About this file

This is an evaluation addendum for a federal aircraft procurement solicitation using commercial items evaluation procedures. The Government intends to make a single award for one Boeing aircraft (either a 737-700 or 737-800 model) under a Firm Fixed Price contract to the responsible offeror whose proposal provides the best value based on four evaluation factors. The offeror must meet responsibility standards per FAR 9.104-1.

The evaluation criteria consist of: Factor 1 (Technical Aircraft Specifications and Delivery Schedule)—the most important factor, requiring the aircraft to meet all minimum technical requirements listed in the Aircraft Technical Specifications document with completed Appendices A through E, and a delivery schedule not exceeding 12 weeks after award; Factor 2 (Aircraft Sales Experience)—the second most important factor, evaluating the extent and relevance of sales experience over the last five years for similar aircraft to public or private entities; Factor 3 (Purchase of Existing JPATS Boeing 737-400 Aircraft and Spare Parts)—a mandatory go/no-go requirement, with failure to submit a purchase offer rendering the proposal unacceptable and ineligible for award; and Factor 4 (Price of New Aircraft)—the least important factor when combined with Factors 1 and 2. Factors 1 and 2 combined are significantly more important than Factor 4. Evaluation uses confidence ratings of High Confidence, Some Confidence, or Low Confidence for Factors 1 and 2. The Government reserves the right to award to a higher-priced offeror to achieve superior technical or performance solutions. Offerors may propose one or both aircraft models, but the Government will purchase only one aircraft. The pricing table requires offerors to submit pricing for both the new Boeing aircraft and a purchase offer for the existing 737-400 aircraft and spare parts.

Addendum 52.212-2 Evaluation – Commercial Items

General

A single award will be made to the Offeror whose proposal pursuant to the Request for Proposals (RFP) is determined to be in the best interests of the Government. The Government intends to make one (1) award for one (1) aircraft.

Offeror must meet responsibility standards per RFO 9.104-1.

Basis for Award

The Government intends to award a Firm Fixed Priced (FFP) contract to the responsible offeror whose proposal represents the best value to the Government based on the following criteria:

Factor 1: Technical (Aircraft) and Delivery Schedule

Factor 2: Aircraft Sales Experience

Factor 3: Purchase of Existing JPATS Boeing 737-400 Aircraft and Spare Parts

Factor 4: Price of New Boeing 737-700 or 737-800 Aircraft

Factor 1 is more important than Factor 2. Factors 1 and 2, when combined, are significantly more important than Factor 4 (Price). Factor 3 is a go/no-go requirement.

A description of what is required and will be evaluated for each factor is provided below.

Confidence ratings provided below will be utilized when evaluating Factors 1 and 2 and will be used to support the best value tradeoff decision.

For the purposes of identifying the tradeoff for best value, the Government will make an award to the responsible Offeror, whose proposal is most advantageous to the Government, price and other factors considered. Accordingly, the Government may or may not award to the lowest price Offeror. The Government reserves the right to make award to a higher priced Offeror to achieve a superior solution in meeting the Requirements of this solicitation.

Evaluation Criteria The evaluation will be performed using confidence ratings identified in the table below.

The Government will evaluate the Offeror’s proposal based on their demonstrated understanding of the requirements of the Statement of Work and planned execution of the requirement and will be assigned a confidence rating for Factors 1 and 2. The following elements will be evaluated:

Factor 1: Technical (Aircraft) and Delivery Schedule

Based upon the documentation provided by the Offeror, the Government will evaluate if the proposed aircraft meets all of the minimum technical requirements listed in the Aircraft Technical Specifications document at the time of proposal submission. Further the offeror has completed the JPATS Aircraft Technical Specification Document Appendices A through E and provided with their submission. If the aircraft does not meet these technical requirements at the time of proposal submission, the Government will evaluate the Offeror’s plan for the aircraft to meet these technical requirements by the delivery date as proposed by the offeror.

The Offeror must provide a proposed delivery schedule (workflow schedule) for the proposed aircraft. Any proposed delivery schedule exceeding 12 weeks after date of award will be determined as unacceptable.

Factor 2: Aircraft Sales Experience

The Government will evaluate the extent and relevance of the offeror’s experience in aircraft sales over the last five (5) years in providing aircraft of similar size, complexity and scope to either public or private sector entities.

Factor 3: Purchase of Existing JPATS Boeing 737-400 Aircraft and Spare Parts

The Offeror must provide JPATS with an offer to purchase a JPATS owned Boeing 737-400 aircraft and spare parts. Failure to submit the required offer to purchase will render the proposal unacceptable and ineligible for award. Failure to submit the required offer to purchase will render the proposal unacceptable and ineligible for award.

Factor 4: Price of New Boeing 737-700 or 737-800 Aircraft

Evaluation on the new aircraft Price only; 737-400 offer is required submission and may be considered separately as a business term.

The Government will make one award for one aircraft. Offerors may propose one or both aircraft models; however, the Government will purchase either a Boeing 737-700 or a Boeing 737-800, not both.
