About this file
This document contains a pre-solicitation notice for base operations support services at Prospect Harbor Space Force Station in Maine. The Department of the Air Force Space Command will issue a solicitation in January 2024 seeking a contractor to operate the government-owned facility on a 100% small business set-aside contract. Services will include staffing and security, facilities maintenance, communications systems administration, logistics, and environmental and safety compliance. The contractor will be responsible for managing all aspects of the facility while it remains government-owned. The procurement will utilize a subjective best value source selection process. Interested parties should register in the Procurement Integrated Enterprise Environment to receive the solicitation and submit proposals through that system. No funds have yet been obligated for this requirement.

Analysis
As this is a double-wall tank, only the external tank was inspected. No visible deterioration or damage was observed at the time of inspection.
Analysis was performed in general accordance with STI-SP001.
This report contains the results of the field inspections performed. Inspections and analysis were performed in general accordance with the standards listed in "General Equipment Information". Inspections were limited to areas of accessibility. Prioritized action items and subsequent inspection frequencies have been outlined in this report and should be addressed.
Any non-destructive testing (NDT) performed within this scope of work was completed utilizing trained personnel meeting the requirements of SNT-TC-1A. NDT methods were performed in accordance with the codes, standards, or client specifications agreed upon with the client/owner.
Ground only
Not in scope of work
Atmospheric venting was observed on the tank. No visible deterioration or damage was observed at the time of inspection.
The tank was determined to be Category 1 per STI SP001. The basis for this determination is spill control was observed
(double-wall tank) and inherent CRDM was observed (means for interstitial space monitoring). The owner should verify the merits of this assumption and adequacy of the spill control to fully contain a release.

Priority 1 - High likelihood/consequence of failure (or) Critical code/standard deficiency (or) May not be fit for service without action
Priority 2 - Med likelihood/consequence of failure (or) Add'l info needed for evaluation (or) Repair may be considered for continued service
Priority 3 - Low likelihood/consequence of failure (or) Non-critical code/standard deficiency (or) Best practice/preventative maintenance
Action items listed in the table below are based upon observations recorded at the time of the on-site inspection and/or as determined during the post-inspection data evaluation. Prioritization has been applied, and is defined as "1", "2", "3":

Recommendations
Ensure both normal and emergency venting is functional on the tank. Because process variables can change over time, the Owner should verify the venting capacity for the system meet the requirements of an applicable standard.
(e.g. API 2000, NFPA 30).
2One (1) vent observed on the tank shell.
350727
If the contents are flammable, the Owner should verify or install proper grounding in accordance to API RP-2003 and/or NFPA 77.
No dedicated grounding cable was observed.
