About this file
This document is an attachment to a County contract outlining mandatory contracting principles and fiscal responsibility requirements. The document establishes that all entities contracting with the County to provide services where the contract value equals or exceeds $100,000 per budget unit per fiscal year must comply with specific standards to demonstrate fiscal responsibility and fair employee treatment. Contractors are required to comply with all applicable federal, state, and local rules, regulations, and laws; maintain complete financial records and make them available for County review upon request; provide copies of any financial audits completed during the contract term; and grant the County reasonable access to facilities, financial records, and employee records related to the contract's purpose, except where prohibited by federal or state legal restrictions.
These contracting principles establish accountability mechanisms ensuring that the County can monitor contractor performance and financial stewardship throughout the contract period. The requirements apply broadly to service contracts meeting the specified threshold, creating standardized expectations for documentation, auditability, and transparency across all qualifying contracts with the County.

ATTACHMENT B
Contracting Principles
All entities that contract with the County to provide services where the contract value is $100,000 or more per budget unit per fiscal year and/or as otherwise directed by the Board, must be fiscally responsible entities and must treat their employees fairly. To ensure compliance with these contracting principles, all contractors must: (1) comply with all applicable federal, state and local rules, regulations and laws; (2) maintain financial records, and make those records available upon request; (3) provide to the County copies of any financial audits that have been completed during the term of the contract; (4) upon the County’s request, provide the County reasonable access, through representatives of the Contractor, to facilities, financial and employee records that are related to the purpose of the contract, except where prohibited by federal or state laws, regulations or rules.
