RE: 61485C Wekiwa Springs Water Line Repair CN210 TA41

Dear Del Cobb;

For your review, CPH LLC, has provided a proposal summary and man-hour documentation for the services tasks identified below:

The Wekiwa Springs Water Line Repair is to replace the water line that goes to the campground at Wekiwa Springs State Park. The campground is experiencing very low water pressure. Additionally, the campground is divided into several parts, but the current system is a single loop, such that any attempt to repair one part of the line requires the entire system to be shut down. The project is intended to replace the main that feeds the campground and also to have the new main branch into three or four forks that can be turned on and off independently of each other, so that if repairs are needed in the future, it will be possible to shut down the water main in segments, while the other portions of the campground remain in service.

It is also understood that, due to recent work conducted in the park that sufficient park maps and as-built drawings would be available for the project area so that new survey would not be required.

Please review the attached Proposal Summary and deliverables.

Sincerely, Joseph LoFaso, Jr., P.E.

Wekiwa Springs Water Line Repair

CN210 TA41

Subtask 1: Preliminary

Description:

1A - Geotechnical Evaluation – Geotechnical data to be collected and a report compiled regarding the existing site soil conditions for the design and permitting of the road repair work which is required for the water main replacement.

1B – Preliminary Wildlife Assessment Memorandum Report – CPH shall conduct a field review of the project limits and produce a Preliminary Wildlife Assessment Memorandum Report that will include:

o Preliminary Wildlife Assessment o Gopher Tortoise Survey (per FFWCC Gopher Tortoise Permitting Guidelines) o Preparation of location map, soil map, preliminary vegetation and land use map, species map, pedestrian transect map, wildlife observation map, and gopher tortoise survey map.

o This task also includes time for a conference call between FDEP and CPH to discuss the findings of the report, including gopher tortoise relocation preferences. CPH shall provide meeting minutes for the meeting.

1C - Arbor Assessment – Arborist shall conduct a field assessment of trees within and adjacent to the project limits. The arborist shall evaluate each tree located by Handheld Garmin GPS unit or similar device to identify the approximate location of trees according to the local tree regulations (8-inch DBH or greater), except exotic species and invasive species. Each tree will be given a unique number by metal tag secured to each tree. The arborist shall provide a table showing the following information:

o The number of each tree o The scientific and common name of each tree o The diameter at breast height (DBH) of each tree, or if a multiple trunk tree, the sum of the diameters of individual trunks o Each tree shall be assigned a condition rating based on an evaluation of health, structure and form as described in the Council of Tree and Landscape Appraisers Guide to Plant Appraisal, 10th Edition (2018)

In addition, the arborist shall provide general notes for the engineering plans advising the contractor to take the necessary precautions to avoid damage to the tree roots that would adversely impact the survivability of the tree.

Robinson_MS Text Box

Deliverable:

1A – PDF of the Signed and Sealed Geotechnical Report

1B – Preliminary Wildlife Assessment Memorandum Report, as described, and meeting minutes for the conference call.

1C – PDF of arborist table, as described, as well as GIS shape file with approximate tree locations.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
