Q&A

Discipline Spec Offeror Questions Technical Response

1 General The previous solicitation of this project included Addenda A thru E from Smithgroup, issued under various Amendments to the NPS Solicitation. These Addenda included revised drawings and specifications. These previous Addenda are not included in the current solicitation, only the Summary Memo for Addendum F. Please provide all documents associated with Addenda A thru E, and the revised specification from Addendum F.

Addendum A thru F included in Amendment 001

2 General Attachment 8;

Attachment 4

Attachment 8, Addendum F Summary Memo, indicates that Specification Section 02 83 13 - Monument Lead in Construction was revised. However, when comparing Specification Section 02 83 13 contained within Attachment 4-Final Specs with the version of 02 83 13 which was included with the previous Solicitation, they are both the same. It appears that the Amended version of 02 83 13 was not included in the Solicitation package, only the summary memo was. Please provide the revised Specification 02 83 13

Updated Addendum F 02 83 13 included in Amendment 001

3 General Attachment 7 The Solicitation posted to SAM.gov did not include Attachment 7, Addendum F Monument Lead in Construction. Please provide this document

Attachment 7, Addendum F will be include in Amendment 001

4 Electrical General note 3.1 on drawing E1 states the following "pole restoration process shall be performed by iron fabricator, with multi-step process to remove existing finish, clean and prepare pole to receive prime and final powder coat finish". Is it acceptable to provide new poles to match existing in lieu of restoration process as the cost for new is less expensive?

The light poles may be replaced with a matching profile and factory applied primer and powder coasting black finish.

The glass globes are to match the existing character and the luminaires must also match the specification and be dark sky compliant.

5 Specification Section 01 22 00 includes a schedule of unit prices. There are no provisions in the Contract Price Schedule or Bid Proposal Form to include unit prices for these items.

The spec identifies which keynote in the drawings is correlated to each repair type. These designations (M1, M2, M3, M4, etc.) have been quantified on the charts on sheets R1.9 and R1.10. These charts provide quantities that can be added up for a total of each type of repair. An Excel files of the quantities listed in the drawings has been provided in Addendum G for the Contractor's use.

6 Are there Specifications for the new louver on front entrance door? Does it need to be brass?

7 There are conflicting Bid Form Contract Price Line Items in the Solicitation Documents, which is correct?

A - File: B08_140P2023R0023.pdf page 9 of 57 B - File: Attachment_6_Solit_PSP_Vol_I_REQD.pdf page 7 of 17 C - File: B02_BOST 254798 Contract Price Schedule Template-.xlsx D - Specifications: SECTION 01 27 00 - Definition of Contract Line Items

8 Addendum C notes that they added two new spec sections that might pertain to the bronze door but we're not sure because they weren't uploaded from what we can tell. They are Section 08 1 1 13, “MONUMENT HOLLOW METAL DOORS AND FRAMES” and Section 09 90 00, “MONUMENT SPECIALTY FINISHES – GILDING”.

9 The first page of the Solicitation lists that 13.b "An offer guarantee is not required." Is that correct? An offer guarantee is required. See updated solicitation (Amend 0003)

10 Due to the existing size and configuration of the vehicle access, the temporary office trailer providers have confirmed that the current size and location of the office trailers will not be feasible, even by crane, without substantial earthwork to increase the access angle and width of the entire ramp. In additional the office trailers will need to be removed or relocated prior to the end of the project in order to establish the new grass. With the limitations to the site, even with further modifications, smaller office unit may be the only option which will be a large reduction from the current 10 x 50 requirement. Please confirm a smaller unit will be acceptable, along with a potential delayed mobilization due to site access, and an early removal from the site prior to finishing the project to allow for grass establishment.

The requirements for the CO field office in Section 015000-2.2B shall be modified to provide a mobile unit of minimum 200 s.f. The mobilization and demobilization on site can be modified per the construction schedule as approved by the Contracting Officer.

12 32 92 00 Para 3.8;

32 92 50 Para 3.7

Specification section 32 92 00 Hardscape Seeded Turf, paragraph 3.8, and section 32 92 50 Hardscape Sod, paragraph 3.7 restrict planting seasons for seed and sod. Seed may only be planted from August 15 to September 15, and sod may only be planted April 15 to June 1 or September 15 to September 30. Due to these seeding and sodding restrictions and the currently anticipated award/ NTP date, the RFP period of performance does not appear to be adequate to seed and sod the park in the 2025 season. To allow for specification-compliant sod and seed, please consider extending the period of performance to coincide with the end of the planting season of September 30, 2025.

To the extent possible the contractor is to manage the seeding and sodding operations to meet the specification requirements. If necessary the contractor may seed or sod out side of the designated schedule at the risk of the contractor having to reseed and continue maintenance into the warranty period.

At the discretion of the Contracting Officer, NPS may consider unestablished lawn area as a punch list item.

13 01 57 19.12 Specification section 01 57 19.12 Noise & Acoustics Management includes overly stringent restrictions related to allowable noise levels.

Due to the nature of the project, the noise level restrictions would severely impact our ability to perform the project work. During project execution there will be noisy activity associated with work such as demolition, support of excavation system install and removal, micro pile installation, and other heavy equipment operations and construction activities within the project site and in the immediate proximity of the park. Please remove these noise restrictions as they are not realistic with the extent of work required for this project.

The noise and acoustic restrictions of section 015719.12 shall be replaced by the following: The Contractor shall abide by the regulations of the Boston Municipal Code, Sections 16-26.4 and 16- 26.5, which limit construction operations to between the weekday hours of 7am and 6pm, except by special permit from the Inspectional Services Department.

14 31 50 00 Specification 31 50 00, para 1.3 requires vibration monitoring. Please provide additional information on the requirements.

(equipment, locations and quantities, etc..)

Since the anticipated Support of Excavation (SOE) (as drawn on the plans) is not directly adjacent to existing buildings or utilities, vibration monitoring will not be required. However, if additional SOE becomes required that impacts adjacent structures or utilities, vibration monitoring may be required.

The details and requirements of the monitoring will be developed, if needed, for the conditions

15 31 50 00 Specification 31 50 00, para 1.7C requires "survey adjacent existing buildings, structures, and site improvements; establish exact elevations at fixed points to act as benchmarks" Please provide additional detail such as frequency of measurements, the quantity and locations of buildings to survey.

Survey of existing buildings and structures is not required given the anticipated SOE shown in the plans. If additional SOE becomes required that impacts adjacent structures or utilities, survey may be required. The details and requirements of the survey will be developed, if needed, for the conditions

16 Please clarify if the monument or any other surrounding buildings will require a building condition survey. If required please provide the location, quantity, and requirements.

Work to occur to restore the Monument should not cause significant vibration.

However, an exterior conditions photographic survey of the west façade of Excel High School would be advised.

NPS does not specify or require the contractor to provide a building condition survey. There are many Specification references requiring the contractor to photo document the existing conditions prior to commensing work. The contractor must consider what additional documentation is in their best interest. Ref. 01 32 33 PHOTOGRAPHIC

Anticipated NTP date is 06/01/2023 (Ref updated Solicitation Amend 003)

18 Please provide a revised SF 1442 for use in proposals. Updated SF 1442 (Ref Amend 003) 19 Amendment 9 from the 2022 solicitation included 1994 as-built drawings for the hardscape. These were not provided with the 2023 solicitation. "181117-BOST 457 25038 A Partial Sheets 1-29 0012" Added in Amendment 0003

20 In detail A on sheet S6.00, where the micropile footing is there seems to be a plate-nut connection. Please confirm this is a plate-nut connection.

Yes, the top of the micropile shall include a bearing plate hex nut connection in the pile cap

21 In Detail A on sheet S6.00, at the micropile-to-footing connection, an improperly scaled plate-and-nut connection seems to be indicated. With the length of this connection added to the projected height of the rebar crown above the casing, the thickness of the footing may need to be increased in order to maintain concrete cover. Please confirm the dimensions of the plate-and-nut connection required, as well as the footing thickness dimension.

The minimum requirement for the plate nut connection is that there shall be 9" of cover between the bottom face of the bearing plate and the top of the cap. The pile cap thickness cannot increase. If needed, the embedment length of the pile casing into the cap could be reduced slightly if the 9" coverage, or conflicts with the rebar crown become an issue.

22 Q&As This solicitation release included the question and answer from the previous solicitation. The file provided was missing the question and answers from the previous solicitation's Amendment 9, see attached, file name "2022-0614_140P2022R0049_-

For long term durability steel doors are required. Also, all doors at Level 2 are to be replaced (doors 201, 202, 203, and 204). Note on sheet A2.2 has been clarified in Addendum G.

25 Beam pocket details - for the level 1 slab base bid work, please provide detail for how the new steel members to be placed directly below the existing members will be supported, i.e. extending existing beam pocket, shelf angle, etc. The new steel beams are to be installed in new beam pockets per 2/S2.1. We would consider alternate support details as well, such as seat angles attached to the inside face of wall.

26 05 03 71 Specification 05 03 71 Paragraph 1.2.A note 5 states, "Flag pole - Cleaned within 1-feet of the ground and hand hole mechanism restored." Please provide more detail on what is being required by this specification

Contractor shall secure the key to the padlock. Open the access hand hole cover, taking care to preserve the integrity of the hinges. Inspect the interior of the hand hole and, in the presence of the Owner’s Representative, evaluate what obstructions exist inside the flagpole that prevents the full closure of the cover. Evaluate the conditions of the internal halyard mechanism and determine what remedial work or replacement parts are required to improve the functionality of flag raising.

27 05 51 16 Specification 05 51 16 paragraph 2.6 discusses new stairs. As there are no new stairs required, please confirm this paragraph does not apply to the project The restoration of the historic steel spiral stair does require an additional tread to be added to accommodate the new curb height at Level 3. There is reference to this on sheets A6.10 and A6.11 in Addendum A. Additional notes have been provided in Addendum G.
