About this file

This is an evaluation criteria and qualifications document from the Santa Clara County Behavioral Health Services Department for RFSQ-BHS-FY25-0066: Children, Youth, and Family System of Care Services, specifically Appendix B6 addressing Category 3 Outpatient Services. The document establishes the evaluation framework for organizations seeking to provide Specialty Mental Health Services (SMHS) for children and youth ages 6-20 across multiple service levels including Intensive Outpatient and Wellness services. Bidders must demonstrate capacity to serve clients in North County, Central County, East County, and South County regions of Santa Clara County. The evaluation process is divided into five sections totaling 100 points: Organizational Structure and Experience (30 points), Proposed Program Description (55 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points). Offerors must address requirements across service delivery areas, staff qualifications, evidence-based practices, and continuous quality improvement mechanisms.

The evaluation criteria require detailed organizational documentation including evidence of Medi-Cal compliance, proper licensing and certifications, training in evidence-based practices such as Seeking Safety, Motivation Interviewing, and Cognitive Behavioral Therapy, and demonstration of cultural competency and linguistic capacity meeting County threshold language requirements. Applicants must present clear organizational strategies for staffing continuity, clinical supervision, diversity and inclusion, and data collection processes. The document emphasizes the need for demonstrated experience in providing a continuum of care with co-occurring substance use support capabilities, effective care coordination with warm handoff procedures, and systematic continuous quality improvement practices. Financial records and electronic health record system capacity will be reviewed by County subject matter experts according to established criteria. No specific contract term, renewal options, pricing information, incumbent contractors, or application deadlines are outlined in this evaluation criteria document.
