About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Marshals Service for the Justice Prisoner and Alien Transportation System (JPATS). The amendment modifies solicitation 15M30026RA3700011 and changes the proposal submission deadline from April 30, 2026, at 1:00 p.m. CST to April 20, 2026, at 1:00 p.m. CST. The amendment also references Addendum 52.212-1, which provides instructions to offerors for commercial items, and includes specifications for the purchase of Boeing 737-700 or 737-800 aircraft.

The solicitation requires offerors to submit two-part proposals: a Technical Proposal and a Business/Price Proposal, each as separately bound volumes. Technical proposals must not exceed 100 pages and must address four evaluation factors: (1) Technical (Aircraft) and Delivery Schedule, requiring completion of JPATS Aircraft Technical Specification Document Appendices A through E, color photographs from multiple aircraft viewpoints and compartments, maintenance and inspection status reports, and a delivery schedule within 12 weeks after award; (2) Aircraft Sales Experience, requiring documentation of similar aircraft sales within the past five years with up to five references; (3) Purchase of Existing Boeing 737-400 Aircraft and Spare Parts, with an offer price starting at as little as $1; and (4) Price of New Boeing 737-700 or 737-800 Aircraft using the government-provided pricing table. Offerors may propose either the 737-700 or 737-800 model, or both models with separate submissions. The contracting officer is located at the U.S. Marshals Service in Kansas City, Missouri, and questions must be submitted to Sheila Nimrod by April 6, 2026, at 1:00 p.m. CST. Proposals must remain valid for a minimum of 120 calendar days from the solicitation closing date. For non-small business offerors, a Small Business Subcontracting Plan is required with specified goals including 36% Small Business, 5% Small Disadvantaged Business, 5% Women-Owned Small Business, 3% Service-Disabled Veteran-Owned Small Business, and 3% HUBZone.

Addendum 52.212-1 Instructions to Offerors - Commercial Items

In the event of conflict this addendum governs.

A.GENERAL.

1. Period of acceptance of offers: 120 days

2. Each Offeror shall submit a written proposal to be considered for the award of a contract.

Each Offeror's proposal shall be submitted in two (2) separate parts- one entitled "Technical Proposal" and the other entitled "Business/Price Proposal," in accordance with instructions set forth in this section.

3. All communications regarding this solicitation must be directed to the Contracting Officer. Failure to adhere to this instruction may result in elimination from consideration.

4. The proposal shall be prepared simply and economically, providing a straightforward concise description of proposed aircraft. The proposal shall therefore be practical, legible, clear and coherent. In order that evaluation may be accomplished strictly on the merit of material submitted, no pricing information is to be included in the technical proposal.

5. Offerors shall not propose any additional/different CLINs. Offerors may propose both a 737-700 and 737-800 model aircraft, however JPATS will issue only one (1) award for one ( 1) aircraft.

B. PROPOSED ORGANIZATION AND CONTENT

1. Proposals submitted in response to this solicitation shall be formatted in accordance with the instructions provided in this section. Offerors shall furnish proposals in separately bound volumes as specified below. Each volume shall be complete in order that evaluation of one volume may be accomplished independently of, and concurrently with the evaluation of the others.

2. To aid in evaluation of the proposals, all proposals shall follow a format that mirrors the evaluation factors set forth in the solicitation. Each Offeror shall submit the following number of proposals:

Volume 1 - Technical Proposal

Volume 2 - Business/Price Proposal

NOTE: If an offeror chooses to submit a proposal for both the 737-700 and 737- 800 models, each model submission must include volumes 1 and 2, a separately completed and signed SF 1449 and a separately completed pricing table.

3. The information set forth in this Section is required to ensure that Offerors have fully indicated their understanding of the Government's requirement. Failure to furnish full and complete information requested may cause an offer to be determined unacceptable.

The due date and time for submission of offers is no later than April 30, 2026, at 13:00 p.m. CST. April 20, 2026, at 13:00 p.m. CST.

Preparation of Proposal

You must submit the following documentation as part of your proposal:

1. Signed and Dated SF-1449 and completed Offeror's Information

2. Signed and Dated Standard Form SF-30 (Amendment of Solicitation/Modification of Contract) [If any amendments were issued]

3. Technical Proposal

4. Business/Price Proposal(s)- completed pricing table

Proposal Validity

By submission of its signed offer, the Offeror attests to its validity for evaluation, acceptance and award purposes for a period not less than one hundred and twenty (120) calendar days from the Solicitation Closing Date. If the Offeror wishes to propose a longer proposal validity period, it may so state its length in the Business Proposal cover letter.

Confirmation of receipt of proposals is the sole responsibility of the Offeror.
