Subject: Confirmatory Groundwater Sampling/Site Rehabilitation Completion Report Proposal Former Metro Dry Cleaners
ERIC_4020
3054 West New Haven Avenue Melbourne, Brevard County, Florida
Dear Mr. McMurray:
CDM Smith Inc. (CDM Smith) is pleased to respond to the Florida Department of Environmental Protection (FDEP) Task Assignment Request to provide supplemental site assessment (SSA) services for the Former Metro Dry Cleaners site under Contract Number HW681. The scope of work, the project schedule is described below, and the cost estimate form is also attached in Table 1.
CDM Smith submitted a Site Assessment Report (SAR) to the FDEP on May 19, 2023 and FDEP provided comments the same day. The SAR indicated no impacts to soil or groundwater and recommended closure in accordance with Chapter 62-780.680 (1) No Further Action Without Institutional and Engineering Controls Risk Management Level Option (RMLO) Level I. The groundwater monitor well laboratory report indicated greater than 6 millimeters (mm) of headspace in the volatile organic compound (VOC) vials at MW-1D, MW-6, and MW-7 and anti-forming agent were used at MW-8 and MW-9. FDEP, in their May 25, 2023 email correspondence, requested additional sampling at these locations to confirm that VOCs are not present in the original samples.
Scope of Work CDM Smith understands that the FDEP would like to complete the proposed tasks within approximately four months. The subtasks are described below.
Mr. Kyle McMurry
Subtask 1 – Project Management Project management activities performed under this task consist of administrative functions required to maintain the project schedule, adhere to budget, and deliver the quality of the work products defined by CDM Smith's quality standards. CDM Smith will prepare and submit invoices upon approval of each deliverable or milestone completion.
Project Kickoff and Progress Meetings CDM Smith expects to have a kickoff meeting or telephone conference with the FDEP to review the status of the project and address FDEP comments regarding the Task Assignment. CDM Smith will prepare meeting agendas and notes as part of this task.
Project Quality Technical Review CDM Smith's Quality Management System guidelines will be followed. Internal quality reviews will be conducted on plans and on investigation findings and reports.
Project Status Reports CDM Smith's Project Manager will prepare and submit monthly status reports to accompany each invoice throughout the duration of this project. The Project Manager will also discuss the status of the project with the FDEP on a bi-weekly basis until the project is complete.
Subtask 2 – Confirmatory Groundwater Sampling The fieldwork will consist of the following components. The monitor well locations are shown on Figure 1.
As documented in the SAR, the groundwater monitor well laboratory report indicated greater than 6 mm of headspace in the VOC vials at MW-1D, MW-6, and MW-7 and anti-forming agents were used at MW-8 and MW-9. CDM Smith will resample these wells to confirm that VOCs are not present. The monitoring wells will be sampled in accordance with FDEP SOP FS 2200. A peristaltic pump and new high-density polyethylene tubing will be used to purge the wells and collect the groundwater samples. During purging, field measurements of pH, specific conductance, temperature, dissolved oxygen, and turbidity will be recorded in accordance with FDEP SOPs FT 1100, FT 1200, FT 1400, FT 1500, FT 1600, respectively. In addition, oxidation reduction potential measurement will be recorded during well purging and the water will be observed for evidence of sheen and odors. Grab groundwater samples will be collected after purge parameters stabilized.
Copies of equipment calibration forms and field sample logs will be maintained.
The groundwater samples will be placed into laboratory supplied containers, preserved as necessary, and transported under proper chain of custody procedures to a NELAC-approved laboratory for analysis. The groundwater samples will be analyzed by United States Environmental Protection Agency Method 8260 for full VOCs. During this effort, preserved and unpreserved VOC samples will be collected in case sample headspace issues occur. The laboratory will be consulted on which set of samples to analysis. This proposal assumes that unpreserved samples will be analyzed on an expedited schedule.
Investigative-Derived Waste
Investigation -derived waste (IDW) consisting of groundwater will be placed in a 55-gallon, Florida Department of Transportation approved drum for disposal pending laboratory analysis. The drum will be temporary staged behind the former dry cleaning building. The drum will be disposed off-site at an appropriate waste facility by the selected subcontractor.
Deliverables: Laboratory analytical results, field documentation , IDW manifests, data tables, and paid invoices to subcontractors
Subtask 3 – Revised SAR/SRCR The existing SAR will be revised and prepared pursuant 62-780.600, F.A.C. The report will include additional professional certification, tabulations of current field measured parameters, groundwater analytical results, , field notes, applicable figures, and groundwater sampling logs, and conclusions/recommendations. The additional May 25, 2023 comments from the FDEP will be addressed.
Deliverable: Revised SAR/SRCR
Subcontractors Subcontracted services are required for IDW disposal. The bidding, results, and subcontractor selections are described below, and Attachment A includes a summary of the subcontractor cost comparisons.
IDW Disposal Rates for IDW removal and disposal were previously requested for HW681 from Erwin Remediation, EnviroServe (formerly Clark Environmental), and ERS Corp. Erwin Remediation and EnviroServe tied for the lowest cost and one will be selected as the IDW disposal subcontractor for this project as shown in Attachment A. One drum of groundwater is estimated in this proposal to complete the groundwater sampling in Task 2.
Assumptions CDM Smith will communicate with the FDEP in a timely manner if schedule delays are encountered and will prepare the necessary paperwork for change orders.
Schedule CDM Smith’s proposed project schedule is shown below, with targeted completion of the SSA process within four months. The final dates on the schedule depend on Notice to Proceed assumed to be 10 days. The deliverables and due dates are summarized in Table 2.

All drum lids should be properly secured, and drums should be placed on level ground (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.
The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys.
Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.
Respectfully, Robert Donado Erwin Remediation, Inc.

Subject: Drum Quote Request for CDM Smith
Greetings Steve, nice to be writing you from a new place of business. I have joined the CDM Smith team and working with the dry cleaning program. We are trying to get a current quote for 2023. Kara Fincham sent you the message below back in January. I thought I would try to send the same message to your new email. See below and respond with a quote if you would like us to use you.
We are renewing the rates for IDW for 2023—I will need a general cost proposal for the pickup and disposal of all investigation derived waste associated with our FDEP projects for one year. The rates should include non-hazardous waste, liquid and solid, generally in 55-gallon drums. The majority of the IDW will most likely be contained in 55-gallon drums and consist of soil and groundwater from environmental site investigations, but we are going to start doing more
PFAS work this year, so if there is a separate cost associated with PFAS IDW (soil/Groundwater), please include it in your proposal.
The sites are located throughout the state, including Pensacola, Jacksonville, North Florida, South Florida, Tampa, and
Orlando. The lowest bidder will win the work for the remainder of 2023.
If you are interested, please submit a proposal by Thursday, March 9, 2023.
If you are not interested in bidding, please reply to let us know.
Very Respectfully, Kathy R. Leggoe, PG, PMP
