About this file

This is an evaluation criteria and qualifications document from a state/local contract opportunity issued by a county's Behavioral Health Services Department (BHSD) for Therapeutic Behavioral Services under Category 5: Behavioral Health Placement Support Services (RFSQ-BHS-FY25-0066). The document outlines the requirements for organizations seeking to provide supplemental short-term specialty mental health services through intensive, home-based or placement-based, one-on-one behavioral interventions for children (ages birth-5), youth (ages 6-15), and transitional aged youth (ages 16-20) across multiple geographic service areas including North County, Central County, East County, and South County regions. The contract requires providers to demonstrate Medi-Cal certification, compliance with CalAIM behavioral health requirements, and the ability to conduct Functional Behavioral Assessments (FBA) and provide warm handoffs for continuity of care.

The evaluation framework is divided into five sections totaling 100 points: Organizational Structure and Experience (30 points), Proposed Program Description (55 points), Historical Performance Analysis (5 points), Electronic Health Record Capacity (5 points), and Financial Solvency (5 points). Applicants must document their capacity to deliver evidence-based practices, maintain appropriate treatment team composition with licensed and paraprofessional staff, implement data collection and continuous quality improvement processes, and provide culturally competent services meeting county threshold languages. Organizations must also demonstrate staffing strategies ensuring continuity of care, clinical supervision compliance, diversity and inclusion practices, and operational protocols for pandemic and emergency disaster response. Supporting documentation must be provided for all criteria, with specific page number references required in submission responses.
