Dear Mr. Rowe:

For your review, DRMP, Inc. has provided a proposal summary and man-hour documentation for the additional general wildlife survey. Due to the project being delayed, the original gopher tortoise survey expired, and must be completed again for the FWC permitting and relocation.

Please review the attached Proposal Summary and Deliverables and let me know if you have any questions.

Sebastian Inlet State Park – Cove Swimming Area Restroom FDEP Agreement #CN225 – Task Assignment #15 – (Change Order No. 3)

Proposal for Professional Services

Subtask 7.2: Additional General Wildlife Survey (Added per Change Order No. 3)

Description: DRMP Biologists shall conduct an additional general wildlife survey to evaluate the potential occurrence of state and federally-protected species listed under Florida Administrative Code 39-27.003-005 and Code of Federal Regulation (50 CFR 17.12). Governmental and other databases shall be reviewed to determine whether the occurrence of state and federal listed wildlife has been documented within or immediately adjacent to the project area. The survey shall be designed such that the methodology, results, and conclusions would be acceptable to the U.S. Fish and Wildlife Service (USFWS) and the Florida Fish and Wildlife Conservation Commission (FFWCC). Should protected species be identified during the general wildlife survey, their location will be recorded with a Trimble GPS unit. Any unexpected findings with potential to substantially impact future development of the project area shall be immediately reported to the Client with preliminary recommendation to address these concerns.

Gopher tortoises are documented within the project area. Therefore, DRMP’s staff of FFWCC Authorized Gopher Tortoise Agents will conduct a 100% gopher tortoise survey of the project area and will identify any gopher tortoises within 25 feet of the project area. All gopher tortoise burrows will be marked with flagging tape and their location recorded with a sub-meter accurate Trimble GPS unit.

Assumptions

1. DRMP shall conduct a gopher tortoise survey within and immediately adjacent to the project area. Although not anticipated, no other species-specific surveys are proposed. Should additional surveys be required, by the regulatory agencies, these services shall be negotiated under a supplemental agreement.

Deliverable:

1. DRMP shall provide a PDF Map depicting the location of all gopher tortoise burrows within and immediately adjacent to the limits of the proposed project overlaid on an aerial photograph.

2. DRMP shall generate an AutoCAD file that contains the location of all gopher tortoise burrows within and immediately adjacent to the limits of the proposed project.

Performance Measures: Deliverables shall be reviewed by the Department to confirm they are complete, accurate, and timely.

Schedule: The Consultant shall complete the services within 30 days of receiving this notice to proceed.

Mr. Richard Rowe

Summary of Fees

NOTE: Should work effort vary from proposed professional services / anticipated agency requirements, the Consultant shall submit an additional services proposal for the Department Project Manager’s consideration to modify the agreed upon task assignment (scope of services, schedule, and fees) accordingly.
