Mr. Benjamin Aoki Environmental Specialist II Florida Department of Environmental Protection Waste Site Cleanup Section 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400

Subject: Operation and Maintenance and Groundwater Monitoring Proposal Nelson’s Cleaners 1203 West Highway 50, Clermont, Lake County, FL

ERIC_4822

Dear Mr. Aoki:

CDM Smith Inc. (CDM Smith) is pleased to respond to the Florida Department of Environmental Protection (FDEP) Task Assignment Request to provide Operation and Maintenance (O&M) and groundwater monitoring services for the Nelson’s Cleaners site under Contract Number HW681. Our project understanding, scope of work, and project schedule are described below, while the cost estimate is also attached.

Project Understanding CDM Smith understands that FDEP requires one year of SVE system O&M, SVE system monitoring and optimization, groundwater monitoring, and semi-annual remediation status reports. Semi-annual remediation status reports were required by HSW Consulting, LLC (HSW) and described in the Interim Source Removal Plan (ISRP, HSW 2022) The project duration will be approximately 12 months. CDM Smith understands that the Site is an actively operating facility, and the site work must accommodate the Site operations.

O&M services are required for a soil vapor extraction (SVE) system that consists of five vapor extraction wells (VEWs), SVE blower, air injection blower, moisture separator, and a granulated activated carbon (GAC) vapor treatment drum. SVE operations began on August 6, 2024.

SVE system influent air samples will be sampled on a quarterly basis and submitted for laboratory analysis by United States Environmental Protection Agency (USEPA) Method TO-15 for volatile organic halocarbons. Soil vapor samples are collected from the five VEWS (VE01 - VE05) on an annual basis and submitted for laboratory analysis by EPA Method TO-15. Operation and Maintenance (O&M) site visits are being completed monthly, and O&M reports are submitted quarterly.

Groundwater monitoring will be conducted on a semiannual basis.

Scope of Work CDM Smith’s proposed scope of work is described below. To complete this project, support services will be required from subcontractors. The laboratory and disposal services will be provided by companies

Mr. Benjamin Aoki with approved rates previously negotiated for use on the Waste Cleanup Program Contract HW681. The companies selected by CDM Smith for the Nelson’s Cleaners project are identified in the associated task descriptions.

This cost proposal covers SVE system O&M and groundwater monitoring for one year, beginning in December 2024 and ending in November 2025.

Subtask 1 – Project Management Project management activities performed under this task consist of administrative functions required to maintain the project schedule, adhere to budget, and deliver the quality of the work products defined by CDM Smith's quality standards. We will prepare and submit invoices upon approval of each deliverable or milestone completion.

Project Kickoff and Progress Meetings CDM Smith expects to have a kickoff meeting or telephone conference with the FDEP to review the status of the project and address FDEP comments regarding the Task Assignment. CDM Smith will prepare meeting agendas and notes as part of this task.

Project Quality Technical Review CDM Smith’s Quality Management System guidelines will be followed. Internal quality reviews will be conducted on plans and on investigation findings and reports.

Project Status Reports CDM Smith’s Project Manager will prepare and submit monthly status reports to accompany each invoice throughout the duration of this project. The Project Manager will also discuss the status of the project with the FDEP on a bi-weekly basis until the project is complete.

Subtask 2 – Annual Groundwater Monitoring The groundwater monitoring requirements for the site were identified in the 2022 ISRP. CDM Smith will complete the annual groundwater sampling event in January 2025. In accordance with the ISRP, a total of fifteen groundwater samples will be collected from monitoring wells MW01, MW02, MW04, MW05, MW06, MW07, MW08, MW10, MW011, MW012, MW013, MW014, MW015, MW016 and MW017. The groundwater samples will be submitted to Eurofins Environment Testing, Inc. (Eurofins) for laboratory analysis by USEPA Method 8260 for volatile organic halocarbons (VOHs).

CDM Smith will collect water levels from fifteen sampled monitoring wells during the sampling event.

Purging and sampling will be in accordance with FDEP’s Standard Operating Procedures for Groundwater Sampling, FS 2200, and will be collected using low-flow techniques with a peristaltic pump and dedicated polyethylene tubing. A YSI-556 multi-parameter probe and a turbidimeter will be used to collect well purge parameters including dissolved oxygen, pH, conductivity, oxidation reduction potential, temperature, turbidity. The instrumentation will be properly calibrated and recorded. All purge water will be contained in a drum for characterization and disposal as nonhazardous investigation-derived waste (IDW). CDM Smith assumes that one IDW drum will require disposal under

Subtask 4. The annual groundwater sampling results will be presented in the Semiannual Remedial Action Status Report (RASR).

Deliverables: Laboratory Reports, field notes, and updated tables for the groundwater sampling event.

Subtasks 3, 4, 6 and 7 – Quarterly SVE System Operation and Maintenance O&M Site visits will be completed monthly, and the following work will be completed during each visit.

System operation and alarm status and blower run time.

Moisture separator liquid volume.

System vacuums and velocity/flow rate at blower, before / after GAC (if applicable), and after moisture separator.

Blower oil changes (when applicable) based on manufacture recommendations.

SVE well vacuum/pressure and flow rate.

Total organic vapors measured with a photoionization detector from operating SVE wells, system influent, and system effluent.

Water levels and vacuum/pressure readings from monitoring wells MW01, MW04, MW05, and

MW015,

Adjust vacuums and injection pressures on the SVE wells to optimize the SVE system performance.

The information will be consistently recorded in the field on pre-prepared forms.

SVE system influent samples will be collected quarterly for laboratory analysis by Method TO-15. Air samples will be collected from the combined influent and all five VE wells on an annual basis, or during the Subtask 7 (Quarter 4) O&M activities.

Following the completion of Subtasks 3 and 4 O&M activities, CDM Smith will prepare a Semiannual RASR and an Annual RASR will be prepared following the completion of Subtask 5 and 6 activities. The reports will summarize the history of the Site, all fieldwork completed by CDM Smith, field and laboratory data, conclusions, and recommendations. Additional elements of the reports will include the following:

Figures depicting site conditions.

Figures depicting groundwater data and estimated extent of impact.

Groundwater elevation contour map.

Tables summarizing field and analytical data.

Groundwater sampling logs and field equipment calibration records.

Laboratory analytical reports and chain of custody documentation.

Waste disposal manifests and weigh tickets.

Deliverables: Semiannual and Annual Remedial Action Status Reports

Subtask 5 – Semiannual Groundwater Monitoring The groundwater monitoring requirements for the site were identified in the 2022 ISRP. CDM Smith will complete the semiannual groundwater sampling event in July 2025. In accordance with the ISRP, a total of six groundwater samples will be collected from monitoring wells MW01, MW02, MW05, MW06, MW012, and MW015.

A YSI-556 multi-parameter probe and a turbidimeter will be used to collect water quality indicator parameters including dissolved oxygen, pH, conductivity, oxidation reduction potential, temperature, turbidity. The instrumentation will be properly calibrated and recorded. All purge water will be contained in a drum for characterization and disposal as nonhazardous investigation-derived waste (IDW). CDM Smith assumes that one IDW drum will require disposal under Subtask 7. The semiannual groundwater sampling results will be presented in the Annual Remedial Action Status Report (RASR).

Deliverables: Laboratory Reports, field notes, and updated tables for the groundwater sampling event.

Subtasks 8, 9, 10, and 11 – Utilities CDM Smith will provide utilities for the SVE system and assume $700 per month including administrative costs.

Deliverable: Utilities Handling Fee, receipt of 3 months of utility invoices for each Subtask (Cost Plus Fixed Fee)

Subcontractors Subcontracted services are required for IDW disposal. Rates for IDW removal and disposal were previously requested for HW681 from Erwin Remediation, Enviroserve (formerly Clark Environmental), and Hepaco. Erwin Remediation was the lowest cost and has been selected as the IDW disposal subcontractor for this project as shown in Attachment A

Assumptions CDM Smith will communicate with the FDEP in a timely manner if schedule delays are encountered and will prepare necessary paperwork for change orders.
