About this file

This document contains a past performance questionnaire and federal contract opportunity notice for base operations support services at Prospect Harbor Space Force Station in Maine. The past performance questionnaire is being used to evaluate offerors' experience on similar requirements and will become part of the official source selection records. It requests detailed information about the offeror's relevant contracts and performance, and seeks input from previous customers on metrics including management, staffing, compliance, and service delivery. The related federal contract opportunity notice provides additional details about the forthcoming solicitation, including a planned January 2024 release with award by October 2024. The requirement is for government owned contractor operated facility management at the small Space Force station. Services will include security, civil engineering, communications, logistics, and environmental compliance. The competitive set-aside procurement will use a best value tradeoff evaluation.

Past Performance Questionnaire (PPQ)

Prospect Harbor Space Force Station (PHSFS) Base Operations Support (BOS)

The 50th Contracting Squadron of US Space Force is in the process of competitively selecting a contractor to perform the Prospect Harbor Space Force Station (PHSFS) Base Operations Support (BOS) contract. The contract requirement is to operate and maintain PHSFS, which will be a small US Space Force station on the coast of Maine, as a Government Owned, Contractor Operated (GOCO) facility (the station is currently operated by the US Navy, and will transfer to US Space Force on 1 Oct 2024). Under the planned GOCO, the contractor will be responsible for the installation's operations and maintenance, including providing armed contract security guard services and complete civil engineering services to keep the station secure and operationally available to support the satellite operations at the station.

One item for proposal evaluation is the verification of an offeror's past performance on contracts or other work efforts which demonstrate the offeror's ability to perform on the proposed effort. We depend on information received from organizations such as yours, which have had first-hand experience with the offeror, for the evaluation of the offeror's performance on those contracts or work efforts.

The questionnaire may be filled out electronically and e-mailed to:

kade.allen@spaceforce.mil and stephen.cooper.1@spaceforce.mil

The questionnaire may also be printed filled out in by pen and then scanned and e-mailed.

Please call Kade Allen, Contract Specialist, at 719-567-3711 or Stephen Cooper, Contracting Officer, at 719-567-3831 if you have any questions.

Your completed questionnaire will become a part of the official Source Selection records.

Your assistance is greatly appreciated.
