About this file

This is an evaluation criteria and qualifications document (Appendix B16) for Santa Clara County's Request for Statements of Qualifications (RFSQ) regarding Short-Term Residential Therapeutic Program (STRTP) services. The document outlines the standardized evaluation framework that Santa Clara County's Behavioral Health Services Department (BHSD) will use to assess qualified providers offering comprehensive, intensive, culturally responsive, and trauma-informed mental health services to Medi-Cal clients requiring 24/7 care within a licensed therapeutic milieu. Services target youth ages 10-17 and must address specialized populations including child welfare-involved youth, justice-involved youth, LGBTQIA+ individuals, and clients with co-occurring conditions or histories of sexual abuse. The evaluation criteria are structured across five sections totaling 100 points: Organizational Structure and Experience (25 points), Proposed Program Description (60 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points).

Organizational applicants must demonstrate current full or provisional STRTP licensure, Medi-Cal certification, compliance with CalAIM behavioral health requirements, and proficiency with standardized assessment tools including the Child and Adolescent Needs Assessment (CANS) and Pediatric Symptom Checklist 35 (PSC-35). The program description evaluation requires detailed submissions addressing vision and values inclusive of equity and diversity, cultural competency in meeting County threshold languages, established collaborations with County departments and community agencies, operational experience aligned with County needs, and comprehensive service delivery capabilities including clinical services, daily care and supervision, supportive services, and psychiatry services either in-house or through established partnerships. Applicants must demonstrate capacity for data collection, continuous quality improvement, appropriate staffing with relevant licenses and certifications, staff diversity and cultural competency training, and capability to provide step-down services and transition planning to home-based settings.
