Applicants must demonstrate experience delivering culturally and age-appropriate mental health services including Family Partner, Family Specialist, and Therapeutic Services, with capacity to serve populations involved in child welfare, early education, LGBTQIA+ communities, and those with early childhood development needs.

The evaluation process consists of five sections totaling 100 points: Organizational Structure and Experience (30 points), Proposed Program Description (55 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points). Applicants must demonstrate Medi-Cal compliance including CANS and PSC-35 certification, CalAIM behavioral health requirements, and implementation of evidence-based practices such as Child Parent Psychotherapy, Triple P, Trauma-Focused CBT, and other approved interventions. Organizations must provide detailed documentation of staffing qualifications, organizational structure, data collection and continuous quality improvement capacity, cultural competency programs, collaboration with county departments and partner agencies, and care coordination capabilities including warm handoffs and step-up/step-down service protocols. Financial records and electronic health record system capacity will be reviewed by designated subject matter experts according to established criteria.
