About this file
This is an evaluation criteria and qualifications document (Appendix B13) for a state and local contract opportunity issued by a county behavioral health services department (BHSD) for a Community Youth Wellness Center - Peer Support and Engagement Program. The document establishes the assessment framework for vendors responding to Request for Services and Qualifications (RFSQ-BHS-FY25-0066) for Children, Youth, and Family System of Care Services. The program targets youth ages 12-15 and Transitional Age Youth (TAY) ages 16-25, delivering outreach, peer support, education, and employment support through a drop-in model. The evaluation criteria are organized into five sections totaling 100 points: Organizational Structure and Experience (30 points), Proposed Program Description (55 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points).
Organizational Structure and Experience evaluations assess vendors' experience providing peer support and early intervention services, Medi-Cal compliance capabilities, relevant staff licenses and certifications, evidence-based practices, data collection and continuous quality improvement processes, and staffing strategies including diversity and pandemic response plans. The Proposed Program Description section requires written responses addressing the organization's vision and inclusive leadership model, cultural competency and outreach capacity, community engagement and needs assessment methodologies, early intervention experience in mental health, education, and employment, and peer support services certification with clinical oversight. Supporting documentation must be provided for all Section 1 criteria with specific page number references. The evaluation will be conducted by BHSD Program Subject Matter Experts, EHR Subject Matter Experts, and Health System Finance Department personnel according to established criteria outlined in the RFSQ.
