About this file
This document contains a federal contract opportunity notice and a related service report. The federal contract opportunity notice is for base operations support services at Prospect Harbor Space Force Station in Maine. Key details include that the solicitation is expected to be released in January 2024 for a non-personal services contract to manage, operate, maintain, and provide logistical support and security services at the base. This is planned as a 100% small business set-aside best value procurement. The service report provides details on maintenance and repair work completed on an outdoor generator at Building 102 of Prospect Harbor Navy Base, including lengthening the low fuel sensor, reprogramming the controller, and changing how the low fuel alarm is configured.

Problem Reported:
When the transformer blew up and the power went down the engine ran for approximately 7 hours then shut down on a common failure fault. Could not reset fault and could not restart the engine.
Problems Found/Repaired:
Upon arrival at the site, the fuel delivery truck was in the process of filling up the tank. Once the tank was over 1/3 full the fault automatically cleared and the unit was available to run. We got the unit back on line to provide the base power. Checked the depth to the low fuel alarm switch, which was set at 10 inches above the lower level of the tank; hooked the laptop with the Kohler programming on to the controller to read all of the settings in the generator protection menu. The low fuel warning alarm is connected and programmed in this computer on this unit, not as a warning, but as a failure and is wired in on the common failure circuit. This problem was discussed with Patrick and John. The determination has been made between the three of us to get the alarm switch closer to the bottom of the tank and change the way the alarm is programmed in the computer to ring in as a low fuel warning, which will give an alarm in the control center. It will not, however, render the unit so that it cannot run. The controller that I have ordered to take the place of the bad controller (had been needed) will be programmed so that it can be used on either generator at Prospect Harbor in case of a catastrophic controller failure on either unit. When the power outage is over I will return to the site to lengthen out the low fuel level sensor, program the spare controller and leave it with the Navy, and change the way the low fuel level is wired to ring in strictly as a warning, not as a shut-down. The above mentioned work for the return trip will be billed separately when the outage is over and the work is completed.
