About this file
This document contains a federal contract opportunity notice and a related maintenance inspection report for a generator at Prospect Harbor Space Force Station in Maine.
The federal contract opportunity is for base operations support services at Prospect Harbor Space Force Station, including staffing and managing physical security, civil engineering, communications systems, logistics, and environmental and safety compliance. The non-personal services contract will operate and maintain the government-owned facility. The solicitation is planned for release in January 2024 as a 100% small business set-aside best-value procurement. The maintenance inspection report documents a service call to disable nuisance high and low fuel alarms on a Kohler 300REOZJ generator, which were triggering frequently due to fluctuations in the fuel level reading. The fuel gauge and alarm settings could not be adjusted on-site and require follow-up from the generator OEM.

Problem Reported:
Received call for nuisance fuel alarms.
Problems Found/Repaired:
Travelled to site to check unit for nuisance high and low fuel alarms. Upon arrival at the site: Fuel gauge is reading at 93%. Accessed auxiliary inputs, which the fuel alarms are tied in to. The high fuel alarm is set to ring in at 93%, which is exactly what the fuel level is right now. With the engine running, this percentage changes from 93% down to 92% and fluctuates back and forth between those two numbers so every time it goes to 92% the alarm clears and when it hits 93% it rings back in. The controllers in the office have to silence that alarm every time that high alarm comes back in. I entered the passwords provided by the Kohler factory rep and attempted to change the high level parameter to move it up to 95 or 96 percent. The controller would not allow me to change that parameter, however, I can enable or disable that alarm. I talked with Patrick at the Navy base and we have disabled the alarms for high fuel alarm and the low fuel alarm, which was set at 60%. But, I was unable to change these two parameters. I did export a file from the computer system on the generator to my laptop and spoke with the factory rep while on site. I can e-mail the file to them, they can change the parameters and they can e-mail that file back to me with the changes made. I should be able to upload that computer change in to the generator controller and at the same time reactivate the alarms. Advice from John Stiles needs to be obtained on what fuel percentages we want these alarms to be set at or do we monitor the fuel gauges and leave the high and low fuel alarms turned off. Please advise.
Original factory programming is set through the Kohler engineering department which follows NFPA100
Fire and Protection codes per hospital standards. These parameters can be changed to anything we want where this unit is not being used in a hospital.
