Good aŌernoon Kevin, ECT is requesƟng a proposal for the Sunland Cleaners site to reinstall a monitoring well installaƟon and abandon a monitoring well. Sunland Cleaners is located at 895 Fox Valley Drive, Suite 113, Longwood Florid, 32779. ECT would like to reinstall monitoring well MW001 which is constructed of 1-inch diameter prepack well with a 5 foot 0.006-inch sloƩed screen coupled to a 6-feet of riser and installed to a depth of 11 feet below land surface. The replacement monitoring well MW001 is inside of the former dry-cleaner facility and will require the hand dolly DPT rig for the installaƟon. A figure has been aƩached as a reference to the well installaƟon locaƟon. The well will be complete with a 3-inch brass well vault that will be affixed to exisƟng concrete.
AddiƟonally, the original MW001 will be abandoned and is 1-inch diameter with 5-feet of well screen and 6 feet of riser.
The well has been compromised so it may not require 11-feet of grout.
If you have any quesƟons or I am missing any informaƟon, please contact me.
Best Regards, Gregory Sattler, P.E.

Subject: FDEP IDW Drum Trans. & Disposal
Hello Greg. Thank you for your call. UES has supported other Environmental Consultants with FDEP IDW drum management in the past.
Unfortunately, we cannot currently provide this service. Our operation is undergoing expansion and we cannot hold your waste drums. We hope to have a Solid Waste Solidification facility constructed in the near future. We have a Permit to Construct from the City of Tampa & are waiting on our Operations Permit from the FDEP.
Once this facility is completed we will have a turnkey operation. We currently can manage Non Hazardous Wastewaters at our Pretreatment Wastewater Facility. Soils and sludges will be managed at the Solidification Building.
I’ve copied our Business Development Mgr., Eric Ceballos, who will contact you in the near future to discuss all of our capabilities.
Regards, Ed Kinley

Re: Proposal for Sunland Cleaners
Annual Natural Attenuation Monitoring Report
895 Fox Valley Drive, Suite 113
Longwood, Florida 32779
Facility ID: ERIC_5475
Contract No. HW682
Dear Ms. Shirah:
Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work to perform the annual natural attenuation monitoring and to prepare a Groundwater Monitoring (GW) Report for the
Sunland Cleaners site in Longwood, Florida.
Subtask 1 – Project Management
This SubTask consists of the calculated project management labor, based upon 13% of the direct labor costs in this proposal, and includes fringe, overhead, other direct costs (ODCs) and completion fees.
SubTask 2 Scope of Work
ECT proposes to install a replacement monitoring well for MW001, which was found to be compromised during the January 19, 2023, groundwater sampling event. Once the replacement monitoring well MW001R has been installed and developed, the original monitoring well MW001 will be abandoned by a licensed well drilling subcontractor. Below is a summary of the drilling subcontractor costs.
Subcontractor Cost
Groundwater Protection. Inc. $2,564.00
Earth Tech, Inc. $4,085.00
Preferred Drilling Solutions, Inc. No Bid
After the abandoned well MW001 has time for the grout to cure, ECT proposes to return to the site for depth-to-water (DTW) measurements at three monitoring wells, collect groundwater samples from replacement monitoring well MW001R. The GW sampling schedule includes collecting DTW measurements at monitoring wells MW001, MW002, and MW006 and collecting GW samples from monitoring well MW001R. The groundwater samples will be analyzed for the volatile organic halogens by United States Environmental Protection Agency Method 8260 and submitted to a National
Environmental Laboratory Accreditation Program laboratory. The scope of work is detailed in the
Ms. Ginger Shirah FDEP
Sunland Cleaners ectinc.com attached Level of Effort Worksheet. A figure has been included as an attachment of the replacement monitoring well location.
The deliverable for SubTask 2 will be a GW Report that will include field notes, sampling forms, laboratory report, and updated figures and tables. The GW Report will be provided to the FDEP Project
Manager. A summary of SubTask 2 activities is provided in Table 1.

SubTask 3
ECT will collect PFAS samples at monitoring well MW001R during SubTask 2 groundwater sampling and submit samples to the Florida Department of Environmental Protection Central Laboratory. Once the analytical results are received ECT will provide the PFAS analytical report, PFAS figure, PFAS table, and field notes in an email deliverable. Monitoring well MW001 was a part of the original PFAS screening schedule and monitoring well MW001R is being sampled as a replacement for this location.
A summary of activities in SubTask 3 is included in Table 2.
