About this file
This is an evaluation criteria and qualifications appendix for Santa Clara County's Behavioral Health Services Department (BHSD) related to a Request for Service Qualifications (RFSQ) for Children, Youth, and Family System of Care Services, specifically for the Cross-Systems Child and Youth Outpatient Continuum category. The document outlines the evaluation framework for organizations seeking to provide comprehensive mental health services to Medi-Cal-eligible children, youth, adolescents, and transitional aged youth (ages 5-20) across multiple geographic regions in Santa Clara County, including North, Central, East, and South County areas. Services must address specialized populations including child welfare-involved and juvenile justice-involved youth, LGBTQIA+ individuals, and those with co-occurring conditions, and must be delivered through the Integrated Core Practice Model (ICPM) and Child and Family Team (CFT) frameworks.
The evaluation consists of five scored sections totaling 100 points: Organizational Structure and Experience (30 points), Proposed Program Description (55 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points). Organizational responses must demonstrate Medi-Cal certification, compliance with CalAIM behavioral health requirements, capacity to administer standardized assessment tools (CANS and PSC-35), ability to provide specialty mental health services including psychiatry, intensive care coordination, and intensive home-based services, and established partnerships with county departments, schools, juvenile probation, and child welfare agencies. Respondents must provide comprehensive supporting documentation including organizational charts, staffing qualifications, data collection processes, staff training programs, emergency protocols, pandemic and disaster response plans, and evidence of cultural competency and linguistic capacity across all county threshold languages.
