FA255024R0003, Prospect Harbor SFS BOS Acquisition 26 Feb 2024

Question Set 3

File(s) that is(are) associated with this response:

Current ICRMP for NSA Prospect Harbor

1. Wetlands Permitting. Ref: Attachment 1 PWS, 4.6.6.9.

PWS states "The contractor shall ensure appropriate completion of Section 404 permits to include a detailed description of the area impacted; proposed mitigation, environmental impact documents, and threatened/endangered species consultations."

Please provide more specific information as to what is required to complete this scope item including summary of wetlands to be disturbed, areas to be impacted, scope of mitigations to be completed.

Response: If there are any wetlands on PHSFS that would be impacted and/or disturbed as a result of a construction project, the USACE permitting is required. There are no current projects requiring this permitting.

2. Integrated Cultural Resources Management. Ref: Attachment 1 PWS, 4.6.7.2.

The PWS states: "The contractor shall maintain an Integrated Cultural Resources Management Plan to define requirements and processes."

Please provide more specific information as to what is required to complete this scope item.

Response: PWS paragraph 4.6.7.2 clearly defines the requirement

PWS 4.6.7.2 Integrated Cultural Resources Management. The contractor shall develop and manage a program to address cultural resources and assets. Approval of all actions and decisions impacting natural or cultural resources shall be obtained from the CE FAS prior to any execution of the action. The contractor shall maintain an Integrated Cultural Resources Management Plan to define requirements and processes. If any skeletal remains, artifacts, or other archeological remains are uncovered during the course of any digging activities occurring on the installation, the work shall be stopped, and the CE FAS immediately notified. Required coordination is outlined in the National Historic Preservation Act, Air Force and DOD policy, and the current PHSFS Integrated Cultural Resources Management Plan. Coordination includes entities such as the Maine State Historical Preservation Office (SHPO), the National Park Service, and Advisory Council on Historic Preservation. The contractor shall maintain records of any/all historically significant sites owned by the installation and prepare and coordinate Section 106 Consultation Reports, as needed.

Please provide the previous PHSFS Cultural Resources Management Plan and/or example plan

Set 3 - Page 2 that are of the sufficient scope and detail expected by USAF.

Response: The current ICRMP is provided as a file.

3. Integrated Natural Resources Management Plan (INRMP). Ref: Attachment 1 PWS, 4.6.7.3.

Please provide more specific information as to what is required to complete this scope item.

Response: PWS paragraph 4.6.7.3 defines the scope.

PWS 4.6.7.3 Integrated Natural Resources Management Plan (INRMP). The contractor shall prepare and maintain an INRMP to provide the principal tool for managing the installation natural resources. INRMPs are prepared to assist the installation commander with the conservation and rehabilitation of natural resources consistent with the use of the installation to ensure the readiness of the Armed Forces. The INRMP shall define natural resources management goals and objectives that are consistent with the military mission and ensure no net loss in the capability of installation lands to support the military mission. The specific sections required to be incorporated and updated in this INRMP are the Integrated Pest Management Plan, the Invasive Plant Species Control Plan, Wildland Fire Management Plan, Fish and Wildlife Management Plan, Wetlands and Floodplains Plan, Regional Landscape and Water Conservation Plan, Urban Forest Management Plan, and the Grounds Maintenance Plan.

Updates to the plan shall be submitted to the CE FAS for approval (CDRL A026).

Please provide the previous PHSFS INRMP and/or example plan that are of the sufficient scope and detail expected by USAF.

Response: There is no Navy INRMP for NSA Prospect Harbor (the site has no significant natural resources).

4. Pollution Prevention. Ref: Attachment 1 PWS, 4.6.8.1.

Please provide previous annual Emergency Planning and Community Right-to-Know Act (EPCRA) Section 312 Tier II reports for the facility and/or example plan that are of the sufficient scope and detail expected by USAF.

Response: The Tier 2 report is provided for the 2023 RY as a file.

5. Solid Waste and Recycling. Ref: Attachment 1 PWS, 4.6.8.2.

Please provide previous PHSFS Solid Waste Management Plan (SWMP) (CDRL A028).

Response: NAVFAC has advised there is no current SWMP for NSA Prospect Harbor.

Set 3 - Page 3

6. Environmental Impact Analysis Process (EIAP). Ref: Attachment 1 PWS, 4.6.9.1.

Please provide more specific information as to what is required for this scope item including number and scope of EAs, EISs, CATEX to be completed as part of this project.

Response: The number and scope of the EAs, EISs, and Categorical Exclusions (CATEXs) are determined by the number of ground disturbing projects that occur on PHSFS. Coordination of these documents will be processed through 50 CES/CEIE. As such, 50 CES/CEIE can provide guidance and/or clarity for specific projects as they arise.

7. Environmental Baseline Surveys (EBS). Ref: Attachment 1 PWS, 4.6.9.2.

number and scope of EBSs to be completed as part of this project.

Response: If a tenant agency is added to PHSFS, via a Basing Action Request (BAR), an EBS would be required as part of the BAR process.

8. Radon Monitoring Program. Ref: Attachment 1 PWS, 7.2.3.

Please provide more specific scope of work as to how many locations and frequency of radon testing is required as part of this contract.

Response: SBD 1 does not have a sample radon management plan to provide. Radon testing will need to be conducted in facilities where personnel work or otherwise reside (there are no residential quarters at NSA Prospect Harbor). The number of locations and frequency of radon testing is determined in an installation radon management plan based on AFMAN 48-148, as described in para PWS 7.2.3.

9. Water Main Flushing Plan. Ref: Attachment 1 PWS, 7.3.6.

Please provide more specific information as to what is required to complete this scope item.

Response: There should be hydrant* flushing performed on an annual basis and immediately after a break in the line (scheduled project, actual broken waterline, etc.). Most water systems are a loop system, however, some have a dead end. If there is a dead end in the line, that line should also be flushed annually. Coordination with 21 SBD 1 Bioenvironmental is required for testing of the water, after the flushing occurs. The contractor will perform the flushing of the system.

* Note: NSA Prospect Harbor does not have hydrants for use by fire departments.

Please provide the previous Flushing Plan and/or example plan that are of the sufficient scope and detail expected by USAF.

Response: Please see AFMAN 32-1067, Para 4.2.3.2 (redesignated as DAFMAN 32-1067, DAFGM 2023-01, 29 Aug 2023, at paragraph 4.2.3.2).

10. Water Flushing Plan. Ref: Attachment 1 PWS, 7.3.6.

The PWS states "The contractor shall coordinate the flushing plan of the installation water main distribution system."

To confirm, the Contractor is just coordinating this work and is not implementing the actual flushing of water main, correct?

Response: The PHSFS BOS contractor is the BOS contractor for the Government Owned, Contractor Operated (GOCO) installation. The contractor will perform the flushing of the system.

How many flushing events should be assumed to be required per year?

Response: There should be hydrant flushing performed on an annual basis and immediately after a break in the line (scheduled project, actual broken waterline, etc.). Most water systems are a loop system, however, some have a dead end. If there is a dead end in the line, that line should also be flushed annually. Coordination with 21 SBD 1 Bioenvironmental is required for testing of the water, after the flushing occurs. The contractor will perform the flushing of the system.

11. Urgent Water Sampling. Ref: Attachment 1 PWS, 7.4.

number of urgent water sampling events, number of sample locations, and lab analysis to be completed per location.

Response: Urgent water sampling events are unpredictable and may occur when the water system is compromised, or to conduct follow-up sampling upon receiving routine analysis results which are much higher than anticipated and/or exceed the maximum contaminant levels allowed by regulation. As such, they are unexpected sampling events and are not specified in the routine drinking water sampling plan. Thus, the number of urgent sampling events are unknown, but the number of sample locations should be the same as specified in the routine drinking water sampling plan. The required lab analysis (that is, the EPA Method) would simply be the same as required for the routine drinking water sampling and is contingent upon the type of group to which the respective analyte(s) belong: volatile organics, microorganisms, etc.

Note: Bioenvironmental Services, FFP NTE pricing under CLINs 1032, 2032, 3032, 4032, 5032 and 6032 include tasks A38, B38, C38, D38, E38 and F38, respectively, for "Environmental Compliance - Potable Water Programs," for PWS "7.4 Urgent Water Sampling."

See separate Government response to Set 2 Questions.

12. If available, please provide a definitive list of deliverables and the format for those deliverables.

Response: Exhibit A has the data deliverables ("CDRLs") and format information.
