About this file

This document contains a maintenance report for an outside generator and a notice regarding a forthcoming federal contract solicitation for base operations support services.

The maintenance report details work performed on an outside generator at Prospect Harbor Navy Generator, including reprogramming the generator controller to issue a low fuel warning rather than shutting down, and saving software program and engine settings to a laptop. The notice announces plans to release a solicitation in January 2024 for base operations support services at Prospect Harbor Space Force Station, a current Navy installation transitioning to Space Force. The contractor will be responsible for operating and maintaining the government-owned facility, including physical security, civil engineering, communications systems, logistics, and environmental and safety compliance. The procurement will be a 100% small business set-aside and use a best value evaluation approach. Offerors must register in the Procurement Integrated Enterprise Environment to receive the solicitation and submit proposals electronically.

Problem Reported:

On 05/25: Engine shuts down at a low fuel level when there is still 10 inches of fuel left in the tank during outage. Went to site and evaluated. Talked with Derek McCaslin and was pre-approved to supply a spare controller and also to work with Ernie on changing the alarms so that when they hit the

10” of fuel in the tank the unit will no longer shut-off but it will give a warning that it is running low on fuel. The one thing we cannot determine is whether the low fuel warning will ring in to their control center in the operations room. If they don’t get a warning in there, the only option would be to put a remote annunciator for the 2 generators in the operations room. If there is some interest in installing this system, please let us know and we can work up an estimate for it.

Problems Found/Repaired:

Took laptop with Kohler programming software; changed the safety shut-off program in the Kohler controller so that when the low fuel switch activates that it is running low on fuel - reprogrammed it so that it no longer shuts the engine off. Now it is strictly a low fuel warning. Once I had that shut off system recalibrated, I downloaded the software program for the generator controller and also the

ECM fuel computer settings for the engine for the generator set. I saved those on my laptop, then went in to the interior generator room and downloaded the program from that unit so that I could look at both settings and see how far apart they were. Both settings are identical except for the fuel tank parameters as the interior generator has no tank. I programmed the spare controller with the outdoor parameters and it will still be fine to use inside as a spare, (it is just that the serial numbers will not match). Left the spare controller with Ernie King. Started both units after the software had been downloaded to make sure everything is still operating properly.
