Re: Proposal for Handcraft Custom Cleaners Annual Natural Attenuation Monitoring Report 2720 E. Commercial Boulevard Fort Lauderdale, Florida 33008

ERIC_4056

Contract No. HW682

Dear Ms. Fowler:

Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work to perform the annual natural attenuation monitoring and to prepare an Annual Natural Attenuation Monitoring Report for the Handcraft Customer Dry Cleaners (Site) in Fort Lauderdale, Florida.

SubTask 1 Project Management

This Sub Task consists of calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs), and completion fees.

The SubTask 1 project management hours are calculated to be 2.90 hours. The Cost Estimate Form and Level of Effort/Expense Worksheet is provided as Attachment 1.

SubTask 2 Scope of Work

ECT will mobilize to the site to perform the tasks necessary to complete the natural attenuation monitoring. These tasks include collecting depth-to-water (DTW) groundwater samples at monitoring wells MW001, MW005, MW006, MW007, and MW008. All samples will be analyzed using United States Environmental Protection Agency (USEPA) Method 8260 for the volatile organic halogens (VOHs).

Given that monitoring well locations are in parking spaces or traffic areas additional time to sample monitoring wells will be required. On February 15, 2024, ECT contacted the operator of the Site and tetrachloroethene is still being used for the dry-cleaning process.

Based on comments on the Supplemental Site Assessment Report dated December 22, 2023, ECT will investigate the hair trap/cleanout adjacent to the backdoor and determine if a water and/or sediment sample can be collected. If a water or sediment sample can be collected, the sample(s) will be analyzed using USEPA Method 8260 for the VOHs.

Purged groundwater generated during the sampling event will be contained in a Florida Department of Transportation-approved 55-gallon drum and stored onsite until the transportation and disposal (T&D) as described in SubTask 3. The groundwater sampling event is tentatively scheduled for the beginning of February 2025. The scope of work is detailed in the attached Level of Effort Worksheet.

A summary of SubTask 2 activities is included in Table 1.

Ms. Karlee Fowler FDEP Handcraft Custom Cleaners ERIC_4056 May 13, 2025

The scope of work is detailed in the attached Level of Effort Worksheet. The Subtask 2 deliverable will be the Natural Attenuation Monitoring (NAM) Report and submitted to the Florida Department of Environmental Protection (FDEP) Project Manager. The NAM Report will include copies of the field notes, sample forms, the laboratory report, updated figures, and tables.

SubTask 3 IDW T&D

The PFAS screening conducted in 2023 identified PFAS in groundwater; therefore, the investigation derived waste (IDW), purged groundwater will be transported and disposed (T&D) of as PFAS-impacted groundwater. The quotes for the IDW T&D are included in Attachment 2 and summarized below. 3 hours for the Sr. Scientist to coordinate the IDW T&D and submit the SubTask 3 deliverable. The SubTask 3 Deliverable will be the Waste Manifest which will be submitted to the FDEP Project Manager.

SubTask 4 PFAS Screening

ECT proposes to sample monitoring wells MW001, MW005, MW006, MW007, and MW008 for PFAS screening. A sample will also be collected from the IDW drum for PFAS analysis. These samples will be collected during the SubTask 2 groundwater sampling event and ECT will submit those samples to the Florida Department of Environmental Protection (FDEP) Central laboratory. Once the analytical results are received, ECT will provide the PFAS analytical report, PFAS figure, PFAS table, and field notes in an email deliverable. A summary of activities in Subtask 4 is included in Table 2:
