Document Summary

This is a Task Assignment Notification Form and associated proposal from the Florida Department of Environmental Protection (FDEP) for roadway improvements at Oscar Scherer State Park. The document represents an agreement between FDEP and CPH, Inc., a consulting engineering firm based in Tampa, Florida, with AREHNA Engineering, Inc. providing specialized geotechnical services. The task assignment (Task Assignment No. 28 under FDEP Contract No. CN210) was executed on March 31, 2021, with a project completion date of June 30, 2023.

The scope of work involves comprehensive design and permitting services for paving approximately 0.35 miles of existing dirt roadway from the Lake Osprey Picnic Area to the Legacy Trail entrance at Oscar Scherer State Park. Services are divided into seven mandatory subtasks and two optional subtasks, including survey work, wetland delineation and ecological assessment, conceptual and 60%/100% design documents, permitting coordination with the Southwest Florida Water Management District (SWFWMD), and geotechnical engineering services. Optional construction administration and project certification services are also available. The total fixed-price cost for mandatory services is $41,016.64 with reimbursable costs of $100 for permitting fees, bringing the total task amount to $41,116.64. Optional construction services would increase the overall cost to $45,292.76. Payment is made upon FDEP approval of deliverables for each subtask.

RE: Oscar Scherer –Roadway Improvements

Dear Thomas;

CPH, Inc. is providing for your review, a proposal summary and man‐hour documentation for the services tasks identified below.

Roadway paving of an existing dirt roadway from the fork at Lake Osprey to Legacy Trail, approximately 0.35 miles

FDEP staff has had a pre‐application meeting with SWFWMD and determined that the project is exempt from ERP permitting. Therefore it is assumed there will not be any wetland or surface water impacts (otherwise it would not be exempt) and an ACOE (or state Section 404) permit will not be needed. If it is determined additional environmental permitting fee is needed, a change order will be required.

FDEP communicates to CPH that FDEP staff will perform necessary the gopher tortoise survey, Florida Fish and Wildlife Conservation Commission (FFWCC) permitting. If necessary, FDEP staff will perform the gopher tortoise relocation. Therefore, protected species permitting and/or relocation is not included in this scope of services. Furthermore, it is assumed that the improvements will be designed to minimize impacts to wetlands, but understood that work within wetlands or regulated wetland buffers will be unavoidable.

Per FDEP request, an optional subtask was added for Construction Administration fees at the end of the proposal for review.

Sincerely, Ariel Elvambuena, P.E.

Subtask 7: Geotechnical Engineering Services

Description: The purpose of our geotechnical study is to obtain information on the general subsurface conditions at the Oscar Scherer State Park for a proposed roadway replacement. The project consists of replacing approximately 1,850 liner feet of existing dirt roadway with a new asphalt roadway. The subsurface materials encountered will then be evaluated with respect to the available project characteristics. In this regard, engineering assessments for the following items will be formulated and documented in a single written engineering report. Our geotechnical report will include:

Existing USDA Soil Survey and USGS Topographic mapping.

Soil and groundwater conditions encountered in the borings. General location and description of deleterious materials encountered in the borings which may have an impact on the proposed project. Environmental sampling and testing are not a part of our services.

Identification of the existing ground water levels and estimated normal seasonal high ground water fluctuations.

General pavement design and site preparation recommendations.

The following services will be performed:

Locate borings in the field and request utility location services from Sunshine811.

Provide a map of the proposed boring locations for FDEP approval

Standard Penetration Test Borings:

‐ Perform three Standard Penetration test (SPT) borings extending to depths of 10 feet below the existing ground surface. The SPT borings will be performed within the existing dirt roadway.

Visually classify and stratify soil samples in the laboratory using the Unified Soil Classification

System and conduct a laboratory testing program on representative samples, as appropriate.

Deliverable: The results of the field exploration and engineering analyses will be presented in a written report signed and sealed by a professional engineer specializing in geotechnical engineering. The digitally signed and sealed report will be submitted within three weeks of the completion of the fieldwork.
