Subtask 1: Pre-Design Description:

1A - Topographic Survey at 100’ cross sections to include the location of visible above ground improvements and visible above ground utilities within the project area. Project area defined as a total of 1.1± acres (see area depicted in red on the attached “Survey Site Exhibit”). Survey will be based on North American Datum 1983 (NAD83). Locate trees as marked/flagged by others.

SURVEY SITE EXHIBIT

1B - Underground Utility Designation/Location to be performed by sub-consultant.

Project area is depicted in blue on the attached “Survey Site Exhibit”.

SURVEY SITE EXHIBIT (UNDERGROUND LOCATES)

1C – Geotechnical Report shall include subsurface soil/rock conditions and provide preliminary foundation recommendations of soil engineering parameters to be used in the evaluation of the site for the proposed construction. The field work shall include:

Two (2) Standard Penetration Test (SPT) borings to depths of 6 feet below existing grade to provide data for roadway/parking construction/repairs One (1) Standard Penetration Test (SPT) borings to depths of 20 feet below existing grade to provide data for foundation evaluation for the proposed restroom building

1D – Environmental Assessment Report. Conduct research on the subject property to obtain background environmental data. Conduct a field survey and interpret aerial photographs to delineate the approximate extent and configuration of existing vegetation and land uses with the State Park project area. CPH will prepare a Preliminary Vegetation & Land Use Map for use in project permitting. Generally, the mapping will follow Level III nomenclature of the Florida Land Use Cover and Forms Classification System (FLUCFCS). Record types of vegetation and ecological attributes observed.

Perform general reconnaissance of the area for the occurrence or potential occurrence of protected species (threatened, endangered, or special concern). The approximate location of all observed protected species shall be identified on a FLUCFCS map or aerial photograph. Those species referred to as protected are listed under Florida Administrative

Code 68A and Florida Statue 581.185 and Code of Federal Regulation (50 CFR 17.11 and 17.12).CPH will review public data basis such as the Florida Fish and Wildlife Conservation Commission (FFWCC) and U.S. Fish and Wildlife Service (USFWS) web based files and distribution mappings and review the Atlas of Breeding Sites of Herons and Their Allies (FFWCC) to identify recorded listed species within the project site. CPH will also review Florida Natural Areas Inventory web based files for the recorded presence of protected species within the project vicinity.

Coordinate with the Project Manager to communicate preliminary findings. Prepare a memorandum report summarizing the vegetation and land uses, results of the public database search and site reconnaissance observations as well as provide advisement on ecological matters and regulatory issues. The advisement shall assist with determining permitting strategy.

1D – Arbor Assessment. An ISA-certified arborist shall conduct a field assessment of trees within the project area. The arborist shall flag and evaluate each tree meeting the criteria for protected trees according to the local tree regulations, except exotic species and invasive species. Each tree will be given a unique number. The arborist will provide to the surveyor, an aerial depicting the approximate locations and numbers of flagged trees. The tree survey limits will include areas within the proposed construction/project area only.

The arborist shall provide to the surveyor, a table showing the following information:

o The number of each tree;

o The scientific and common name of each tree; The diameter at breast height

(DBH) of trees larger than 3 inch DBH, or if a multiple trunk tree, the sum of the diameters of individual trunks shall be measured;

o CPH anticipates up to two (2) day to conduct the tree survey o Each tree shall be assigned a condition rating based on an evaluation of health, structure and form as described in the Council of Tree and Landscape Appraisers Guide to Plant Appraisal, 10th Edition (2018) o Pictures shall be taken of select trees if they are in poor condition, as required.

Deliverable:

1A – PDF/CAD file of survey area for use in design 1B – Included in Survey Deliverable 1A 1C – PDF copy of Preliminary Ecological Assessment Report 1D – PDF copy of the Tree Table

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely. (Please do not alter this language)
