About this file

This is an evaluation criteria and qualifications appendix for a Request for Service Quotation (RFSQ) issued by Santa Clara County's Behavioral Health Services Department for Post Crisis Stabilization Services serving Medi-Cal children, youth, and adolescents. The solicitation (RFSQ-BHS-FY25-0066) seeks qualified organizations to provide comprehensive, intensive, trauma-informed, and culturally responsive mental health crisis services to target populations ages 4-17, including those involved in child welfare or juvenile justice systems and those with co-occurring conditions. Prospective vendors must demonstrate service delivery capacity across all Santa Clara County geographic regions (North, Central, East, and South County) and meet strict Medi-Cal compliance requirements, including Crisis Assessment Tool certification and CalAIM behavioral health standards. The evaluation framework allocates 100 total points distributed across five categories: Organizational Structure and Experience (25 points), Proposed Program Description (60 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points).

Applicants must address specific qualifications including evidence-based treatment practices such as Cognitive Behavioral Therapy and Trauma-Focused CBT, appropriate staffing structures with licensed and paraprofessional personnel, and robust operational protocols for 48-hour intake timelines and after-hours emergency services. Organizations must demonstrate collaboration capabilities with Santa Clara County departments, including Social Services Agency, Department of Family and Children's Services, Juvenile Probation Department, and crisis service providers such as Mobile Response and Stabilization Services and Emergency Psychiatric Services. The submission requires detailed supporting documentation addressing cultural competency, diversity and inclusion initiatives, continuity of care strategies, discharge and transition planning aligned with the Integrated Core Practice Model and Child and Family Team methodology, and data collection and outcome evaluation capacity with quarterly reporting to the Behavioral Health Services Department.
