About this file

This document is an evaluation criteria and qualifications appendix for a Request for Sealed Qualifications (RFSQ) issued by a California county's Behavioral Health Services Department (BHSD) for Youth Outpatient Substance Use Treatment Services. The RFSQ, numbered RFSQ-BHS-FY25-0066, seeks qualified organizations to provide comprehensive, culturally responsive, and trauma-informed substance use treatment services to Medi-Cal youth, adolescents, and transitional aged youth (ages 12-21) across multiple geographic service areas including North County, Central County, East County, and South County regions. Proposed services must align with the Integrated Core Practice Model and Child and Family Team framework, comply with Drug Medi-Cal Organized Delivery System (DMC-ODS) standards, and demonstrate capacity for care coordination, step-down/step-up services, and seamless transitions between service levels. The evaluation process consists of five sections totaling 100 points, with additional review by subject matter experts regarding historical performance, electronic health record capacity, and financial solvency.

Offerors must demonstrate organizational experience serving target populations including child welfare-involved and justice-involved youth, as well as LGBTQIA+ populations, and must possess appropriate licensures and certifications for clinical, paraprofessional, and medical staff. The evaluation criteria require detailed written responses addressing the organization's vision, mission, and values; cultural competency and outreach capabilities; collaboration experience with county departments and community providers; operational experience and service delivery capacity; program implementation timelines; and trauma-informed clinical protocols. Organizations must evidence capacity for data collection and reporting using American Society of Addiction Medicine (ASAM) assessments, compliance with Medi-Cal and CalAIM Behavioral Health requirements, implementation of evidence-based and promising practices, and adequate emergency and after-hours staffing protocols. Supporting documentation, including organizational charts, staffing details, and program examples, must be provided for substantiation of all claims.
