Ms. Karlee Fowler Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, Florida 32399-2400
Re: Proposal for Adams Cleaners Annual Natural Attenuation Monitoring Report 255 East South Street Orlando, Florida 32801 Facility ID: ERIC_5013 Contract No. HW682
Dear Ms. Fowler:
Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work to perform annual Natural Attenuation Monitoring (NAM) and to prepare an annual NAM Report for the Adams Cleaners in Orlando, Florida.
Subtask 1 Project Management
This Sub Task consists of calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and completion fees.
The project management cost is calculated in the Level of Effort Cost Estimate Form (LOECEF).
Subtask 2 Natural Attenuation Monitoring
ECT proposes to conduct the tasks necessary to complete the annual NAM event, including measuring the depth-to-water (DTW) in monitoring wells MW001, MW002, MW003, MW010, MW012 and MW013;
and collecting groundwater samples from monitoring wells MW003, MW010 and MW013. All groundwater samples will be analyzed by United States Environmental Protection Agency (USEPA) Method 8260 for the volatile organic halogens (VOHs). The groundwater sampling event should be conducted in April 2026 and will be scheduled upon approval of this proposal. The scope of work is detailed in the attached LOECEF. A summary of Subtask 2 activities is included here in Table 1:
Table 1. Subtask 2 Activities Summary Employee/Resource Activity Time

Table 1. Subtask 2 Activities Summary Employee/Resource Activity Time
Technician Prep for field work and obtain an FDOT 55-gallon drum Drum 1 hour
Technician Round Trip Mobilization in Orlando for the annual NAM 1 hour Technician Locate, open, and measure DTW at 6 wells 1 hour
Technician Sample 3 wells and 1 IDW drum for VOHs and PFAS, place purge water in drum & secure on-site 6 hours
Technician Truck for Groundwater Sampling Event 1 day Administrative Update tables 2 hours
Subtask 3 PFAS Screening
ECT proposes to sample MW003, MW010, MW013 and the IDW drum for PFAS analyses. The samples for PFAS analyses will be collected during the Subtask 2 groundwater sampling event and ECT will submit those samples to the Florida Department of Environmental Protection (FDEP) Central Laboratory. Once the analytical results are received, ECT will provide the PFAS analytical report, PFAS figure, PFAS table, and field notes in an email deliverable. A summary of activities in Subtask 3 is included in Table 2:
Table 2. Subtask 3 PFAS Activities Summary Employee/Resource Activity Time GIS Analyst Update PFAS figure 1 hour Administrative Update PFAS table 1 hour
Subtask 4 IDW Transport & Disposal
Since the 2022 and 2025 PFAS screening analytical reports identified that the sample collected from the drum of investigative derived waste (IDW) exceeded the PFAS provisional GCTL, the IDW generated during the upcoming NAM sampling event will be disposed of using the PFAS disposal rate. The scope of work for Subtask 4 consists of the labor to verify that the IDW has been classified correctly and if confirmed to be non-hazardous, all purge water from the groundwater sampling event will be contained in a 55 gallon drum and stored on-site until it can be scheduled for proper transport and disposal (T&D). Under this subtask, the IDW waste manifest will be prepared and includes the cost for proper disposal of one drum of PFAS-impacted purge water from the groundwater sampling event.
ECT proposes using the manifest and associated documentation as the deliverable for Subtask 4. A summary of activities in Subtask 4 is included in Table 3:
Table 3. Subtask 4 Activities Summary Employee/Resource Activity Time Sr. Scientist Verify IDW hazard classification, prepare manifest & submit deliverable/documentation 2 hours
Ms. Karlee Fowler FDEP Adams Cleaners Annual NAM Proposal March 11, 2026 ectinc.com
Quotes were obtained for T&D of the IDW and are summarized below. Copies of the quotes are provided as an attachment to this proposal. Based on these quotes, Erwin Remediation will be subcontracted to dispose of IDW generated at this Site.
Subcontractor Cost Erwin Remediation $195.00 Perma-Fix $887.50 Moran Environmental $1,509.20
Cost and Deliverable Schedule
An LOECEF is attached, providing a cost summary for the proposed scope of work. A summary of the deliverable due dates and the invoice schedule is provided in Table 4.
