Ichetucknee Springs State Park Mid Point ADA Access - Columbia County, Florida FDEP Agreement #CN225 – Task Assignment #39

Proposal for Professional Services

Background and Purpose The purpose of this project is to provide professional engineering services needed to design the following elements at Ichetucknee Springs State Park in Columbia County, Florida:

• Need ADA access from tram drop-off to floating dock on the river

• Up to 3000 people per day usage

• 8’-10’ wide concrete path – similar to Dampier’s Landing trail

• Need emergency access – path to support vehicular traffic

• Prefer not to have ditches or stormwater depressions (like Dampier’s).

• Remove and replace boardwalk to be ADA accessible.

• Replace floating dock – design similar to existing

Subtask 1: Topographic Survey

Description: The Consultant, through their subconsultant JBrown Professional Group, shall provide a topographic survey in order to facilitate engineering the project site. The Topographic Survey shall be prepared in accordance with the State of Florida Standards of Practice, Chapter 5J-17, Florida Administrative Code, as set forth by the Board of Professional Surveyors and Mappers, pursuant to Section 472.027, Florida Statues.

This survey information will be tied to the NAD83 horizontal datum and NAVD88 Vertical Datum Using GPS techniques. Spot elevations will be on a 50’ grid.Contours will be drawn to 1’ intervals. Trees larger than 8” DBH will also be located in the updlands, and trees larger than 4” DBH in the wetlands. Only utilities accessible from above ground access points will be located. As part of this survey JBPro will specifically locate Existing boardwalk with stairs, floating dock elements, edge of water, trail, and tram drop off area in the survey area.

Deliverable: The Consultant shall provide one (1) Topographic Survey (.pdf and dwg format) to the Department Project Manager.

Performance Measures: Deliverables shall be reviewed by the Department to confirm they are complete, accurate, and timely.

FELSI will delineate the wetlands on the property based upon State and Federal guidelines.

The wetland line will be flagged using numbered flagging tape marked with ‘Wetland Delineation’. Wetland points or locations will be collected concurrent with the fieldwork using GPS. Subtask 8C: ERP Permitting

Description: The Consultant and subconsultant Florida Environmental & Land Services Inc., shall prepare the ERP application forms and supplemental information for submittal to the FDEP for state processing. We will coordinate with project managers to prepare a complete ERP application, including the submerged lands authorization, which is anticipated to be a Consent of Use. Information obtained during the completion of

Task 6A will be included in the application and design recommendations. Included in this task is preparation of mitigation or restoration plans if required. As part of this task, opportunities to eliminate or reduce wetland impacts will be identified and presented to the project managers.

The project area is within the floodway of the Itchetucknee River, and will require a zero-rise certification.

Such certification may include step-backwater calculations using the 100-year flood/one percent annual chance of flood discharge rate. The certification shall include, at a minimum, a location map showing existing and cross sections, a scaled graphical representation of channel geometry for each cross section used in the calculation, a scaled graphical representation of floodway encroachments for pre-development and post-development conditions, pre-development calculations matching existing conditions, and post-development calculations showing the rise in flood elevation.

The Consultant and FELSI will also prepare responses to requests for additional information.

Deliverable: The Consultant shall deliver the ERP and .pdf format to the Department Manager.

Schedule: The permits will be delivered with the 100% Design Documents.

Subtask 8D: Wetland Permitting

Description: The Consultant and subconsultant Florida Environmental & Land Services Inc., shall prepare and submit wetland permitting applications. Since the project is located within State assumed waters, the

Florida Department of Environmental Protection will process the application under Section 404 and not the

United States Corps of Engineers. The Suwannee River Water Management District will process the State

ERP portion of the application. Please note that due to the new State 404 processing guidelines and the amount of State 404 applications currently awaiting to processed by the FDEP, the timeframe of application issuance is unpredictable and lengthy. FELSI has experience with the process since it was instated in December of 2020. The FDEP normally requires a site visit and this is included in this proposal.

The Consultant and FELSI will also prepare responses to requests for additional information.

Deliverable: The Consultant shall deliver the ERP and .pdf format to the Department Manager.

Schedule: The permits will be delivered with the 100% Design Documents.

Subtask 8E: State Fire Marshall

Description: The Consultant wills submit plans to the State Fire Marshall for review and approval. This task includes preparation of the application, submittal and response to all comments.

Deliverable: The Permit will be delivered in hard copy or digital format consistent with the issuance policy of the regulatory agency.

Schedule: The permits will be delivered within 4 weeks of the 90% Design Document submittal.

Subtask 8E: Permit Fees

Description: The Consultant will pay all permit fees to be reimbursed directly up to a limiting amount of $2,500.00.

We estimate the following allowances:

• SRWMD ERP and Wetlands $1,000

• State Fire Marshal $1,500

Additional fees beyond this allowance will require additional fee or be paid the to the review agency directly or to the consultant via a supplemental agreement. Building permit fees will be the responsibility of the

Contractor.

Deliverable: The Consultant shall provide receipts for permit fees upon invoicing
