About this file
This is a Scope of Work document for the Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ+) Outpatient Continuum program under RFSQ-BHS-FY25-0066: Children, Youth, and Family System of Care Services, issued by the Behavioral Health Services Department (BHSD). The program provides culturally appropriate specialty mental health services to Medi-Cal beneficiaries ages 6-25 who identify as queer, gender diverse, or questioning their sexual orientation or gender identity. Services are delivered primarily on a community-based model and encompass four service levels: Outreach, Intensive, Outpatient, and Wellness services. The program targets multiple populations including homeless or at-risk youth, those transitioning out of child-service programs, underserved populations with co-occurring substance use needs, and individuals requiring de-stigmatization support. Services are available between 8:00 AM and 8:00 PM at minimum four days weekly to ensure accessibility for transitional-aged youth. The typical client engagement period ranges from 6-12 months with varying service frequency.
The program requires a multidisciplinary staffing model including licensed clinicians, peer and family specialists, psychiatrists or licensed prescribing practitioners, outreach specialists, and employment/educational specialists to deliver Individual Placement and Support (IPS) services for young adults ages 18-25. All clients ages 6-21 must be screened for Intensive Care Coordination services, and care coordination includes feedback loops with medical homes, juvenile probation, child welfare, and schools, supplemented by Multi-Disciplinary Teams and Child Family Team Meetings as appropriate. Offerors must track service levels provided and report outcomes including employment status, identification of youth at clinical high risk for psychosis, and increased caregiver acceptance using the Prodromal Questionnaire-Brief assessment tool for ages 12-25. The program prioritizes family involvement through Family Acceptance models and integration of mild to moderate substance use disorder treatment within mental health services.
