Supplemental Soil Sampling, Groundwater Sampling, and Revised ISRP

CDM Smith Inc. (CDM) will conduct supplemental soil sampling, groundwater sampling, and prepare a revised ISRP. Specific subtasks are detailed below:

Subtask 1: Project Management Project Management is calculated at 13% of the direct labor.

Subtask 2: Supplemental Soil Assessment Based on the previously collected soil data, additional data should be collected for VOHs, TRPH, PAHs. supplemental soil sampling plan includes a total of twenty-eight locations. All soil samples collected for VOH analyses will include analysis for the total concentrations and an aliquot will be collected using En Core® Samplers that will be extracted using SPLP and analyzed for VOHs if the total VOH concentration is below the residential direct-exposure SCTL and above the default leachability SCTL. Up to 80 samples will be submitted for TRPH analysis, with up to 16 being submitted for analysis by the TPHWG Fractionation Method for TRPH speciation. The soil samples will be collected using hand bucket auger methodologies. Concrete coring will be required at one boring location. After sample collection and recording the boring log, the borehole will be backfilled with the soil cuttings consistent with the previous investigations. As a result, no investigation-derived wastes will be generated. CDM Smith will prepare a standalone Supplemental Soil Assessment Report in letter format to document the assessment methodology and results. This report will also provide conclusions and recommendations for the soil delineation status.

Remediation Practice Experts at CDM Smith will review the SSAR and initial ISRP and provide review comments/recommendations in a technical memorandum to the project team including

FDEP.

Subtask 3: Groundwater Monitoring CDM Smith will submit a Groundwater Monitoring Report. The Report will present tables, figures, laboratory results, findings, and recommendations. 61 shallow, intermediate, deep, and vertical monitoring wells will be sampled. The monitoring wells will be sampled in accordance with FDEP SOP (FS 2200) for low-flow sampling using a peristaltic pump. A YSI-556 multi-parameter probe and a turbidimeter will be used to collect field parameter data. Geochemical data will be collected using properly calibrated probes and recorded. The groundwater samples will be collected in laboratory supplied containers, placed on ice, and delivered to the laboratory for analysis by United States Environmental Protection Agency Method 8260 for VOHs. Under this Task, there will be two separate data sets, one for field GW data and one for analytical data by Ryan and Mueller, respectively. The data will require summarization for initial discussion with DEP to ensure the ISRP is free of data gaps for DEP final review. The results of the groundwater sampling will be presented in the ISRP as well, with updated figures and analysis of data with conclusions and recommendations.

Investigation derived waste (IDW) disposal is anticipated and has been accounted for under this subtask. Erwin Remediation for IDW disposal was chosen on a lowest-cost basis.

Subtask 4: ISRP CDM Smith will prepare a revised ISRP for the site that is consistent with the content of the March 2022 ISRP but will be updated to include a revised excavation plan and more detailed plans for protecting the building, soil handling, and disposal characterization. The excavation plan will incorporate the data from the supplemental soil assessment and identify the excavation cutlines.

The cutlines will be developed by extending the excavation limits laterally and vertically to sample points that were below the SCTLs.

CDM and the FDEP confirmed on April 3, 2023, that an Access Agreement with the current real property owner of the site has been executed.

WSCS Technical Staff has approved the scope of work.

This work will be conducted in line with the scope of work included with CDM’s proposal, received March 15, 2023. Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and proposal letter. The final deliverable due date is September 30, 2023. And the completion date for the task assignment is November 30, 2023.

The final cost total for Task Assignment DC006B is $128,734.39.

Supplemental Soil Assessment, Groundwater Sampling. and Revised

Interim Source Removal Plan (ISRP) Proposal

ERIC_4671

214 1st Ave SW

Jasper, Hamilton County, Florida

Dear Mr. McMurray:

CDM Smith is pleased to respond to the Florida Department of Environmental Protection (FDEP)

Task Assignment Request for supplemental soil sampling, groundwater sampling, and preparing a revised ISRP for the Jasper Laundry & Dry Cleaners Site under Contract Number HW681. Our project understanding, the scope of work, and project schedule are described below, and the cost estimate is attached.

Project Understanding

The dry-cleaning facility is no longer operating. An ISRP for the exterior areas of the site was submitted in March 2022 and after review, FDEP concluded that the excavation project would benefit from additional soil assessment being completed prior to the excavation field work. This proposal includes the results of CDM Smith’s soil delineation that was used to develop a supplemental soil sampling plan (see attached).

In addition, it is apparent that the structural integrity of the dry-cleaning facility needs to be assessed to develop details on the exterior excavation plan so that the structure remains intact. This task assignment request includes subtasks for project management, a supplemental soil assessment

(soil delineation, a building foundation inspection, and reporting), and development of a revised

ISRP.

Scope of Work

Subtask 1 – Project Management

Project management activities performed under this task consist of administrative functions required to maintain the project schedule, adhere to budget, and deliver the quality of the work

Mr. Kyle McMurray

March 15, 2023 products defined by CDM Smith's quality standards. CDM Smith will prepare and submit invoices upon approval of each deliverable or milestone completion.

Project Kickoff and Progress Meetings

CDM Smith expects to have a kickoff meeting or telephone conference with FDEP to review the status of the project and address FDEP comments regarding the Task Assignment. CDM Smith will prepare meeting agendas and notes as part of this task.

Project Quality Technical Review

CDM Smith's Quality Management System guidelines will be followed. Internal quality reviews will be conducted on plans and on investigation findings and reports.

Project Status Reports

CDM Smith's Project Manager will prepare and submit monthly status reports to accompany each invoice throughout the duration of this project. The Project Manager will also discuss the status of the project with FDEP on a bi-weekly basis, until the project is complete.

Subtask 2 – Supplemental Soil Assessment

Existing Soil Data

Based on the previously collected soil data, CDM Smith has concluded that additional data should be collected for volatile organic halocarbons (VOHs), Total Recoverable Petroleum Hydrocarbons

(TRPH), and carcinogenic polycyclic aromatic hydrocarbons (PAHs).

The VOH, TRPH, PAH, and PFAS data gaps have been submitted to FDEP in prior plan iterations and used to finalize this assessment plan.

The March 2022 ISRP reported that the average depth to groundwater in the soil investigation area is approximately 4.5 feet (ft) below land surface (bls) and the deepest excavations were proposed to a 6-ft depth. CDM Smith calculated the average groundwater elevation from the monitoring wells to be approximately 145.5 ft, consistent with the HSW data. The average land surface elevation from the HSW soil boring survey was approximately 148.75 ft. The groundwater surface and land surface elevations produce an average groundwater depth of approximately 3.25 ft bls.

The VOH SCTL exceedances were driven by tetrachloroethene (PCE) and primarily by exceedances of the leachability SCTL. The figures differentiate between leachability SCTL exceedances that are based on the default leachability SCTL and the exceedance based on the Synthetic Precipitate

Leaching Procedure (SPLP). A high percentage of the original samples that exceeded the default leachability SCTL did not exceed the SPLP-based SCTL. Eleven soil samples from the original data exceeded the TRPH SCTLs. Samples from the exceedance locations were also analyzed by the TPH

Criteria Working Group (TPHWG) Fractionation method and only two samples exceeded the SCTLs.

These samples were located near the southeast corner of the building. The PAH exceedances were primarily for the direct-exposure SCTLs and driven by benzo(a)pyrene (BaP) and BaP Toxicity

Equivalents (TEQs). The PAH exceedance locations included the southeast corner of the building and adjacent to the shed located southeast of the building.

Soil Sampling Plan

From July 2022 to March 2023, CDM Smith has been in correspondence with FDEP and revised the soil sampling plan and data summaries under 8 revisions, including a deep-dive into historical data and the geospatial arrangement of plans/data sets collected by others. CDM Smith’s supplemental soil sampling plan includes a total of twenty-eight locations (Figure 5). The sample collection depths and analyses are shown in Table 1. The proposed boring locations will be staked by survey prior to sample collection. The costs in this proposal include providing the En Core® Samplers but do not include SPLP extraction and extract analysis. CDM Smith will request authorization for the SPLP extraction and analysis when the need is identified. Up to 80 samples will be submitted for TRPH analysis, with up to 20 percent (16) being submitted for analysis by the TPHWG Fractionation Method for TRPH speciation.

The soil samples will be collected using hand bucket auger methodologies. Concrete coring will be required at one boring location. After sample collection and recording the boring log, the borehole will be backfilled with the soil cuttings consistent with the previous investigations. As a result, no investigation-derived wastes will be generated.

Building Foundation Inspection

The drilling subcontractor will also be used to support the building foundation inspections. The foundation in the southeast corner of the building will be exposed using mechanical and/or manual excavation methods to allow CDM Smith to describe the foundation, measure the thickness, and total depth. This information will be used to support development of a plan for allowing the building exterior excavation to proceed without causing damage to the structure.

Supplemental Soil Assessment Report

CDM Smith will prepare a standalone Supplemental Soil Assessment Report in letter format to document the assessment methodology and results. This report will also provide conclusions and recommendations for the soil delineation status and the findings of the building foundation inspection. All recommendations for excavation will be made in the ISRP.

Per the request of FDEP, Tamzen Macbeth, Remediation Practice Leader for CDM Smith, will review the SSAR and initial ISRP and provide review comments/recommendations in a technical memorandum to the project team including FDEP. Her review will focus on elements relating to

PFAS remediation, groundwater fate/transport and implications on life cycle remediation costs.

Subtask 3 – Groundwater Sampling

Existing Groundwater Data

Laboratory analytical results from the monitoring wells sampled in June 2019 indicated detections of chlorinated hydrocarbons in groundwater samples associated with the historical drycleaning activities on the Site. PCE concentrations were detected above Chapter 62-777, Florida

Administrative Code (FAC) Natural Attenuation Default Concentration (NADC) criteria (300 milligrams per liter [μg/L]) within 14 monitoring wells across the site, with a maximum concentration of 33,000 μg/L (MW-6S). Trichloroethene (TCE) concentrations were also reported above NADC criteria within five monitor wells, with a maximum concentration of 20,800 μg/L

(MW-6S). The compound cis-dichloroethene (cDCE) was detected at concentrations exceeding

NADC criteria within four monitoring wells, with MW-6S exhibiting the highest concentration of

82,400 μg/L.

Groundwater samples collected in July 2019 from monitor wells MW-1S, MW-4S, MW-5S, MW-6S, MW-7S, MW-10S, and MW-14I were also analyzed by total recoverable petroleum hydrocarbons

(TRPH) and polynuclear aromatic hydrocarbons (PAH). TRPH was detected at concentrations below the applicable Groundwater Cleanup Target Level (GCTL) criteria (5,000 milligrams per liter

[mg/L]). PAH compounds at concentrations above the laboratory method detection limit (MDL) and below the applicable GCTL criteria were reported only within monitoring well MW-6S.

Supplemental groundwater samples were collected in January 2020 from 12 monitoring wells. A maximum PCE concentration of 22,500 μg/L was reported within MW-6S, while seven wells exhibited PCE concentrations above NADC criteria. TCE was reported above NADC criteria in four monitoring wells, while cDCE also exceeded the NADC criteria in four monitoring wells. PCE concentrations greater than GCTL criteria, but below NADC criteria, were observed within monitoring wells MW-2S and MW-5S, while TCE concentrations greater than the GCTL, but below the NADC, were observed within monitor wells MW-5S, MW-14I, and MW-14D. Trans-DCE (tDCE) concentrations between GCTL and NADC criteria were reported within monitoring wells MW-1S and MW-10S.

A second sitewide groundwater sampling event was conducted in November 2020. PCE concentrations were detected above NADC criteria within monitoring wells MW-4S (671 μg/L), MW-6S (40,100 μg/L), MW-8S (374 μg/L), MW-10S (429 μg/L), MW-14I (17,900 μg/L), MW-18I

(14,300 μg/L), MW-24I (363 μg/L), MW-24D (684 μg/L), MW032 (427 μg/L), MW039 (434 μg/L), and MW042 (482 μg/L). TCE concentrations above NADC criteria were reported within monitoring wells MW-6S (24,400 μg/L), MW-8S (318 μg/L), and MW-10S (616 μg/L). In addition, cDCE exceeded NADC criteria within monitor welling MW-6S (82,400 μg/L).

An additional groundwater sampling event was conducted on August 31 and September 1, 2021.

PCE was reported above the applicable NADC within monitoring wells MW-6S (19,000 μg/L), MW-

6I (7,900 μg/L), MW-14D (13,000 μg/L), and MW-39 (370 μg/L). TCE concentrations exceeded

NADC criteria within monitoring well MW-6S (17,000 μg/L). In addition, cDCE was reported at monitoring well MW-6S at a concentration of 64,000 μg/L.

Based on the reported historical VOH concentrations observed at the site, as well as the length of time passed since the last groundwater sampling event, CDM Smith recommends that a comprehensive groundwater sampling event be performed to update groundwater conditions at the site.

Groundwater Sampling Plan

Contractor will mobilize to the site to sample the following monitoring wells:

• Shallow monitoring wells MW-1S, MW-2S, MW-3S, MW-4S, MW-5S, MW-6S, MW-7S, MW-8S, MW-9S, MW-10S, MW-11S, MW-12S, MW-15S, MW-16S, MW-17S, MW-18S, MW-19S, MW-

20S, MW-21S, MW-22S, MW-23S, MW-24, MW-27, and MW-38.

• Intermediate monitoring wells MW-3I, MW-6I, MW-8I, MW-13I, MW-14I, MW-15I, MW-16I, MW-17I, MW-18I, MW-19I, MW-20I, MW22I, MW-23I, MW-24I, MW-26, MW-32, MW-35, MW-46, and MW-48.

• Deep monitoring wells MW-13D, MW-14D, MW-15D, MW-16D, MW-18D, MW-19D, MW-

21D, MW-23D, MW-25, MW-34, MW-42, MW-44, MW-45, and MW-47.

• Vertical extent monitoring wells MW-39, MW-40, MW-41, and MW-43.

A Groundwater Sampling Summary is shown in Table 2. The above monitoring wells will be sampled in accordance with Florida Department of Environmental Protection (FDEP) Standard

Operating Procedures (FS 2200) for low-flow sampling using a peristaltic pump. A YSI-556 multi-parameter probe and a turbidimeter will be used to collect field parameter data. Geochemical data will be collected (dissolved oxygen, pH, conductivity, oxidation reduction potential, temperature, turbidity) using properly calibrated probes, and recorded.

The groundwater samples will be collected in laboratory supplied containers, placed on ice, and delivered to the laboratory for analysis by United States Environmental Protection Agency Method

8260 for VOHs. All purge water will be containerized and disposed into drums. One disposal event is planned for all purge water collected under this proposal. The disposal services will be provided by Erwin Environmental, and one drum of nonhazardous water for this event is assumed.

Updated Tables, Field Notes, and Laboratory Analytical Report

The Contractor will prepare a data summary including updated tables, field notes, and a copy of the laboratory analytical report. The results of the groundwater sampling activities will be summarized in the ISRP in Subtask 4. The ISRP will include updated groundwater figures and data tables, field notes, a copy of the laboratory analytical report and chain of custody, a summary of sampling methodologies, quality assurance/quality control evaluation of data, groundwater sampling logs and field equipment calibration records, conclusions, and recommendations for a path forward.

Subtask 4 – Revised ISRP

CDM Smith will prepare a revised ISRP for the site that is consistent with the content of the March

2022 ISRP but will be updated to include a revised excavation plan and more detailed plans for protecting the building, soil handling, and disposal characterization. The excavation plan will incorporate the data from the supplemental soil assessment and identify the excavation cutlines.

The cutlines will be developed by extending the excavation limits laterally and vertically to sample points that were below the SCTLs. CDM Smith anticipates that the exterior excavation plan will include a setback for excavations that exceed the depth of the foundation. CDM Smith will also include a cost estimate to implement the revised ISRP.

Deliverable: Revised ISRP

Subcontractors

Subcontracted services will be required for drilling, exposing the building foundation, and surveying. Requests for quotations were sent out to five pre-qualified drilling companies for drilling services and three responsive bids were received (Attachment A). The lowest cost bid was $6,275 from Preferred Drilling Solutions, Inc. (PDS). PDS is the recommended drilling subcontractor for this work. Subject: Drum Quote Request for CDM Smith

Greetings Steve, nice to be writing you from a new place of business. I have joined the CDM Smith team and working with the dry cleaning program. We are trying to get a current quote for 2023. Kara Fincham sent you the message below back in January. I thought I would try to send the same message to your new email. See below and respond with a quote if you would like us to use you.

We are renewing the rates for IDW for 2023—I will need a general cost proposal for the pickup and disposal of all investigation derived waste associated with our FDEP projects for one year. The rates should include non-hazardous waste, liquid and solid, generally in 55-gallon drums. The majority of the IDW will most likely be contained in 55-gallon drums and consist of soil and groundwater from environmental site investigations, but we are going to start doing more

PFAS work this year, so if there is a separate cost associated with PFAS IDW (soil/Groundwater), please include it in your proposal.

The sites are located throughout the state, including Pensacola, Jacksonville, North Florida, South Florida, Tampa, and

Orlando. The lowest bidder will win the work for the remainder of 2023.

If you are interested, please submit a proposal by Thursday, March 9, 2023.

If you are not interested in bidding, please reply to let us know.

Very Respectfully, Kathy R. Leggoe, PG, PMP
