FA255024R0003, Prospect Harbor SFS BOS Acquisition 21 Feb 2024
Questions Submitted and Government Responses 50 CONS/PKB
1. NAICS Code. The NAICS Code for the solicitation is currently listed as 561612 Security Guards and Patrol Services.
Based upon the scope of work defined in the RFP, it appears that NAICS Code 561210 Facilities Support Services, would be more appropriate. Please consider the definition below of NAICS 561210.
This industry comprises establishments primarily engaged in providing operating staff to perform a combination of support services within a client's facilities. Establishments in this industry typically provide a combination of services, such as janitorial, maintenance, trash disposal, guard and security, mail routing, reception, laundry, and related services to support operations within facilities. These establishments provide operating staff to carry out these support activities but are not involved with or responsible for the core business or activities of the client. Establishments providing facilities (except computer and/or data processing) operation support services and establishments providing private jail services or operating correctional facilities (i.e., jails) on a contract or fee basis are included in this industry.
Response: The SBA's Table of Small Business Size Standards, Matched to North American Industry Classification System Codes, 23 Mar 2023, includes the following footnotes for NAICS code 561210, Facilities Support Services:
NAICS code 561210 – Facilities Support Services:
a. If one or more activities of Facilities Support Services as defined in paragraph (b) (below in this footnote) can be identified with a specific industry and that industry accounts for 50% or more of the value of an entire procurement, then the proper classification of the procurement is that of the specific industry, not Facilities Support Services.
b. "Facilities Support Services" requires the performance of three or more separate activities in the areas of services or specialty trade contractors industries. If services are performed, these service activities must each be in a separate NAICS industry. If the procurement requires the use of specialty trade contractors (plumbing, painting, plastering, carpentry, etc.), all such specialty trade contractors activities are considered a single activity and classified as "Building and Property Specialty Trade Services." Since "Building and Property Specialty Trade Services" is only one activity, two additional activities of separate NAICS industries are required for a procurement to be classified as "Facilities Support Services."
The PHSFS BOS procurement requires the performance of three or more separate activities in the areas of services or specialty trade contractors industries. However, SBA's footnote "b" for NAICS code 561210, Facilities Support Services does not apply to the PHSFS BOS procurement because one of the specific industries identified for the procurement accounts for 50% or more of the estimated value of the entire procurement; following the SBA's footnote "a" for NAICS code 561210, Facilities Support Services, the proper classification of the procurement is that of the specific industry, NAICS code 561612, Security Guards and Patrol Services, which accounts for 50% or more of the estimated value of the entire procurement, not NAICS code 561210, Facilities Support Services.
2. RFP Documents. Upon reviewing the documentation provided, the Past Performance Questionnaire attachment was omitted.
Response: RFP Attachment 16, Past Performance Questionnaire, was inadvertently omitted from the RFP files at PIEE, Solicitation module, when preparing the RFP for release. The SAM.gov posting has been updated with a copy of RFP Attachment 16, Past Performance Questionnaire, which can be downloaded from SAM.gov without signing into the website.
3. SAM Notices. There are two SAM notices published on SAM.gov for FA255024R0003.
Response: Yes, there are two SAM.gov postings with the same RFP number, FA255024R0003; the first was created by the Contracting Office before RFP release, and the second was created automatically by PIEE, Solicitation Module when the RFP was released. Both SAM.gov postings have been updated with the same cross reference information, and both have RFP Attachment 16, Past Performance Questionnaire uploaded and available for download and use.
4. Instructions to Offerors, paragraph A3.9. Glossaries. The paragraph states glossaries shall be included in all volumes with the abbreviations. Should there be a separate document for glossaries with each volume, because the requirements and restrictions differ from one volume to another?
Response: The glossary for each proposal volume should have the abbreviations and acronyms used in the volume.
The text at A3.9 will be amended for this clarification.
5. Instructions to Offerors, at paragraph A4.0, for the proposal volume structure of Volume 1, Past Performance, While the instructions detail what information should be included for past performance references, the rest of the requirements should also be included in the references and no separate volume such as this [ABC_Co_V1_Proposal] is required.
Response: All of the information for Volume 1, Past Performance, could be in a single electronic proposal file, which would contain the information required to be included in Volume 1, Past Performance, in paragraph A4.0 Volume 1, Past Performance, including paragraph A4.0's subparagraphs. Review of the Table A3.1, Proposal Organization Table, may be useful to understand the items which would be included in Volume 1, Past Performance:
a. Experience and Past Performance Reference Forms. No more than five contract references, each with a five page maximum per reference, for a total page limit of 25 pages for the limit of five contract references.
b. Client Authorization Letters. No page limit.
c. Consent Letters. No page limit.
6. Instructions to Offerors, paragraphs A5.0- A5.5, Volume 2, Price. Format and Submission of Pricing Information.
The Instructions to Offerors state that pricing information should be in Volume 2. However, there is ambiguity regarding whether a separate price proposal document should be submitted or if pricing details should be included within the main proposal document as the table says one volume.
Response: The RFP will be amended to clarify that the offeror's completed "Attachment 5, FFP NTE Services CLINs Task Pricing" shall be included in Volume 2. Table A3.1 – Proposal Organization Table, will also be amended for clarity.
Note that proposal Volume 2 will include the offeror's completed Standard Form (SF) 1449, with the offeror's CLIN values entered; the offeror's completed "Attachment 5, FFP NTE Services CLINs Task Pricing" with the offeror's proposed CLIN totals for the applicable CLINs in the section "Supplies or Services & Prices or Costs" of the SF1449; and the other offeror information identified in Instructions to Offerors, paragraph A5.8, Other Proposal Material to be Included in the Price Volume, including all subparagraphs under paragraph A5.8.
Paragraph A5.5 will be amended to state that a separate Cost Proposal is not required, and should not be submitted.
7. What is the function of the following attachment: Atch_5_FFP_NTE_Task_Pricing_Template_231221? Should it be included in the price volume? Where exactly as no instruction is included in the ITO?
Response: Attachment 5, FFP NTE Task Pricing Template is for the offeror to enter pricing for the tasks identified, and then enter the offeror's total price for each CLIN to the offeror's SF1449. The awardee's proposal Attachment 5, FFP NTE Task Pricing Template, will be included as an attachment to the contract at award, and will be the contract pricing for the tasks listed in the attachment. The Instructions to Offerors will be amended to add clarification (paragraph A5.3.1 will be added), and Table A3.1 – Proposal Organization Table, will also be amended.
Paragraph which will be included in an amendment: A5.3.1 The offeror shall complete "Attachment 5, FFP NTE Services CLINs Task Pricing" and enter the offeror's proposed CLIN totals for the applicable CLINs in the section "Supplies or Services & Prices or Costs" of the SF1449. The offeror shall include the completed "Attachment 5, FFP NTE Services CLINs Task Pricing" in proposal Volume 2.
8. Instructions to Offerors, paragraph A5.4. Are the CLINS provided in ITO predetermined and shall not be priced by contractors?
Response: The FFP NTE CLINs for the reimbursable CLINs are determined by the Government, and the offeror will need to use the information at paragraph A5.4 to enter the values for CLINs listed in the offeror's proposal. The Instructions to Offerors states: A5.4 The offeror shall use in its proposal, for the following CLINs, the corresponding dollar values determined by the Government:
9. Instructions to Offerors, paragraph A5.4. For the CLINS provided in the pricing sheet being different than the ones in section B, which ones relate to the proposal and should be included?
Response: The FFP NTE CLINs for the reimbursable CLINs, which are determined by the Government, are listed correctly in the Instructions to Offerors at paragraph A5.4. Note that these CLINs are listed in a different order than in the SF1449 at "Supplies or Services & Prices or Costs;" the CLINs at A5.4 are shown in CLIN numerical order but across the periods of performance. Note also that the CLINs at paragraph A5.4 are a subset of the CLINs in the SF1449 at "Supplies or Services & Prices or Costs," since the CLINs at paragraph A5.4 are the CLINs which the offeror shall use to enter the Government-determined values in the offeror's SF1449 at "Supplies or Services & Prices or Costs."
10. Instructions to Offerors, paragraph A6.8 [sic]. Integration of Subcontractor Information. While subcontractor identification is required, it's not specified how this information should be integrated into the technical proposal or if it should be submitted separately.
Response: Instructions to Offerors, at paragraph A6.8, is titled: "A6.8 Plan for Executing Civil Engineering Work Orders." This paragraph has the instructions for the offeror's Technical Volume, for its proposal "Plan for Executing Civil Engineering Work Orders" and does not have any instructions for "Integration of Subcontractor Information" noted in the question. "Integration of Subcontractor Information" is not included in Instructions to Offerors for the Technical Volume.
The question appears to refer to Volume 2, Price. In Instructions to Offerors, at A5.0, Volume 2, Price, at subparagraph A5.8, Other Proposal Material to be Included in the Price Volume, at subparagraph A5.8.8, Subcontractor Identification, has the requirement for the offeror to identify in Volume 2 the information noted for proposed subcontractors.
The information for the offeror's subcontractors should be included in Volume 2, Price. Instructions to Offerors, at Table A3.1 – Proposal Organization Table, will be amended to add, for Volume 2, "PDF for other information in Volume 2."
11. Can the Government provide year/make/model/quantity for all HVAC systems associated with this contract?
Response:
Main HVAC system for Building 101, Mission Operations:
Two each: Compressors Trane TTA07 installed May 2012 and May 2021.
Two each: Air Handlers Trane TCCB008
Heat Pumps, NSA Prospect Harbor has three Heat Pumps:
Building 102 (Backup Generator Building), Mitsubishi PUY-A18NKA7
Building 103 (Mission Administrative Building), Daikin PTKN18
Building 125 (Guard Post or Entry Control Facility at main Station entrance gate), Friedrich
FPHMR36A3A
12. Can the Government provide year/make/model/quantity for all Generators associated with this contract?
Response: There are two each Kohler 300REOZJ diesel generators, 300 KW. One generator is inside Building 102, and the other is located in an outdoor enclosure (cover) by Building 102.
Build dates for generators, from AFIMS information: One in 2013 and the other in 2015.
13. How does the Government intend to handle corrective maintenance and work performed that is not listed in the technical exhibits?
Response: Corrective maintenance and work not identified in the PWS would need to be reviewed by the Government to determine if it is reasonably within the overall scope of the contract, and if it could be the subject of a negotiated priced agreement between the BOS contractor and the Government to add the requirement as a one-time or recurring requirement.
14. Bidders Library Information Files, PH B101 Boiler PM. This document states "This boiler is old and burner needs to be replaced and boiler." Does the Government expect the offeror to price a complete overhaul or a complete replacement of the old boiler?
Response: No. If a complete boiler was at the end of its service life, the Government would request a proposal for the labor and materials to remove, replace, and install a new boiler under one of the X027 CLINs (CE Major Repairs). The Government and the contractor would negotiate an agreement for the requirement based on the contractor's proposal, and both parties to the contract would sign a contract modification with the specific details (such as price, schedule, and funding), which would authorize the contractor to proceed with the replacement. For the specific boiler in Building 101, Mission Operations, the system was recently replaced and was seen by the 50 CONS team during the Oct 2023 site visit.
15. Are there any fuel tank storages (50/100/500 gallons) associated with the contract? If so, please provide the quantity/size/type or style and how often are they refueled.
Response:
Three Each: 500 gallon outside tanks (one each outside Buildings 101, 104/105, and 112). For building heating.
Three Each: 275 gallon inside tanks (one inside Building 103, and two inside Building 110). For building heating.
One Each: 2,000 gallon outside Diesel tank (by Building 102; supplies inside generator).
One Each: 546 gallon outside Diesel tank (by Building 102; supplies outside generator).
One Each: 50 gallon inside Diesel day tank (inside Building 102; for generator).
Refueling of tanks: For building heating, depends on the weather conditions over the course of the heating season. For backup generators, depends on the frequency and duration of utility electrical outages. From information provided by station personnel, utility electrical outages are fairly frequent due to regional storm damage to utility pole electrical distribution systems across the heavily forested state; underground electrical distribution is apparently problematic in some or all of Maine due to generally thin soil layers underlain by granitic bedrock.
16. Can the Government provide year/make/model/quantity for all Boiler systems associated with this contract?
Response:

Notes:
All the boilers are currently fueled by Kerosene for ease of supply, but can use #2 heating oil. Also, Building 110 has three boilers.
Building 112 has an older boiler. The MBTU number is what is noted on the boiler unit. Navy contract "Report 704 PH B112 Heat PM 9-29-23.pdf" (Bidders Library file) has "Model: BB14A-S/W-6" and "Model: AFG" for Building 112.
17. Does the Government have Manlift, Boom/Buckets lifts available for contractors to use?
Response: None will be provided by the Government. Please see Attachment 1, PWS, at 9, Government Property / Government Equipment, at 9.1, Government Equipment. No Government Equipment will be provided to the Contractor.
18. PWS at paragraph 4.5.3. What is the currently assigned CE system?
Response: The current system is Maximo, run by the Navy. The PHSFS BOS contractor will use the Maximo system until the official transfer of Naval Support Activity (NSA) Prospect Harbor to US Space Force. Once Prospect Harbor SFS is activated, the PHSFS BOS CE system will be the Air Force's NexGen/Tririga, which is run by the Air Force. Data migration (Maximo to NexGen/Tririga) will be performed by the Government Real Property team, which will load the US Navy facilities data into the Air Force NexGen/Tririga system when the official transfer of NSA Prospect Harbor to US Space Force is completed. Once the load of the US Navy facilities data in NexGen/Tririga is complete, the PHSFS BOS contractor will then perform the contract requirement for updating data as required. See Amendment 0001.
19. Instructions to Offerors. Paragraph A 4.6. Will the Government consider accepting copies of CPARS in the place of a PPQ's?
Response: No. The Government may utilize CPARS for contracts where the Government is the client or customer; the Government has access to the Government-only system. The RFP PPQ, however, is specifically for this requirement.
20. PWS, Paragraph 3.1.1.1. In regard to Maine Armed Security Guard License, does the contracting company need to hold this license or only individual CSGs?
Response: It is the Government's understanding that the firm employing the CSGs must be licensed by the State of Maine, and that individual CSGs are not required to be licensed. The PHSFS BOS contractor will be responsible for ensuring all State of Maine licensing requirements are completed for performing CSG services. A suggested website
(State of Maine, Department of Public Safety, Maine State Police) to review is at:
https://www.maine.gov/dps/msp/licenses-permits/professional-investigator
21. PWS, Paragraph 7.1. The PWS stated that Bioenvironmental Services Personnel shall have specific education and certifications, are these considered Key Personnel?
Response: Other than PWS paragraph 2.23, Access to Facilities, which applies to PHSFS BOS contractor personnel access to the station during Phase-In, the PWS does not identify a Key Personnel requirement.
22. If a project has a Contractor Performance Assessment Reporting System (CPARS) report available, is it acceptable to submit the CPARS report in lieu of a past performance questionnaire (PPQ)? For some of our clients if a CPARS is in the system, they will not complete a PPQ.
Response: No. If a Government client or Government customer refuses to submit a PPQ for a contract reference because a CPARS report has been completed, this refusal may be stated in the offeror's proposal, along with complete identification of the Government client's or Government customer's Name, Phone Number, e-mail address, organization, and address. See Amendment 0001.
23. Can the offerors include previously completed PPQ from our client in our response? For some clients if they completed a PPQ for a previous proposal, they will not complete another PPQ.
Response: No. A previously completed PPW from a client or customer may not be submitted by the offeror in the situation where a client or customer has previously completed a PPQ and will not complete another PPQ. Any PPQ for this acquisition must be submitted directly by the customer or client to the Government as stated in the Instructions to Offerors. If a Government client or customer refuses to submit a PPQ for this acquisition, this refusal may be stated in the offeror's proposal, along with complete identification of the Government client's or customer's Name, Phone Number, e-mail address, organization, and address. See Amendment 0001.
24. How many staff are expected to be stationed in Prospect Harbor Space Force Station (PHSFS)?
Response: The PHSFS BOS contractor will need to plan its staffing to meet contract performance requirements; the PWS does not have a specific staffing requirement for services other than Contract Security Guard (CSG) services. Ref.
RFP Attachment 7, "Prospect Harbor SFS BOS Contract Security Guards (CSGs) Posting Requirement."
25. What SATCOM mission support agencies and contractors are currently located at PHSFS and what is the expectation in the next 12 months? Please include number of staff if that is known.
Response: Naval Support Activity (NSA) Prospect Harbor currently has the 10th Space Operations Squadron (10 SOPS), Detachment (Det) Alfa (mission operations have already transferred to US Space Force, Space Operations Command (SpOC), Space Delta 8, 10 SOPS Det Alfa). 10 SOPS Det Alfa mission operations are performed by contractor personnel, under a contract awarded and administered by the US Navy. One 10 SOPS civil servant is assigned to NSA Prospect Harbor. The number of Government and contractor personnel at NSA Prospect Harbor and at Prospect Harbor SFS (after transfer to US Space Force) will likely be in the range of five to seven.
26. Please confirm what information is expected in the Phase‐In section of Attachment 10. Is the expected information:
name of firm, number of staff, or a combination of both?
Response: The information for the Phase-In section of Attachment 10, Team Structure, is to show which team members, including the Prime Offeror, subcontractors, and other contractors or businesses, would be performing Phase- In requirements. The Government understands that the Prime Offeror may plan to have some service providers perform requirements as they are identified or are scheduled for performance, but may not have a role in the Phase-In. See example below.
Example for Phase-In, using Fictitious Information.
Phase-In
1. Management of Contract during Phase-In:
Prime Offeror.
2. Phase-In of Contract Security Guard (CSG) Requirements:

============ End of Example ==== Fictitious Information =====
27. Please provide the name of the current telephone service utility provider.
Response: Consolidated Communications.
28. Please provide the name of the current internet service provider.
Response: Naval Support Activity (NSA) Prospect Harbor currently receives official NIPRNet service from the US Navy; this is currently scheduled to transition to the Air Force's AFNET during the summer of 2024, with an overlap period to ensure there is no impact to station users. Note. The requirement for the PHSFS BOS contractor to manage the AFNET / NIPRNet service was not included in the final RFP since this will be provided by others. The AFNET / NIPRNet service for PHSFS will be provided through an Air Force Material Command (AFMC) blanket purchase agreement for Enterprise Information Technology as a Service (EITaaS) awarded to CACI NSS LLC as the Contractor Team Arrangement team lead for Wave 1 EITaaS. The Wave 1 acquisition is a mandatory-use vehicle for US Air Force and US Space Force.
29. Please describe the intended level of involvement the Delta‐1 contract management staff will be expected to perform (daily, monthly, quarterly, semi‐annually, annually) within the Space Force Installation Management system.
Response: Administration of Space Base Delta 1's (SBD 1's) PHSFS BOS contract, for the Government, will be the responsibility of the 50th Contracting Squadron, at Schriever SFB, assisted as required by Subject Matter Experts (SMEs) from SBD 1, other US Space Force offices, and other US Air Force offices. The Government personnel responsible for Government administration of the contract will review contract data submissions (CDRL data) as submitted, request information from the PHSFS BOS contractor as required, evaluate other inputs from the PHSFS BOS contractor as they occur, and assist with problems and potential requirement changes as they are identified. There are also briefing and information requirements in the PWS which the contractor would be providing to the Government team. The PHSFS BOS contractor will be solely responsible for the management of the station under the Government Owned, Contractor Operated (GOCO) contract.
30. What is the intended relationship between the contract management staff and USG/Space Force Account Managers and Installation Management Staff.
Response: The PHSFS BOS contractor's management staff will be responsible for the operations and management of the Space Force Station; there will not be a Government on-site installation commander or other Government official to provide direction; this is consistent with the requirement being for the operations and management of a Government Owned, Contractor Operated (GOCO) installation. There will be an on-site Government Contracting Officer's Representative (COR), who can provide direction within the scope of the contract, if required, but will not be responsible for directing or managing the PHSFS BOS contractor's performance of contract requirements.
31. Is it expected that all FFP CLINS be fully funded annually at contract award, or will they be incrementally funded as funding is available?
Response: For the first one-year Option period (Option 1), the Government plans to exercise Option 1 at contract award, subject to availability of funds of the new fiscal year. Since Option 1 will be funded with annual appropriations, those funds will not be available until 1 Oct 2024, which is the beginning of fiscal year 2024. Full funding is ideal;
however, FFP CLINs may need to be incrementally funding if full funding is not available. The amount of funds available for obligation for the contract's FFP CLINs depends on the amount of funding distributed by the Air Force and US Space Force, and may be limited if only Continuing Resolution Authority (CRA) is available at the start of each new fiscal year.
32. Please extend the deadline for RFIs to 16 Feb 2024. The need to distribute CUI and the record keeping associated with this process has delayed distribution of the RFP documents to subcontractors, which has not allowed for sufficient time for our subcontractors to review the RFP information.
Response: Instructions to Offerors, at A1.13 Questions, includes: Offerors are requested to submit questions to the points of contact noted above no later than 2:00 p.m. MT on Monday, 12 February 2024. Offerors may submit questions after the requested due date of 12 Feb 2024; however, depending on the number and type of questions, there may not be enough time for the Government to research questions and provide responses in time for offerors to make beneficial use of responses.
