We suggest the RFP allow bidders to submit up to 10 projects for Factor 3 to include both prime contractor projects and key trades/subcontractor projects. Otherwise please clarify if up to 5 projects representing a combination of prime and key trades projects is preferred.

Up to 5 relevant projects representing the experience of the Prime and key subcontractors is to be submitted in the technical proposal.

2 Contracting Solicitation 01 27 00 The Contract Price Schedule listing of Bid Options does not align with the listing provided in Specification 01 27 00. Please revise Contract Price Schedule and/or Section 01 27 00 as required to include the correct options

Price schedule shall be updated to align with specifications. (CONTACTING)

3 Contracting Solicitation Amendment 2 indicates offers providing less than 90 calendar days will not be considered. The Original RFP and Revision 1 SF1442 indicated a 60 Calendar Day validity period. Due to current supply chain issues and resulting volatility in material costs, please consider maintaining the original 60 day validity period to limit contingency, reducing overall costs to the NPS

(Contracting)

4 General Drawing List The plan index sheet lists "LP1 Logistics Plan" under the Hardscape Project and noted as (Not Included, See BOST 254798). There is no LP1 drawing listed under the BOST 254798 Monument Restoration. Please provide if missing

See G 0.2 for the site staging and access plan.

5 Contracting Solicitation Factor 2 Page 49 of 57 The Solicitation states to assume a Notice to Proceed date of 01 August 2022. Amendment 0004 included a Pre-Proposal Presentation that mentions a NTP date of 01 September 2022 on slide 4 and later a NTP date of 01 November on slide 14. Please confirm bidders should build a schedule for Factor 2 that assumes a NTP date of 01 August 2022.

Submitted schedule should have a start date of 10/11/22.

6 Plumbing Demo Specifications call for removal, inventory and reinstall drinking fountain. No drinking fountain was observed during the site visit, please provide location and condition of drinking fountain

7 Electrical E2.1 Drawing E2.1 refers to the "Project Manual" on numerous notes throughout the drawing. Please confirm that the "Project Manual" is referencing the project specifications.

Project Manual is the Project Specification

8 Contracting Solicitation Factor 3 Page 49 of 57 Please confirm that the Technical Approach and Schedule narratives count towards the 25-page limit only and that Factor 3 "Project Experience" forms and resumes do not count towards the page limit.

Factor 3 "Project Experience" has not page limitation. Only Factor 1 "Technical Approach" has a 25 page limitation.

9 Contracting S6.00 A 316333 Section 1.4.E of the micropile specification states that "Permanent casing is required to a depth equal to depth of bedrock surface or a minimum of 10-feet below final grade, whichever is greater". Drawing S6.00 indicates that permanent casing is to be drilled to a depth of 2' into glacial till layer, and that a maximum of 12' of casing per pile is to be assumed for estimating purposes. Please clarify which requirements govern.

Must get from engineer

10 Contracting 316333 Section 1.7.A of the micropile specification states that the "maximum variation of any pile from its planned or indicated location at the cut-off elevation shall not exceed one (1) inch unless approved by Contracting Officer." Industry standard for micropile tolerance in plan view is 3 inches.

As currently prescribed, the drilled micropiles will require that additional controls, efforts, and costs be expended to ensure that the strict tolerances can be met. In light of this, would the industry-standard 3 inch tolerance in plan view be acceptable on this project?

Must get from engineer

11 Contracting S6.00 A 316333 Section 2.1.A.3 of the micropile specification requires a 28-day micropile grout strength of 6,000 psi, while Drawing S6.00 notes a micropile grout strength of 5,000 psi. Please clarify which minimum grout strength is correct.

Which is correct

Discipline Sheet Detail Spec Description NPS Response Smithgroup Response

12 Contracting S6.00 A 316333 Section 2.1.B.1 of the micropile specification calls for piles to be reinforced with a Gr. 150 reinforcing bar, while Drawing S6.00 shows a Gr.

75 reinforcing bar. Please clarify which grade of reinforcing steel is correct.

Which is correct

13 Contracting S6.00 A 316333 Section 3.2.A.1.c of the micropile specification calls for a minimum drill hole diameter of "11-7/8 inches as determined by the outside of the casing", while Drawing S6.00 shows a 9-5/8 inch diameter casing. Please clarify which minimum pile diameter is required on this project.

Which is correct

14 Contracting 316333 Section 3.3.A of the micropile specification requires two load tests "per pile design", one verification test and one proof test. Please confirm that there is only one pile design for the project and therefore only two load tests required for the project.

Which is correct

15 Contracting 316333 Section 3.2.A.10 of the micropile specification indicates "do not progress a new hole, pressure-grout, or post-grout, within a pile radius of 5 pile diameters or 5 feet, whichever is greater, of a micropile until the grout for that micropile has set for 24 hours or longer." Micropile grout sets very quickly, generally reaching its initial set within a matter of hours. The "24 hour rule" has widely been interpreted to mean "the next day", but as written can be highly problematic since it precludes any work from taking place until the end of the following shift - thus becoming a "40 hour rule".

Wisely, many specifications reference a 12 or 16 hour timeframe in this situation, still providing ample set time for fresh grout, while also allowing any adjacent work to take place at the start of the following shift. Can the language in this section be modified to reflect a 12 or 16 hour wait time instead of the 24 hour period currently specified?

Which is correct

16 Contracting 316333 Section 3.3.A of the micropile specification references two types of tension tests (verification and proof), then goes on to reference ASTM D1143 which is a compression testing standard. Please confirm that the correct reference in this subsection should be to ASTM D-3689, "Standard Test Methods for Deep Foundations Under Static Axial Tensile Load ".

Which is correct

17 Architectural 01 27 00 Bid Option E for the restoration of the Monument's Exterior Railing and Decorative Gate Restoration is not detailed on the drawings, please provide additional detail on the extent of restoration.

Are there more details SmithGroup Response: A setting in the Revit file was clipping some notations from view. This has been corrected on aheet A1.1 which provides more information about the scope of Option E.

18 A2.1 1 Drawing 1/A2.1 calls for repointing of stone within the crawl space. Please provide dimensioned details or SF assumed allowance for repointing stone foundation wall surfaces within crawl space so all bidders are pricing the same scope of work

(6.3 x 16)*4 Are we doing all of it SmithGroup Response: We advise planning to re-point at least 50% of the mortar joints. Total area of the stone walls is approximately 400 sf. It is advised that all bids assume 200 sf.

19 A2.1 1 Drawing 1/A2.1 calls for repointing of stone within the crawl space. Please confirm whether this will be considered as a confined space.

Is it? SmithGroup Response: Per OSHA Stands the crawl space below the Level 01 slab is a confined space. Per OSHA, a confined space has;

- Limited means of entry and/or exit,

- Is large enough for a worker to enter it, and

- Is not intended for regular/continuous occupancy.

Examples may include sewers, pits, crawl spaces, attics, boilers, and many more.

The existing electrical conductors enter the structure at the crawl space, but no known hazards exist as defined by OSHA under a “permit required confined space”.

20 Level 3 to top of spire must be removed and reconstructed. And though the drawings show some reconstruction details, extent of removals is unclear. Please provide sections showing existing construction depths, materials, construction method, and any and all other details required to quantify what needs to be removed and how we will establish mean and methods.

SmithGroup Response: A larger detail of the upper building section had been provided for clarity in the demolition documents. Select portions of the Monument were revealed with structural probes conducted during the Emergency Stabilization. Select photos of these probes at the Level 3 cornice and under the Level 4 urn platform have been included in the demolition documents to provide clarity. See Sheets AD4.1 and AD4.2 in Addendum B.

21 A5.1 Existing marble cornice at level 3 is detailed on A5.1. Please verify that this drawing shows actual configuration of existing unit within the wall. Please detail how this unit will be anchored upon reset- or confirm that current cantilever is sufficient to support stone. Note that this cornice is approximately 4 9” wide and is balanced on top of a 2 0” wide wall.

Need anchoring detail? SmithGroup Response: Select portions of the Monument were revealed with structural probes conducted during the Emergency Stabilization. Select photo of these probes at the Level 3 cornice have been included in the demolition documents to provide clarity. See Sheets AD4.1 and AD4.2 in Addendum B.

Silman Response: Anchor cantilevered cornice stone down to both the lower cornice stone and the backup reconstituted masonry wall. See R-series drawings for anchor pinning details.

22 A5.3 Existing marble cantilevered slab at level 4, as shown on A5.3, shows an even more precarious construction condition. What holds this stone in place now? What detail will be used in rebuilding? This stone will not be supported on the wall as drawn.

Need anchoring detail? SmithGroup Response: Select portions of the Monument were revealed with structural probes conducted during the Emergency Stabilization. Select photo of these probes at the Level 4 urn platform have been included in the demolition documents to provide clarity. See Sheets AD4.1 and AD4.2 in Addendum B.

Silman Response: Anchor cantilevered cornice stone down to both the lower cornice stone and the backup reconstituted masonry wall. See R-series drawings for anchor pinning details.

23 S2.1 Drawings S2.1, S4.1, and S4.1 (There are two different S4.1 drawings) call for 10” CMU walls. Yet architectural sections show 12” CMU as being required to fill backup void. Please clarify- it appears the CMU shown on 4/S2.1 is in conflict with the wall construction and shown on A5.3. A5.5, A5.6 and A5.7.

Need AE to answer SmithGroup Response: Please refer to the structural drawings for the size of CMU required. The varying sizes are based on structural requirements, but also respond to the existing wall thickness to maintain existing dimensions of the Monument when portions are reconstructed.

Silman Response:

24 S5.2 Detail on S5.2 shows three I-beam lintels with masonry packed in the middle voids. How does the engineer see this being accomplished?

Need answer? Silman Response: The referenced detail (top right on

S5.2) shows angle lintels and is only for use where angle lintels are required (e.g. at smaller window openings on 3/S2.1) or at angles used in combination with other shapes (e.g. Note 2 on 5/S2.1). As each angle is installed, the angle is packed with masonry and/or grout. This detail does not show or apply to wide flange sections.

25 General "R" Series Drawings Please confirm that the quantities denoted on the Masonry Restoration Quantity Schedules in the drawings shall serve as the basis of pricing and any additional repairs which are found to be required during project execution will be handled as a changed condition subject to contract modification

Please confirm / explain expectations BCA Response: Correct, these quantities are based on a visual survey conducted during the design phases. These quantities can be assumed correct to assure all bidders are pricing the same amount of work.

Contracting S6.00 A 316333

Section 1.4.E of the micropile specification states that "Permanent casing is required to a depth equal to depth of bedrock surface or a minimum of 10-feet below final grade, whichever is greater". Drawing S6.00 indicates that permanent casing is to be drilled to a depth of 2' into glacial till layer, and that a maximum of 12' of casing per pile is to be assumed for estimating purposes. Please clarify which requirements govern.

Please use Detail A on Sheet S6.00 for the governing requirements of the micropile and casing. The pile casing for each micropile shall be embedded 2 feet into glacial till.

The average depth of the glacial till is approximately 10 feet, but varies across the site.

Contracting 316333

Section 1.7.A of the micropile specification states that the "maximum variation of any pile from its planned or indicated location at the cut-off elevation shall not exceed one (1) inch unless approved by Contracting Officer." Industry standard for micropile tolerance in plan view is 3 inches. As currently prescribed, the drilled micropiles will require that additional controls, efforts, and costs be expended to ensure that the strict tolerances can be met. In light of this, would the industry-standard 3 inch tolerance in plan view be acceptable on this project?

A 3" tolerance from the centerline of the pile to the indicated plan location is acceptable. The tolerances for plumbness and pile cutoff elevation shall remain as specified in the specs.

Contracting S6.00 A 316333

Section 2.1.A.3 of the micropile specification requires a 28-day micropile grout strength of 6,000 psi, while Drawing S6.00 notes a micropile grout strength of 5,000 psi. Please clarify which minimum grout strength is correct.

Please use 5,000 psi for the minimum grout strength per the detail on Sheet S6.00

Contracting S6.00 A 316333

Section 2.1.B.1 of the micropile specification calls for piles to be reinforced with a Gr. 150 reinforcing bar, while Drawing S6.00 shows a Gr. 75 reinforcing bar. Please clarify which grade of reinforcing steel is correct.

Please use 75 KSI threaded reinforcing bars per the detail on Sheet S6.00

Contracting S6.00 A 316333

Section 3.2.A.1.c of the micropile specification calls for a minimum drill hole diameter of "11- 7/8 inches as determined by the outside of the casing", while Drawing S6.00 shows a 9-5/8 inch diameter casing. Please clarify which minimum pile diameter is required on this project.

Please use 9-5/8" outside diameter casings per the detail on Sheet S6.00

Discipline Sheet Detail Spec Description Response

Contracting 316333

Section 3.3.A of the micropile specification requires two load tests "per pile design", one verification test and one proof test. Please confirm that there is only one pile design for the project and therefore only two load tests required for the project.

Based on the borings and Geotechinal Report which show the presence of strong glacial till with minimal variation in the depth we felt that a larger testing program was not required. However, given the large quantity of piles we would be OK increasing the number of proof tests on production piles from 1 to 6 with the option to reduce that to 3 following the successful performance of the piles tested. The numbers of verification tests on sacrifical piles shall remain as 1.

Contracting 316333

Section 3.2.A.10 of the micropile specification indicates "do not progress a new hole, pressure-grout, or post-grout, within a pile radius of 5 pile diameters or 5 feet, whichever is greater, of a micropile until the grout for that micropile has set for 24 hours or longer." Micropile grout sets very quickly, generally reaching its initial set within a matter of hours.

The 24 hour wait time can be changed to a minimum 16 hour wait time so that adjacent work can being the next day.

Contracting 316333

Section 3.3.A of the micropile specification references two types of tension tests (verification and proof), then goes on to reference ASTM D1143 which is a compression testing standard.

Please confirm that the correct reference in this subsection should be to ASTM D-3689, "Standard Test Methods for Deep Foundations Under Static Axial Tensile Load ".

The reference to ASTM D-1143 in Section 3.3.A of the micropile specifications should be replaced with a reference to ASTM D-3689.

Bid plans and specs

Discipline Sheet Detail Spec Description Answer

1 Site L32-L34 The scope of the D/B irrigation system is unclear. The existing irrigation drawings show that the park has full coverage and there is not going to be a significant difference to the overall layout of the park. Is the intent to replace anything disrupted by the work? Please clearly define the scope of the irrigation system.

The irrigation systems drawings are the most recent drawings available. The components of the existing system not disturbed or damaged by the work of this contract may remain and be incorporated into the new irrigation system. The intent is for the contractor to turn over an operating system after any repairs due to construction operations have occurred.

2 Site L26 Drawing L26 shows the elevations of the new granite entrance signs, however the information provided is not enough to price the engraving. Are shop drawings of the existing signs available to the engraving can be accurately quoted?

Drawing L26 provides information on the overall sign dimensions along with the relative size and quantity of engraved characters. This should be sufficient for an price quote. The Contractor will be responsible for final verification of text fonts and for producing shop drawings.”

3 Site C300 We have several questions regarding EROSION CONTROL BARRIER SUPER SILT FENCE on C300

a. Erosion control barrier consists of 6-10 ft chainlink fencing. Perimeter construction fencing and tree protection fencing requires 8 ft chain link fencing. If 8 ft chainlink fencing is incorporated into the erosion control barrier, can it double as construction fencing and or tree protection fencing in locations where these requirements overlap?

b. In addition to the entire perimeter of the construction site, "Erosion control barrier" is shown at the tree protection areas, slope protection areas and around the monument itself.

Please confirm "Erosion control barrier" is intended for these locations and not wattles. There is no distinction on the drawings between wattles and super silt fence. Please clarify extent of each as there is a very significant cost difference.

c. Erosion control barrier super silt fence detail indicates 40" deep concrete footing.

Considering this fencing runs along existing site fencing and through root protection zones, are concrete footings actually desired by the Park? Are driven posts an acceptable alternative?

a. Yes

b. Wattles are for Slopes all other is Erosion control barriers c.Where Fence Post are installed Footings must be installed.

4 Site Civil Civil drawings show construction fencing required around the perimeter of the jobsite.

Considering the project site is already surrounded by an approximately 6' high permanent fence, would it be acceptable to attach wind screen to the existing permanent fence and utilize that as the construction fence instead of installing another fence along the inside of the existing fence that would possibly interfere with construction/landscaping operations?

Yes

5 Site 31 10 00 Was any chemical analysis completed on the soil for disposal? Typically, urban soils are contaminated and require disposal at a landfill or other approve facility. For purposes of this project, should it be assumed that all soils are clean and would be suitable for unrestricted disposal? Without repeating analysis, it is not possible to determine soil disposal costs.

Yes

6 Site GO.2 Note C Refer to note C on G0.2. Note states “All excavation in the area of the below grade start fortification shall be conducted with hand tools only.” Please confirm if demolition of concrete and excavation of existing base material can be completed with equipment.

Hand Tools Only . Per Plan
