Dear Andrew;

For your review, CPH, Inc., has provided a proposal summary and man‐hour documentation for the services tasks identified below. Per FDEP direction, CPH will evaluate the existing structure for the damage caused by an automobile collision and provide plans and an anticipated cost analysis for the reconstruction. The assessment and repair plan will include evaluating and documenting historical elements that need to be salvaged or repaired to its original condition and providing documentation for the reconstruction of the damaged areas.

Architectural evaluation – Visual observation of the damage to interior walls, floors, ceilings, doors, windows, and existing architectural elements and materials that may have been caused by the automobile collision.

Structural evaluation ‐ Visual observation of structural integrity and foundation of the building that may have been damaged by the automobile collision.

Plumbing – General observation of existing fixtures and connections that may have been damaged by the automobile collision.

Electrical – Visual observation of panel boards, switches, light fixtures, outlets, and other electrical outlets that may have been damaged by the automobile collision.

Preparation of construction documents for the reconstruction of the damaged building, entrance wall and any historical elements that need repair.

De Leon Springs State Park Entrance Assessment and Construction Documents

December 10, 2021

Subtask 1: Historical Building Assessment & Repair Plan

Description: FDEP stated that an accident occurred at De Leon Springs State Park where a vehicle collided with the Gate House. FDEP is requesting CPH to assess the structural damage and develop a repair plan with preparation of construction documents. CPH will prepare a building assessment report with the inclusion of historical building documentation and entrance wall at De Leon Springs State Park.

The scope includes a site visit for architectural and structural staff to analyze existing historical conditions, take field measurements and document repairs as needed. As part of the report, a cost analysis of the work will be provided.

FDEP also stated “the building is a historic property (built in 1953) and this will need to be considered when developing a repair plan. A representative from the Volusia County Historic Preservation Board has already been out there to look at the building and has stated that a lot of the older elements, such as the wrought iron, would need to be repaired instead of being replaced. He also pointed out that any repair work will have to comply with the NPS Historic Preservation Standards and Guidelines” This effort will be taken into consideration for any future improvements.

Deliverable: Building assessment report and anticipated costs for renovation/replacement. Digital copy of the report and cost analysis for renovation of residence in pdf format.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
