Subtask 8: Regulatory Permitting
Subtask 8A: Site Inspection and Environmental Summary
Description: The Consultant, through subconsultant Florida Environmental & Land Services Inc., shall perform a site inspection and prepare an environmental summary. FELSI will delineate the wetlands on the property based upon State and Federal guidelines. The wetland line will be marked using numbered flagging tape marked with Wetland Delineation. Wetland points or locations will be collected concurrent with the fieldwork using GPS. A map of the wetland and digital GPS points will be provided. A field assessment of conditions within the restoration areas will be conducted, as well as observations concerning use needs and current access. The Gilchrist Blue Springs area is assumed to be approximately 5-6 acres and the Naked Springs area is also assumed to be approximately 5-6 acres. This, task will also include taking in-water measurements, submerged aquatic vegetation surveys and making assessments regarding paddle boat launch areas and opportunities for new boardwalks and ADA accesses.
Deliverable: The Consultant shall deliver the Environmental Summary document in .pdf format to the Department Project Manager.
Schedule: The Environmental Summary will be submitted within 4 weeks of the start of the project.
Subtask 8B: Suwannee River Water Management District (ERP)
Description: The Consultant and subconsultant Florida Environmental & Land Services Inc. will obtain an Environmental Resource Permit (ERP). We anticipate that this project will require stormwater treatment based on the project area or as a result of modification of previous permitted activities on the site.
The Consultant will prepare the application form and will respond to requests for additional information. The project may also require stormwater permitting from the state. FELSI will prepare the ERP permit sections relating to wetland impacts and state lands use (Sections A, C, D and F). The completion of the stormwater portion (Section E) is not included but can be added to the rest of the application package for submittal.
UMAM evaluation sheets will be prepared and a mitigation plan is included if required. The cost for requesting a Cultural Resource Evaluation letter from the Division of Historical Resources (DHR) is included. It is not anticipated that a submerged lands lease will be needed for the projects, therefore, the preparation of a lease is excluded from this proposal. Should a lease be required, an amended task can be added. The application fee will be $420 per application. It is anticipated that one combined application can be submitted for all the proposed projects.
Deliverable: The Permit will be delivered in hard copy or digital format consistent with the issuance policy of the regulatory agency.
Schedule: The permits will be delivered within 12 weeks of Subtask 5, 60% Design Documents.
Subtask 8C: Federal Wetland Permitting Description: The Consultant and subconsultant Florida Environmental & Land Services Inc. will obtain a Federal Wetland Permit for the spring restoration, boardwalks and the paddle craft launch. FELSI will prepare the application for the federal permit and continue with the processing effort. UMAM evaluation sheets will be prepared and a mitigation plan is included if required.
