Appendix B17: Youth Crisis Residential Evaluation Criteria and Qualifications

This evaluation criteria document is part of a Request for Sealed Qualifications (RFSQ-BHS-FY25-0066) issued by Santa Clara County's Behavioral Health Services Department for Children, Youth, and Family System of Care Services. The RFSQ seeks qualified organizations to provide Crisis Residential Services for adolescents ages 12-17 who require 24/7 crisis care and supervision within a licensed therapeutic milieu. The document establishes five evaluation sections totaling 100 points: Organizational Structure and Experience (25 points), Proposed Program Description (60 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points). Respondents must demonstrate experience serving child welfare-involved, justice-involved, and LGBTQIA+ youth with co-occurring mental health and substance use conditions, and must align their proposals with the applicable Scope of Work (A17 - Youth Crisis Residential) and Standardized Scope of Work Language (Attachment B).

Evaluation criteria require offerors to demonstrate Medi-Cal compliance, implementation of evidence-based practices such as Trauma-Focused Cognitive Behavioral Therapy, and the ability to maintain appropriate staff-to-client ratios with 24/7 licensed clinical and psychiatric staff. Applicants must provide organizational charts detailing staffing qualifications, cultural competency plans, crisis intervention protocols aligned with California Welfare & Institutions Code Section 5150, and emergency procedures for pandemic and disaster scenarios. The program description evaluation emphasizes the organization's vision regarding equity and inclusion, capacity to deliver integrated treatment with warm hand-offs to step-down services, established collaborations with county departments and justice and child welfare agencies, and robust data collection and program evaluation processes. Supporting documentation including page number references must be submitted with responses, and historical financial performance will be reviewed by respective county subject matter experts.
