About this file

This is an evaluation criteria and qualifications appendix for a Request for Service Quotation (RFSQ) issued by Santa Clara County's Behavioral Health Services Department for school-based outpatient services. The document establishes the assessment framework for organizations seeking to provide outpatient mental health and behavioral health services to school-aged children and youth (ages 4-18) across multiple Santa Clara County school districts organized by five geographic regions: Central County, East County, North County, South County, and those managed by the Santa Clara County Office of Education. Prospective bidders must demonstrate experience serving target populations across multiple levels of care (outpatient, intensive outpatient, and MTSS Tier 3), possess appropriate Medi-Cal certification and billing capabilities, and employ staff with relevant licenses and certifications. The evaluation process allocates 100 total points across five sections, with Section 1 (Organizational Structure and Experience) worth 30 points, Section 2 (Proposed Program Description) worth 55 points, and Sections 3-5 (Historical Performance Analysis, Electronic Health Record Capacity, and Financial Solvency) each worth 5 points.

Bidders must provide comprehensive documentation demonstrating competency in evidence-based practices such as Trauma-Focused Cognitive Behavioral Therapy, Cognitive Behavioral Therapy, and Motivational Interviewing, along with detailed staffing plans, clinical supervision protocols, and diversity and inclusion initiatives. Organizations must confirm their capacity for CalAIM behavioral health compliance, data collection and continuous quality improvement, cultural and linguistic competency across county threshold languages, and the ability to integrate services into existing school-based Multi-Tiered System of Supports frameworks. Applicants must document experience in care coordination, warm handoffs, level-of-care transitions, and collaboration with school districts during critical incidents and year-round service delivery. No specific pricing information, contract term, renewal options, response deadlines, or award dates are provided in this evaluation criteria document.
