Re: Proposal for Supplemental Assessment and Interim Source Removal Plan Bolton Plaza 661 Blanding Boulevard Orange Park, Florida
ERIC_4269
Contract No. HW682
Dear Ms. Crain:
Environmental Consulting & Technology, Inc. (ECT) has prepared this scope of work to conduct a supplemental soil assessment to refine the extent of impacted soils that need to be excavated and to prepare an Interim Source Removal Plan for the Bolton Plaza in Orange Park, Florida (Site). The 2020 Site Assessment conducted by Earth Systems included collection of soil samples which identified soils that could potentially generate leachate containing tetrachloroethene at a concentration greater than its groundwater cleanup target level (GCTL). Following conversations with the Florida Department of Environmental Protection (FDEP), it was determined that the horizontal extent of impacted soils should be delineated and excavated to the depth of the water table prior to the next natural attenuation monitoring (NAM) event.
Based on the soil analytical data provided in the November 11, 2021, Site Assessment Report for the Site, soils which may generate leachate containing volatile organic halogens (VOHs) at concentrations greater than their GCTLs are limited to soil borings SB-3, SB-5, SB-12, and SB-13. The lateral extent of impacted soils has not been fully assessed at the following depths of 0.5 feet below land surface (bls), 1 foot bls, and 3 feet bls. The proposed scope of work consists of the collection and analysis of soil samples at these depths to assess the lateral extent of impacted soils and to develop an Interim Source Removal Plan to be implemented at the site.
SubTask 1 Project Management
Mark Culbreth is the project manager; his hours are directly computed on the Cost Estimate Worksheet.
SubTask 2 Scope of Work
Because this site is new, to ECT, we are requesting time to prepare a Health and Safety Plan for this site. Future monitoring activities will rely on this Health and Safety Plan so it is anticipated that this plan will need to be prepared only once. Because this site is new to ECT, we are requesting additional time to generate base maps and other related figures as well as to recreate tables.
ECT proposes to collect additional soil samples for analyses to assess the lateral extent of impacted soils at depths of 0.5 feet bls, 1, and 3 feet bls. Soil samples will be collected from borings SB-6 through SB-9, SB-11, and SB-14 through SB-19. No samples are to be collected at borings SB-1, SB-2, SB-4, or SB-10. A total of 33 soil samples will be collected. Attachment B illustrates the soil boring locations.
All soil samples will be analyzed for VOHs using U.S. Environmental Protection Agency (EPA) Method 8260. A portion of each sample will be held for analysis in the event soil samples contain VOHs at concentrations greater than their default groundwater leachability-based soil cleanup target levels (SCTLs). Those samples that contain one or more of the VOHs at concentrations greater than their leachability-based SCTL will be subjected to the synthetic precipitation leaching procedure (SPLP) using USEPA Method 1312 and the leachate analyzed for VOHs using EPA Method 8260. Pursuant to FDEP guidance, equipment blanks will not be collected. Upon receipt of the laboratory report, ECT will evaluate the data and notify the FDEP which soil samples, if any, contained VOHs at concentrations exceeding their SCTLs and require further analysis.
Following collection of samples, the remaining soil will be placed back in their respective boreholes. If required, paver sand will be used to fill the borehole to grade. Asphalt will be restored at each borehole using an asphalt patch material.
Following receipt of the analytical data, ECT will prepare draft figures showing the extent of the soil impacts and proposed limits of the source removal and will submit these to the FDEP. ECT proposes to discuss these results with the FDEP to obtain concurrence that the extent of VOHs has been adequately assessed and that the FDEP agrees with the proposed extent of the source removal.
The scope of work is detailed in the attached Level of Effort Worksheet. A summary of SubTask 2 activities is included in Table 1. Note that two technicians will be performing the field activities.

SubTask 3 Scope of Work
Following concurrence with the FDEP that the extent of VOHs in soils has been adequately assessed and FDEP agrees with the proposed extent of the source removal, ECT will prepare an Interim Source Removal Plan which will include historical soil data as well as soil data collected as part of Subtask 2 summarized in tables and on figures, along with attachments including field notes, soil boring logs, photographs, and any other pertinent documentation. The plan will provide details for the source removal. The scope of work is detailed in the attached Level of Effort worksheet and Table 2 provides a summary of the SubTask 3 activities.
