About this file

This document provides information regarding a forthcoming solicitation for base operations support services at Prospect Harbor Space Force Station in Maine. The solicitation is expected to be released in January 2024 for a non-personal services contract to manage, operate, maintain, and provide all logistical support and security services at the facility. The contractor will be responsible for staffing and managing the site's physical security functions and programs, as well as providing civil engineering, communications, logistics, environmental, and occupational health services. This will be a 100% small business set-aside procurement conducted as a best value tradeoff selection using PIEE's solicitation module, which requires offerors to register in both PIEE and the module in order to submit proposals. The document outlines registration details and timelines for both systems.

FA255024R0003, Prospect Harbor SFS BOS Acquisition 26 Feb 2024

Question Set 2

Files associated with the responses in this file:

1. Emergency and Hazardous Chemical Inventory

2. Navy Radon Report

3. PH Air Summary (with 50 CONS additions)

4. Prospect Harbor Air License

5. NSA Prospect Harbor HWMP

1. Consent Letter. Ref: Attachment 15.

Subcontractors and teaming partners must complete Attachment 15, the consent letter to release past performance information to the prime contractor. Our subcontractor is the prime contractor of their past performance projects. Must our subcontractor still complete Attachment 15 if they are the prime?

Response: The question "Must our subcontractor still complete Attachment 15 if they are the prime?" is considered to mean your firm is the prime and your subcontractor is a subcontractor to your firm. This means your subcontractor is not the prime offeror for the FA255024R0003 requirement, for which your firm would submit a proposal, since your firm is the prime.

Therefore, the answer is Yes, Attachment 15 is required.

2. Contract Relevancy Ratings. Ref: Attachment 9, Evaluation page 8 of 16: Table B4.6.2.1.1. (Question submitted separately)

B4.6.2.1 states "In evaluating Past Performance Relevancy, the Government shall consider the following ratings for Contract Management, Contract Security Guard Services, and Civil Engineering Services:"

B4.6.2.1.1, Contract Management Relevancy Ratings, has Table B4.6.2.1.1, Contract Relevancy Ratings. For the rating "Very Relevant," the description in the table is "Past performance effort was for a requirement of similar magnitude which included at least four functional areas and management of at least one of those functional areas was accomplished through a subcontractor."

Question: The Offerors will include past performance projects for contract security guard and civil engineering services, but not contract management. Can the Government remove this relevancy criterion as it does not apply to the two types of services (security and civil) we include for project experience?

Response: No change; Contract Management Relevancy Ratings are part of the Government's acquisition strategy for assessing Relevancy under the Past Performance Factor.

Set 2 - Page 2

3. Dual Armed Contract Security Guard Services. Ref: Atch_9_Evaluation_Amend_

0001_20240207; PWS 3.2.24.10.1.

B3.5.1 requires "Two years dual armed Contract Security Guard services" as a Minimum Experience Threshold. PWS Section 3.2.24.10.1 requires that “CSG personnel on duty shall be dual armed, with one rifle and one pistol.” For the purposes of meeting the Minimum Experience Threshold, does "dual armed" mean that security personnel must carry both weapons at once, or just that they are required to use both types of weapon in the course of their duties (though not necessarily at the same time)?

Response: RFP Attachment 9 has, at B3.5.1, "Two years dual armed Contract Security Guard services," which means being armed with both pistol and rifle when performing Contract Security Guard services.

4. Two Years Civil Engineering Services. Ref: Atch_9_Evaluation_Amend_0001_ 20240207.

B3.5.2 requires "Two years Civil Engineering services" as a Minimum Experience Threshold.

Does only one civil engineering past performance project need to show two years of experience to meet the threshold or do all submitted projects need to meet the threshold?

Response: RFP Attachment 9 has, at B3.5, Minimum Experience Threshold, "contract experience of the offeror and any applicable subcontractors submitted in its Past Performance Volume, must meet a minimum of: ...B3.5.2 Two years Civil Engineering services."

The requirement can be met by a single contract past performance reference, if it includes two years Civil Engineering services."

5. Environmental Management System (EMS) Ref: Attachment 1 PWS, Section 4.6.3

Is there an existing Navy EMS plan which can be provided?

Response: Prospect Harbor is not required to have an EMS under NAVFAC, so no EMS plan exists.

Can you provide more specific information as to what is required to complete this scope item.

Response: The EMS program is developed as a tracking tool for all applicable environmental programs at the site. It is a top cover/roll up of the programs that identifies environmental aspects/impacts.

6. Potable Water System. Ref: Attachment 1 PWS, Section 4.2.14.1.

Request additional information as to what the current potable water system consists of and what maintenance is required to maintain the system.

Set 2 - Page 3

Response: There are two water wells in use on site, each serving several nearby buildings.

Pressure tanks are used to maintain potable water system pressure. Chlorine is added to the water to keep water in the distribution system free of contamination. Potable water is tested periodically to ensure it is acceptable for use. Maintenance includes keeping the chlorine system supplied and operational, keeping the pressure tanks operational, and any maintenance to the distribution lines and facilities using the potable water system. Potable water will be within the required levels as identified by local governing standards.

7. Environmental Management. Ref: Attachment 1 PWS, Section 4.6.

What CLIN does this scope of work item fall under?

Response: For the PWS paragraphs under PWS 4.6, Environmental Management, if not listed in the solicitation (SF1449, Supplies or Services & Prices or Costs) for CLINs X017, X019, X021, X023, and X025, then CLINs X006, Civil Engineering Management and Facility Operations Services.

8. Environmental Compliance. Ref. Attachment 1 PWS, 4.6.6.

Please provide a list of existing "pollution generating activities"

Response: Information is contained in the PH Air Summary file provided with this response.

9. Environmental Compliance. Ref. Attachment 1 PWS, 4.6.6.

The PWS states "The contractor shall provide disposal management of all hazardous, universal, and special/state regulated wastes generated on PHSFS."

Please provide a list of wastes to be managed as part of this task.

Response: 10 SOPS Det Alfa generates very limited hazardous waste such as florescent bulbs, expired grease, and batteries. An Emergency and Hazardous Chemical Inventory is provided in a separate file.

Typical wastes generated on a 180 day cycle:

HAZARDOUS WASTE – Aerosol cans, weapons cleaning waste.

UNIVERSAL WASTE – Fluorescent lamps, rechargeable batteries.

In addition, is the Transport and Disposal of these wastes included in this contract? If so, what CLIN does it fall under?

Response: Transport and Disposal of these wastes are included in this contract; CLINs X006, Civil Engineering Management and Facility Operations Services.

Set 2 - Page 4

10. Air Quality. Ref. Attachment 1 PWS, 4.6.6.2.

The PWS states "the contractor shall develop, manage, and implement the PHSFS Air Quality, Ozone Depleting Substances (ODSs), and Radon Management plans and programs."

Please provide more specific information as to what is required to complete this scope item.

Response: Radon monitoring results are included in a file provided (note that the file includes radon monitoring for other locations, in addition to NSAPH). ODS are in the PH Air Summary file provided. The contractor's plan would need to address the requirements at PWS 4.6.6.2; however, as noted in the two referenced files, radon and ODS are not significant issues at NSA PH.

Please provide the previous PHSFS Air Quality, Ozone Depleting Substances (ODSs), and Radon Management plans and/or example plan that is of the sufficient scope and detail expected by USAF.

Response: The Radon Management Plan is still in draft form. However, radon monitoring results are included in a file provided (the file includes radon monitoring for other locations, in addition to NSAPH). ODS are in the PH Air Summary file provided.

15. Hazardous Waste. Ref: Attachment 1 PWS, 4.6.6.6

The PWS states "The contractor shall develop, implement, and maintain a Hazardous and Universal Waste Program."

Please provide more specific information as to what is required to complete this scope item including what is to be required for the Hazardous Waste Management Plan (HWMP) and Waste Analysis Plan (WAP).

Response: PWS paragraph 4.6.6.6, Hazardous Waste, has the specific information for this requirement.

PWS Ref: 4.6.6.6 Hazardous Waste. All references to hazardous waste include RCRA hazardous waste, universal waste, used oil, and other industrial wastes processed through the hazardous waste program. The contractor shall develop, implement, and maintain a Hazardous and Universal Waste Program. As part of this program management, annually submit a Hazardous Waste Management Plan (HWMP) (CDRL A024). All plans shall be updated, reviewed, and approved annually by organizations using hazardous materials. The contractor shall include a Waste Analysis Plan (WAP) to identify, sample, and analyze waste streams from new and on-going processes (CDRL A025). The contractor shall determine proper classification of hazardous waste based upon analysis, generator knowledge, and MSDSs to ensure proper storage, transportation, and disposal. The contractor shall ensure that the installation’s hazardous waste generators properly accumulate and manage the waste streams they generate. The contractor shall perform and document inspections of hazardous waste accumulation points at least quarterly and infrequent generator locations at least semi-annually.

The contractor shall ensure site managers accomplish corrective actions and maintain follow-up documentation. The contractor shall coordinate transportation from waste generating areas to the consolidation site, accept, consolidate, and process wastes, store for no more than the maximum days allowed, and arrange for transportation and disposal of hazardous wastes. The contractor shall maintain, review, and track disposal manifests, Land Disposal Restriction Certifications, Certificates of Destruction, and other shipment documents. The contractor shall ensure receipt of returned signed manifest within 45-calendar days of shipment date or prepare an exception report and forward it to Maine Department of Public Health and Environment through the CE FAS.

Please provide the previous PHSFS HWMP and WAP and/or example plans that are of the sufficient scope and detail expected by USAF.

Response: The current NSA Prospect Harbor HWMP is provided in a file.

16. Hazardous Waste. Ref: Attachment 1 PWS, 4.6.6.6.

The PWS states "The contractor shall determine proper classification of hazardous waste based upon analysis, generator knowledge, and MSDSs to ensure proper storage, transportation, and disposal."

What analysis should be assumed to be required as part of this task?

Response: Lab analysis to determine the product/hazmat; this would assist in identifying the

Set 2 - Page 13 disposal process.

17. Hazardous Materials. Ref: Attachment 1 PWS, 4.6.6.5.

PWS states "The contractor shall develop, implement, and manage an effective and proactive hazardous material management (HAZMAT) program."

Please provide more specific information as to what is required to complete this scope item including number of MSDS to be managed as well as reviewed per year.

Response: Contractor will have a HAZMAT tracking program and the number of MSDSs depends on the number of HAZMAT products they maintain. Note: 10 SOPS Det Alfa states that it manages its own SDS program.

Please provide the previous PHSFS Hazardous Materials Emergency Response Plan and/or example plans that are of the sufficient scope and detail expected by USAF.

Response: A current NSA Prospect Harbor Hazardous Materials Emergency Response Plan does not exist. The current NSA Prospect Harbor HWMP is provided in a file; see Chapter 10.

18. POLs and POL Storage Tanks. Ref: Attachment 1 PWS, 4.6.6.7.

Please provide listing of current storage tanks at the facility as well as the current database of tank information.

Response: Information already provided to potential offerors includes all of the storage tank inspection reports (two years of reports for the diesel, heating oil and kerosene tank inspections) and the following:

15. Are there any fuel tank storages (50/100/500 gallons) associated with the contract?

If so, please provide the quantity/size/type or style and how often are they refueled.

Response:

Three Each: 500 gallon outside tanks (one each outside Buildings 101, 104/105, and 112). For building heating.

Three Each: 275 gallon inside tanks (one inside Building 103, and two inside Building 110). For building heating.

One Each: 2,000 gallon outside Diesel tank (by Building 102; supplies inside generator).

One Each: 546 gallon outside Diesel tank (by Building 102; supplies outside generator).

One Each: 50 gallon inside Diesel day tank (inside Building 102; for generator).

Refueling of tanks: For building heating, depends on the weather conditions over the course of the heating season.
