140P2022R0049 Combined Questions and Answers
Q&A
Discipline Sheet Detail Spec Description Answer #1 Answer #2
3 Contracting Solicitation Amendment 2 indicates offers providing less than 90 calendar days will not be considered.
The Original RFP and Revision 1 SF1442 indicated a 60 Calendar Day validity period. Due to current supply chain issues and resulting volatility in material costs, please consider maintaining the original 60 day validity period to limit contingency, reducing overall costs to the NPS
The proposal submission period is required to be maintained at 90 calendar days.
4 Plumbing Demo Specifications call for removal, inventory and reinstall drinking fountain. No drinking fountain was observed during the site visit, please provide location and condition of drinking fountain
5 Civil Various Please provide additional information on whether the irrigation system is valved in such a way that the non-work areas (i.e. areas where turf is retained and protected) can be isolated and not impacted by the project.
7 Contracting SF 1442; Solicitation Section L (Page
45/57); Solicitation Instructions for
Submission Paragraph F
The SF 1442 issued 5/24/22 as well as the "Rev1" SF 1442 issued 5/26/22 indicate in Block 13b that a bid guarantee is not required. However, the Solicitation Section L, page 45 of 57, requires a 20% / $3M bid guarantee, and SF 24 Bid Bond is included in the contents of the Volume II Proposal listed in the Instructions for Submission of Offers. Please clarify whether a bid guarantee is required.
A bid guarantee is required and a corrected SF1442 is included in this amendment.
9 Contracting 01 22 00 Specification Section 01 22 00 includes a schedule of unit prices. There are no provisions in the Contract Price Schedule to include unit prices for these items. Please clarify the intent of this Specification.
GENERAL NOTE - The TECH SIDE should get us a new bid schedule to include in the amendment
10 Architectural 05 03 71/1.2 (A)
In the 05 03 71 Specification, it says in 1.2 (A) note 5 "Flag pole- Cleaned within 1-feet of the ground and hand hole mechanism restored". Please provide more detail on what is being required by this specification.
[Amendment 8] SG [Amendment 9] A1
11 Contracting Solicitation Factor 3 Page 49 of 57 Does the requirement in Section H for Key Trades "Waterproofing" refer to the roofing, masonry, or retaining wall scope of work, all require types of waterproofing.
GENERAL NOTE - What does the technical (PM/PS) want to see to conduct the TEP evaluation for this factor
13 R1.1-R1.4 The Masonry restoration drawings indicate everything below level 2 balconies are part of Alternate Option B. This does not line up with the CLIN descriptions. Please confirm this is a mistake and everything below the level 2 balconies should be included with Option C.
[Amendment 10] This is an old question
15 Electrical E1 General note 3.1 on drawing E1 states the following "pole restoration process shall be performed by iron fabricator, with multi-step process to remove existing finish, clean and prepare pole to recieve prime and final powder coat finish". Is it acceptable to provide new poles to match existing in lieu of restoration process as the cost for new is less expensive?
Contractor shall secure the key to the padlock. Open the access hand hole cover, taking care to preserve the integrity of the hinges.
Inspect the interior of the hand hole and, in the presence of the Owner’s Representative, evaluate what obstructions exist inside the flagpole that prevents the full closure of the cover. Evaluate the conditions of the internal halyard mechanism and determine what remedial work or replacement parts are required to improve the functionality of flag raising.
16 General Due to the existing size and configuration of the vehicle access, the temporary office trailer providers have confirmed that the current size and location of the office trailers will not be feasible, even by crane, without substantial earthwork to increase the access angle and width of the entire ramp. In additional the office trailers will need to be removed or relocated prior to the end of the project in order to establish the new grass. With the limitations to the site, even with further modifcations, smaller office unit may be the only option which will be a large reduction from the current 10 x 50 requirement. Please confirm a smaller unit will be acceptable, along with a potential delayed mobilization due to site access, and an early removal from the site prior to finishing the project to allow for grass establishment.
None of the other contractors have asked this. I don't think it would be fair to other bidders at this time. Contractor shall bid the plans and specs.
