Re: Proposal for Annual Natural Attenuation Monitoring

Extra Mile Dry Cleaners 5111 Baymeadows Road #13 Jacksonville, Florida 32217 Facility ID: ERIC_4527 Contract No. HW682

Dear Ms. Fowler:

Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work to perform the annual natural attenuation monitoring and to prepare a Natural Attenuation Monitoring Report for the Extra Mile Dry Cleaners facility in Jacksonville, Florida.

Subtask 1 Project Management

This Subtask consists of calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and completion fees.

Subtask 2 Natural Attenuation Sampling and Reporting

ECT proposes to conduct the tasks necessary to complete the natural attenuation monitoring, consisting of the collection of depth-to-water (DTW) measurements at 13 monitoring well (MW005, MW008, MW010, MW011, MM012, MW013, MW0014, MW017, MW018, MW019, MW020, MW021, and RW004); and collection of groundwater samples from monitoring wells MW008, MW010, MW012, MW013, MW017, MW018, and MW020. All groundwater samples, including the investigation derived waste (IDW) purge water, will be analyzed by United States Environmental Protection Agency (USEPA) Method 8260 for the volatile organic halogens (VOHs) by a certified National Environmental Laboratory Accreditation Program certified laboratory. The scope of work is detailed in the attached Level of Effort Worksheet. A summary of activities in Subtask 2 is included in Table 1.

If the laboratory analytical results indicate that the IDW samples are below the PFAS criteria or if is classified as hazardous, a change order will be submitted to address proper T&D. A summary of Subtask 3 activities is included in Table 2. The IDW contractor quotes are included in Attachment 1.

Subtask 3 PFAS Screening

On November 29, 2022, ECT proposed selected wells for PFAS Screening. Breck Dalton with the Florida Department of Environmental Protection (FDEP) approved PFAS screening of groundwater samples from monitoring wells MW008, MW018, MW020, MW021, and RW004. PFAS screening samples will be submitted to the FDEP laboratory in Tallahassee, Florida for analysis of the PFAS compounds.

PFAS screening will be performed at monitoring wells MW008, MW018, MW020, MW021, and RW004.

A sample will also be collected from the IDW drum for PFAS analysis. These samples will be collected during the Subtask 2 groundwater sampling event and ECT will submit those samples to the FDEP Central laboratory. Once the analytical results are received, ECT will provide the PFAS analytical report, PFAS figures, PFAS table, and field notes in an email deliverable. A summary of activities in Subtask 3 is included in Table 2.

The task includes the cost for proper disposal of one drum of PFAS-impacted purge water from the groundwater sampling event. Quotes were obtained to transport and dispose (T&D) of investigation derived waste (IDW) of PFAS water are summarized below and are provided as an attachment to this proposal. Based on these quotes, Erwin Remediation will be subcontracted to dispose of IDW generated at this site.

Subtask 4 Investigation Derived Waste Management

The scope of work for Subtask 4 consists of the labor to verify that the investigation derived waste (IDW) has been classified correctly. All purge water from the groundwater sampling event will be contained in a 55-gallon drum for disposal as PFAS-impacted IDW. Under this task, the IDW waste manifest will be prepared. A summary of the activities in Subtask 4 is included in Table 3.
