Task Assignment Summary
This Task Assignment (TA) Number DC015B is a contract vehicle executed between the State of Florida Department of Environmental Protection (FDEP) and Environmental Consulting and Technology, Inc. (ECT) under Master Contract Number HW682. The agreement is effective upon the last date signed and includes authorization for ECT to perform confirmatory sampling work at the Loretto Cleaners site located in Jacksonville, Duval County, Florida. The FDEP Project Manager is Karlee Fowler (850-245-8944), and ECT's Project Manager is Mark A. Culbreth (813-289-9338). The underlying contract and attached Scope of Work are incorporated by reference and govern the terms and conditions of this task assignment.
ECT will perform confirmatory sampling at Loretto Cleaners on a fixed unit rate basis, including MAGS (Modified Active Gas Sampling) testing at four interior vapor wells and groundwater sampling from one interior monitoring well to determine if the site meets no further action criteria under Florida Rule 62-780.680(1). The total task assignment value is $10,534.88 for 62 total labor hours, with a completion date of December 12, 2025. Deliverables include a Confirmation Sampling Report due August 29, 2025 ($8,981.53) and a Project Management IDW Manifest due October 31, 2025 ($1,553.35). The scope encompasses three subtasks: Project Management (13% of direct labor), MAGS and Groundwater Assessment (including analytical testing and SVE step testing), and Remedial Waste Disposal through subcontractor services, with the lowest quote of $125.00 from Erwin Remediation selected for IDW transportation and disposal.

Re: Proposal for Loretto Cleaners Supplemental Sampling 11701-1 San Jose Boulevard Jacksonville, Florida
ERIC_4628
Contract No. HW682
Dear Ms. Fowler:
On April 14, 2023, Environmental Consulting & Technology, Inc. (ECT) submitted to the Florida Department of Environmental Protection (FDEP), the Annual Natural Attenuation Monitoring (NAM) Report for Loretto Cleaners. The results documented that target volatile organic halogens (VOHs) were not detected in groundwater samples at concentrations exceeding their respective groundwater cleanup target level (GCTLs). Based on the groundwater analytical results, ECT recommended confirmation groundwater sampling and conducting a Modified Active Gas Sampling (MAGS) test to evaluate whether the data supported closure of the site under Rule 62-780.680(1) No Further Action under Risk Management Option (RMO) I.
ECT was issued Task Assignment (TA) No. DC015A on June 6, 2023, to perform confirmation sampling and MAGS) to evaluate whether Loretto Cleaners meets the criteria for site closure. The groundwater analytical results for the June 2023 sampling document that the three groundwater samples collected did not contain target analytes at concentrations greater than their GCTLs. The August 2023 MAGS event identified vapor samples collected from MAGS wells MAGS005 and MAGS006 at concentrations greater than 1 milligram per cubic meter (mg/m3). Based on the results for the assessment, ECT recommended:
Modifying MAGS wells MAGS001R, MAGS003R, and MAGS004R by adding a 1-foot schedule 40 polyvinyl chloride (PVC) casing and cutting the bottom two feet of screen to ensure that the screen is above the water table.
Covering the grassy area where MAGS wells MAGS003 and MAGS004 are installed with 6-mil plastic sheeting to cut off potential short-circuiting.
Performing a MAGS test to verify the design parameters to complete a Soil Vapor Extraction
(SVE) RAP.
Preparing a RAP to install and operate an SVE system.
Although two consecutive groundwater sampling events have confirmed that the chlorinated ethenes are not present in groundwater at concentrations exceeding their GCTLs, ECT recommended continuing annual NAM sampling at the site during the period that an SVE system is operating.
Loretto Cleaners May 13, 2025
ECT has prepared this scope of work to perform the confirmation groundwater sampling and MAGS test. Should these data confirm that the groundwater quality data meet the no further action criteria, and the MAGs test results indicate that there is not a residual mass of chlorinated solvents in the vadose zone, ECT will prepare a Confirmation Sampling Report including a No Further Action Proposal recommending closure under RMO I. Should the data not support closure under RMO I, the Confirmation Sampling Report will recommend continued NAM.
SubTask 1 Project Management
This Sub Task consists of calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and completion fees.
SubTask 2 MAGS and Groundwater Sampling
ECT proposes collecting depth-to-water (DTW) measurements at monitoring wells MW001, MW002, MW004, MW005, MW007, and MW008 and collecting groundwater samples from the interior monitoring well MW007. The groundwater sample will be analyzed for VOHs using United States Environmental Protection Agency (EPA) Method 8260. The scope of work is detailed in the attached Level of Effort Worksheet.
Additionally, to evaluate whether there is a residual mass of chlorinated solvents in the vadose zone a MAGS test will be performed. MAGS testing will be perform don interior wells MAGS002, MAGS005, MAGS006, and MAGS007RA. The testing will include an SVE step test to determine SVE remediation system design parameters.
The groundwater and MAGS analytical data will be presented in the Confirmation Sampling Report and include recommendations for further actions based on the new data. A summary of SubTask 2 activities is included in Table 1.
Table 1. SubTask 2 Activities Summary Employee/Resource Activity Time

SubTask 3 Scope of Work
The scope of work for SubTask 3 consists of transportation and disposal (T&D) disposal of IDW. ECT proposes that the waste manifest be submitted as the SubTask 3 deliverable. Quotes for T&D of the IDW are summarized as follows. ECT has included 3 hours of a senior engineer rate to characterize the waste, coordinate the T&D of the IDW drum, and provided the manifest to the FDEP. The IDW contractor quotes are included in Attachment 1.
Subcontractor Cost Erwin Remediation $125.00 Crystal Clean $292.92 PermaFix $1,005.00
