About this file

The document outlines a comprehensive assessment framework for organizations seeking to provide specialty mental health services to youth ages 6-15 with serious emotional disorders across multiple county geographic regions, including North County, Central County, East County, and South County areas.

The evaluation process consists of five sections totaling 100 points: Organizational Structure and Experience (30 points), which assesses applicant experience with specialty mental health services, Medi-Cal compliance, relevant licenses and certifications, evidence-based practices, and staffing strategies; Proposed Program Description (55 points), which requires detailed written responses addressing vision and mission, cultural competency, multidisciplinary team collaboration, care coordination, evidence-based practices, and family-centered service delivery models; Historical Performance Analysis (5 points); Electronic Health Record Capacity (5 points); and Financial Solvency (5 points). Applicants must demonstrate capacity to serve youth with first-episode psychosis, those involved in juvenile justice and child welfare systems, and those with co-occurring mental health and substance use disorders. The submission must include documentation of staff qualifications including personal service coordinators, clinical therapists, case managers, family support specialists, occupational therapists, and medical professionals, along with evidence of training in specific evidence-based practices such as Cognitive Behavior Therapy, Motivational Interviewing, and trauma-informed approaches. Responses require supporting documentation with specific page references and must align with the referenced Scope of Work and standardized attachment language provided in the request for services and qualifications packet.
