Subject: Proposal and Cost Estimate Supplemental Site Assessment Former Florida State Fire College (ERIC_5641) 1501 West Silver Springs Blvd.
Ocala, Marion County, Florida
Dear Mr. Cilek:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW) and Cost Estimate Form/Level of Effort (Attachment A) for the continued investigation of soil and groundwater at the Former Florida State Fire College (Former FSFC; the “Site”) located in Ocala, Florida. The objective of this investigation is to evaluate the extent and magnitude of media that were previously determined to be impacted with per- and polyfluoroalkyl substances (PFAS).
Geosyntec anticipates receiving a Task Assignment for the specific SOW proposed in the subtasks below. Any other subtasks are not covered by the SOW proposed. Geosyntec proposes to complete the SOW pursuant to Contract No. HW683 between the Florida Department of Environmental Protection (FDEP) and Geosyntec and Chapter 62-780, Florida Administrative Code.
Subtask 1 – Project Management
James Mills will serve as the Project Manager for the proposed SOW. Eric Sager, P.G., will serve as the Project Director. Costs associated with this subtask are directly computed.
Subtask 2 – Site Assessment Work Plan
Geosyntec will prepare a Site Assessment Work Plan (SAWP) that describes the proposed soil and groundwater sampling activities to evaluate PFAS concentrations. The SAWP will include figures showing the proposed sampling locations and a table summarizing the sampling locations, depth intervals, matrices, analytes and laboratory methods, rationale, and screening criteria. Consistent with previous PFAS-related work plans prepared for the FDEP, details regarding the proposed sampling methods are discussed in this SOW and are not summarized in the SAWP. A draft copy of the Work Plan is included in Attachment B.
Geosyntec prepared an updated Site-specific Health and Safety Plan (HASP) in March 2021 to address project-specific hazards that are known or suspected to be present due to existing conditions and work to be performed at the Site. Since the HASP document is greater than one year old, effort has been included to update the program-wide HASP document and the project contacts. The updated HASP will meet the requirements specified in Occupational Safety and Health Hazardous Waste Operations Emergency and Response program and Geosyntec’s Health and Safety Procedures.
Subtask 3 – Hand Auger Soil Sampling and Monitoring Well Installation
This subtask includes the estimated labor and subcontractor costs for Geosyntec to prepare for and implement the soil sampling and well installation activities outlined in the Work Plan. Preparation activities will include a review of historical field sampling data to develop a technical approach for sampling and right-of-way (ROW) permitting. The investigation will be conducted in accordance with Standard Operating Procedures (SOPs) for PFAS sampling that were developed by Geosyntec.
Due to the complexities associated with a PFAS investigation and to expedite the completion of field activities, Geosyntec proposes collecting the soil samples during the monitoring well installation mobilization to save on mobilization costs and to utilize PFAS-free water supplied by the drilling subcontractor. Geosyntec will mobilize one staff from our Tampa Bay area offices to complete the soil sampling and well installation at Former FSFC. Due to the complexity of drilling and lithology anticipated (e.g., significant voids) from experience during the previous well installation in May 2021, Geosyntec recommends that a professional-level engineer or geologist provide drilling oversight. We estimate that the hand auger soil sampling and monitoring well installation will take approximately 23 days to complete. The anticipated timeframe to complete the work was based on input from the drilling subcontractor, Geosyntec’s experience completing PFAS investigations, and the time necessary to follow PFAS SOPs to avoid cross contamination of samples.
The activities included in this subtask are described below.
Right-of-Way Permitting
Geosyntec will apply for and obtain ROW permits from the City of Ocala and/or the Florida Department of Transportation to complete the monitoring well installation along roadways, as proposed in Figure 3 of Attachment B. Based on a conversation with the City of Ocala and previous permitting experience, activities associated with the ROW permits will include completing the application, preparing map(s) depicting the proposed sampling locations, and selecting the appropriate Florida Department of Transportation Standard Plan(s) for Maintenance of Traffic, as required. Based on previous experience, Geosyntec assumes that each monitoring well location proposed in the ROW can be permitted with one application.
Utility Locate and Drilling Subcontractors
Prior to conducting soil sampling and monitoring well installation activities, Geosyntec will observe a subsurface survey to identify potential subsurface utilities or obstructions. Based on previous experience at fire training facilities with subsurface utilities, Geosyntec proposes to sole source the subsurface utility survey to GeoTek Services, LLC (GeoTek). GeoTek estimates that the work will take one half day to complete. The GeoTek bid is included in Attachment C. To save on Geosyntec mobilization costs, the subsurface utility survey will begin the same day as sampling/drilling activities.
Geosyntec obtained cost estimates from three drilling subcontractors – Cascade, Preferred Drilling Solutions, Inc. (PDS) and Groundwater Protection, Inc. (GPI). The quotes are provided in Attachment D. Both PDS and GPI have access to PFAS-free water sources and will provide PFAS-free water on-Site for use during drilling activities. Based on experience at this and similar sites, Geosyntec believes the drum estimate and assumed number of days in the right-of-way with maintenance of traffic included in GPI’s bid may be an underestimate. If comparing the bids assuming the same number of drums, then PDS’ bid is more competitive. Additionally, PDS has experience with rotosonic drilling at the Site. For these reasons, PDS has been selected for this work.
Hand Auger Soil Investigation
Geosyntec will conduct hand-auger sampling as described in this section and in accordance with the SOPs for PFAS sampling. Geosyntec will collect soil samples from multiple depth intervals at two new boring locations (SB-78 and SB-79) to evaluate the extent and magnitude of soil impacted with PFAS concentration above provisional Soil Cleanup Target Levels. Geosyntec staff will use a hand auger to collect soil samples from 0 to 0.5, 0.5 to 2, and 2 to 4 feet (ft) below land surface (BLS) at each location.
Geosyntec will record the Global Positioning System (GPS) coordinates of completed borings.
Due to the number of soil borings previously completed at the Site, Geosyntec will not document the lithology encountered at these boring locations. Based on the number of proposed boring locations and depth intervals, Geosyntec will collect up to six soil samples, in addition to quality assurance/quality control (QA/QC) samples (discussed below). The approximate sampling locations, depth intervals, matrices, analytes and laboratory methods, rationale, and screening criteria are summarized in the draft SAWP (Attachment B).
Monitoring Well Installation
The lithology at the Site generally consists of sand, sandy clay, and clayey sand from land surface up to 36 ft BLS. These deposits are underlain by limestone which generally occurs at 30 ft BLS but has been encountered between 19 and 36 ft BLS. The driller will install a total of 15 monitoring wells at three depth intervals using rotosonic drilling technology: six at a shallow depth (approximately 45 ft BLS), six at an intermediate depth (approximately 120 ft BLS), and three at a deeper depth (approximately 200 ft BLS). The proposed well locations are shown on Figure 2 in Attachment B. The monitoring wells are proposed to be installed at locations across the Site and off-Site to support horizontal and vertical delineation of groundwater PFAS contamination.
The proposed depths were selected based on previous Site assessment data. The location and number of monitoring wells was discussed between Geosyntec and the FDEP via email in May 2022.
Prior to drilling each monitoring well location, a post-hole digger will be advanced to a depth of 5 ft BLS to confirm the absence of subsurface utilities. For wells screened greater than 100 ft BLS, 8-inch temporary override casing will be used to approximately 40 ft BLS (or a minimum of 1 ft into the limestone) to prevent vertical migration of potential PFAS during installation activities.
Each well will be completed flush to the native ground surface beneath an 8-inch diameter, steel, bolted manhole set within a 2-ft by 2-ft by 4-inch-thick concrete pad. The driller will be responsible for developing the monitoring wells until the water is visibly free of sediment. Coordinates of the installed monitoring wells will be collected by a professional surveyor as part of Subtask 4.
Monitoring Well Screened 25 to 45 ft BLS – Each shallow depth well borehole will be advanced with a 4-inch diameter core bit and 6-inch diameter override casing (e.g., “4 by 6 sonic”). The shallow depth wells will be installed to approximately 45 ft BLS. Each well will be constructed with 20 ft of 2-inch diameter polyvinyl chloride (PVC) well screen slotted at 0.010 inches and an appropriate length of 2-inch diameter PVC riser. A 20/30 silica sand pack will be placed between the screen and the borehole to 2-ft above the top of the screen. A 4-ft thick fine sand (30/65) seal will be placed on top of the filter pack, and the remainder of the borehole annulus will be completed with Portland Type I/II cement to ground surface. The well screen will be installed across the water table.
Monitoring Well Screened 100 to 120 ft BLS – As discussed previously, each intermediate depth well borehole will be advanced with a 4-inch diameter core bit and 8-inch diameter temporary override casing (e.g., “4 by 8 sonic”) up to a minimum of 1 ft into the limestone. The remainder of the borehole from the limestone contact to its terminus will be completed using 4 by 6 sonic.
Continuous core samples will be collected using 4 by 6 sonic to the anticipated depth of the well.
The intermediate depth wells will be installed to a depth of approximately 120 ft BLS and constructed with 20 ft of 2-inch diameter PVC well screen slotted at 0.010 inches and an appropriate length of 2-inch diameter PVC riser. A 20/30 silica sand pack will be placed between the screen and the borehole to 2-ft above the top of the screen. A 4-ft thick bentonite seal will be placed on top of the filter pack, and the remainder of the borehole annulus will be completed with Portland Type I/II cement to ground surface.
Monitoring Well Screened 180 to 200 ft BLS – Each deeper well borehole will be advanced using 4 by 8 sonic up to a minimum of 1 ft into the limestone. The remainder of the borehole from the limestone contact to its terminus will be completed using 4 by 6 sonic. Continuous core samples will be collected at each deep well location using 4 by 6 sonic to the anticipated depth of the well.
Each deep well will be installed to a depth of approximately 200 ft BLS and constructed with 20 ft of 2-inch diameter PVC well screen slotted at 0.010 inches and an appropriate length of 2-inch diameter PVC riser.
Laboratory Analysis and QA/QC Samples
Geosyntec understands that the FDEP laboratory will analyze up to 6 soil samples, and the FDEP will ship the sampling kits to Geosyntec. Based on the Site location and duration of the work, Geosyntec anticipates shipping the samples to the FDEP laboratory, unless other arrangements are made with FDEP. Geosyntec understands that the FDEP will provide return shipping labels for the sample kit coolers.
Geosyntec recommends following the QA/QC sampling protocol described in the SOPs for PFAS sampling. Geosyntec anticipates collecting equipment blanks at a ratio of 1 per depth interval of monitoring wells installed and a minimum of at least one rinsate for each media sampled or a ratio of 1:10 (1 equipment blank for soil sampling and 3 equipment blanks for sonic well installation) and field blanks at a rate of at least one field blank for each type of water-related activity (assume 1 field blank for drilling decontamination activities and 1 field blank for soil sampling decontamination activities). Waste characterization samples were previously collected, and additional characterization samples are not proposed for this SOW.
Based on the Site location and duration of the work, Geosyntec anticipates shipping the samples to the FDEP laboratory, unless other arrangements are made with FDEP. Geosyntec understands that the FDEP will provide PFAS-free water for the equipment blanks and field blanks and will deliver the PFAS-free water with the sampling kits.
Trip Report
Within 3 to 5 business days of completing this field event, Geosyntec will prepare a Trip Report briefly summarizing the field activities. The Trip Report will include a brief summary of work completed, figure(s) showing the sampling locations, a photo log depicting representative activities completed, and copies of field notes.
Subtask 4 – Monitoring Well Sampling and Surveying
This subtask includes the estimated labor and subcontractor costs for Geosyntec to collect Site-wide depth to water measurements, collect groundwater monitoring well samples, and survey the newly installed monitoring wells. Geosyntec will mobilize two staff members from our Tampa Bay offices to Former FSFC. We estimate that the sampling and survey summarized in this SOW will take approximately 3 days to complete with two field staff. The anticipated timeframe to complete the work was based on Geosyntec’s experience completing PFAS investigations and the time necessary to follow PFAS SOPs to avoid cross contamination of samples.
Geosyntec will collect groundwater samples from a total of 25 wells including nine existing monitoring wells [DEPMW-1 through DEPMW-8 and VISAMW (M-200)], 15 newly installed monitoring wells (DEPMW-9 through DEPMW-23), and one irrigation well [Irrigation Well (105- 140’)] and QA/QC samples in accordance with SOPs for PFAS sampling. Based on previous groundwater level measurements, Geosyntec assumes a portable, stainless-steel, electric submersible pump (i.e., Grundfos Redi-Flo2) equipped with high-density polyethylene tubing will be utilized to purge and sample groundwater from the monitoring wells. Prior to monitoring well sampling, Geosyntec will collect Site-wide depth-to-water measurements from the 24 monitoring wells. The sampling locations, depth intervals, matrices, analytes and laboratory methods, rationale, and screening criteria are summarized in the Work Plan (Attachment B). Geosyntec estimates using 10 drums for purge and decontamination water from groundwater sampling activities.
Geosyntec will subcontract with Kugelmann Land Surveying, Inc. (Kugelmann) to survey the horizontal locations and top-of-casing elevations for the newly installed monitoring wells. The horizontal datum will be North American Datum 1983 Florida East Zone State Plane Coordinates (latitude/longitude), U.S. survey feet, and the vertical datum will be North American Vertical Datum 88, U.S. survey feet. Kugelmann estimates that the work will take one day to complete.
Geosyntec will coordinate with Kugelmann to complete the work concurrently with the monitoring well sampling. The survey quote is included in Attachment E.
Laboratory Analysis
Geosyntec understands that the FDEP Laboratory will analyze up to 24 monitoring well and 1 irrigation well samples and the FDEP will ship the sampling kits to Geosyntec. Based on the Site location and duration of the work, Geosyntec anticipates shipping the samples to the FDEP Laboratory, unless other arrangements are made with FDEP. Geosyntec understands that the FDEP will provide return shipping labels for the sample kit coolers.
Geosyntec recommends following the QA/QC sampling protocol described in the SOPs for PFAS sampling and will collect duplicate water samples at an approximate ratio of 1:10 (2 duplicate monitoring well samples and 1 duplicate irrigation well sample). Geosyntec anticipates collecting equipment blanks with a minimum of at least one rinsate for each media sampled (3 equipment blanks for monitoring well sampling) and field blanks at a rate of at least one field blank for each type of water-sampling activity (assume 1 field blank for monitoring well sampling and 1 extra field blank if unforeseen conditions arise).Geosyntec understands that the FDEP will provide PFAS-free water for the equipment blanks and field blanks and will deliver the PFAS-free water with the sampling kits.
Subtask 5 – Investigation Derived Waste
Decontamination activities will take place in accordance with the SOPs for PFAS sampling at a designated staging and laydown area. The soil and liquid IDW will be containerized in 55-gallon drums and staged on-Site at a location designated by Geosyntec. It is assumed 99 drums of IDW (20 soil and 78 aqueous from drilling and 1 aqueous from soil sampling decontamination) will be generated in Subtask 3 and 10 aqueous drums of IDW will be generated in Subtask 4. The transportation and disposal costs for the drums are included under Subtask 5. We have assumed the analytical results from the proposed sampling event and those from previous waste characterization activities will be sufficient for waste characterization.
The FDEP requested that that IDW be sent to a landfill for disposal. Based on previously collected bids, Geosyntec recommends subcontracting Erwin Remediation, Inc. (Erwin) for IDW transportation and disposal. The IDW quote from Erwin is included in Attachment F.
Due to the number of drums anticipated during sonic well installation activities, Geosyntec assumes that weekly pickups during drilling activities will be required. Time has been included to coordinate 5 pickups during the well installation event, as well as one final pickup following the monitoring well installation activities. Geosyntec has included the costs to mobilize to Former FSFC, provide oversight of the final IDW pickup, and sign waste manifests as an agent of FDEP.
Trip Report
Within 3 to 5 business days of completing field work, Geosyntec will prepare a Trip Report briefly summarizing the activities. The Trip Report will include a summary of work completed, a photo log depicting representative activities, and copies of field notes.
Subtask 6 – Supplemental Site Assessment Report
Upon receipt of the laboratory results, Geosyntec will prepare a Supplemental Site Assessment Report that includes a comprehensive summary of the sampling activities and tables and figures summarizing the soil, sediment, surface water, irrigation, and groundwater sampling results to date in comparison to FDEP’s provisional Cleanup Target Levels. Figures will include:
• An updated well survey;
• Updated depth-interval specific soil results figures;
• An updated comprehensive soil results figure;
• Updated a Site-wide lithologic cross sections (with and without groundwater isocontours);
• Groundwater elevation contour figure(s) for three depth intervals;
• Updated groundwater results (comprehensive and maximum concentrations) figures that will include both the monitoring and irrigation well data; and
• New groundwater results figures for three depth intervals.
Up to 30 figures are estimated for this report, including 4 new figures not previously generated.
Due to the number of sampling locations proposed during this assessment, depth intervals, and the scale of the sampling efforts compared to previous events, additional time has been included to resize previous figures to fit the new data.

RE: Utility Locating Services – FFSFC, Ocala, Florida
Ms. Cain, GeoTek Services is pleased to respond to your request for Utility Locating services at the FFSFC site located in Ocala, Florida. We will scan a 20’ x 20’ area around the twelve proposed bore locations with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings, or vehicles. We will scan as close as reasonably possible to fixed objects such as brush, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
