” information are appropriately completed.

A5.8.4 Solicitation Amendments. Acknowledgement of all amendments issued (if applicable).

Offerors must acknowledge receipt of any amendments prior to the hour and date specified in the solicitation or as amended, by one of the following methods: (a) On the Standard Form SF30, "Amendment of Solicitation/Modification of Contract," by completing items 8 and 15, and returning the number of copies of the amendment specified on the SF30; (b) By acknowledging receipt of the amendment on each copy of the offer submitted; or (c) By separate letter or electronic communication which includes a reference to the solicitation and amendment number(s).

A5.8.5 Exceptions to Solicitation Requirements. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. This information shall be provided in the format and content of Table A5.8.5.

A5.8.8 Subcontractor Identification. For each proposed subcontractor, provide the information shown below (after the example):

Note: For this acquisition, a subcontractor is a firm which is proposed to have a continuing presence on PHSFS to perform recurring requirements; a local business is a firm which is proposed to be called by the prime contractor for specific work on an as-needed basis is not considered to be a subcontractor under this paragraph.

Illustrative example, using fictitious firm names and services provided:

Firm Name PHSFS BOS Services Considered to be a subcontractor

ABC Security Provides Contract Security Guard staffing for up to 20 8-hour shifts each month

Yes, this firm performs contract services at PHSFS on a recurring basis

XYZ

Plumbing

Provides normal duty hour plumbing repairs and also emergency plumbing repairs after normal duty hours

No, this firm only sends plumber(s) when called by the PHSFS BOS contractor for repair service

Information for each subcontractor

Name of subcontractor firm: ________________________________ Street address: __________________________________________ Subcontractor CAGE Code: _____________________ Subcontractor UEI: ____________________________ Size of Subcontractor Business: _____________________________

Subcontractor Contact: (Name) ____________________________________ (Title) ______________________________________ (Telephone Number) __________________________ (E-mail Address) _____________________________

Note: This requirement applies to those firms which the prime offeror expects to have an ongoing contractual arrangement for a continuous presence at PHSFS or continuous support to PHSFS under the contract. It does not apply to the contractors that the prime offeror may have arrangements with for providing specific services on an as-needed basis, such as the Civil Engineering tasks identified in Attachment 5, if the offeror has based its proposal on the use of local or regional businesses to provide such services.

A6.0 Volume 3, Technical.

A6.1 General. The offeror shall submit a technical volume containing information in accordance with the format and instructions described in this section.

A6.2 Team Structure. The offeror shall submit its proposed Team Structure using the format in Attachment 10.

A6.3 Staffing Plan. The offeror shall submit its proposed Staffing Plan, using the format in Attachment 11, that demonstrates the technical approach proposed for staffing the requirements of the Performance Work Statement. The offeror will assign a unique number to each prime and each subcontractor employee for each performance period in the Staffing Plan, except that no employee numbers need to be assigned for requirements identified in Attachment 5, FFP NTE Task Pricing.

A6.3.1 The offeror shall submit a Staffing Plan with labor categories and estimated labor hours for Phase-In, each 12-month Option period, and the six-month Option to Extend Services period.

A6.3.2 Minimum Staffing Conversion Factor. For Contract Security Guard (CSG) 24/7 posting requirements, the offeror shall base its proposed staffing, its proposed prices, and its Shift Schedule for 24/7 requirements, upon the use of a minimum staffing conversion factor of 6.0 for its 24/7 CSG posting requirements. For each 24/7 CSG position, the offeror shall base its proposed prices upon six separate employees, each of which shall not be allocated to other 24/7 CSG positions.

A6.3.2.1 Use of overtime: The offeror shall limit the proposed hours worked for each CSG employee to 40 hours of CSG functions per week for FPCON Normal, FPCON Alpha, and

FPCON Bravo station operations, using shifts that do not exceed 8 hours per 24 hour period.

A6.3.2.2 Example. The following example illustrates the use of a minimum staffing conversion factor of 6.0 for a single 24/7 CSG position.

Entry Controller. Position: Entry Controller 1. Staffing Requirement: 24/7

Average Hours to Staff per Year (excluding shift overlap):

(365.25 days / year) * (24 hours / day) = 8,766 hours / year

Using conversion factor of (1 Employee Productive Year) = (1,850 hours), one result would be 4 employees at 1,850 hours each, and 2 less than full time employees at 683 hours each.

Note: The use of 1,850 hours is only for use in this sample calculation. The offeror shall use its own Employee Productive Year conversion factor.

(4 employees) * (1,850 hours / employee) = 7,400 hours (2 employees) * (683 hours / employee) = 1,366 hours 8,766 hours

A6.4 Shift Schedule for 24/7 Requirements (Attachment 12). The offeror shall provide its approach to staffing 24/7 Requirements for Contract Security Guards using Attachment 12.

A6.5 Offeror Approach to Recruiting, Hiring, Retaining, and Replacing Qualified Staff. The offeror shall provide its approach for recruiting and hiring the necessary qualified and experienced staff to perform all contract performance requirements, except for requirements identified in Attachment 5, FFP NTE Task Pricing for which the offeror plans to use existing local businesses to provide services as required, and except for Bioenvironmental requirements, such as the periodic potable water testing requirements, if the offeror plans to use an existing business for the collection and testing of water samples to meet Performance Work Statement requirements.

A6.6 Ability to Obtain Facility Security Clearance(s) by Award. The offeror shall submit information to indicate its ability to obtain a Facility Security Clearance by contract award, and shall also submit information to indicate the ability of any subcontractor, required to perform contract requirements which require a personal security clearance, to obtain a Facility Security Clearance by contract award.

A6.7 Approach for Performance of Contract Security Guard Requirements under Federal Exclusive Jurisdiction. US Space Force expects the future Prospect Harbor SFS to still be under Federal Exclusive Jurisdiction (that is, the future Prospect Harbor SFS is not expected to have changed to Concurrent Jurisdiction with the State of Maine) as of the date Prospect Harbor SFS becomes the responsibility of US Space Force, and contract full performance begins, on 1 Oct 2024. Therefore, the offeror shall submit its approach to performing Contract Security Guard requirements under Federal Exclusive Jurisdiction.

A6.8 Plan for Executing Civil Engineering Work Orders. The offeror shall describe its approach to:

Receiving requests for Work Orders, from the offeror's own prime or subcontract staff, from the Government, and from on-site 10 SOPS Det Alfa mission contractors;

Confirming Work Order requests are for effort which is in the scope of the contract;

Tracking Open Work orders;

Determining how the Work Order will be executed, what completion date and time are required, and what completion date and time are expected;

Tasking the offeror's labor force to perform the required work, and/or arranging for a local business to perform the required work;

Follow-up to ensure that the Work Order was completed successfully;

Entering Work Order data into the appropriate Air Force Civil Engineering system; and
