About this opportunity
The United States Marshals Service (USMS) is seeking to procure one Boeing 737-700 or 737-800 aircraft through Solicitation 15M30026RA3700011, issued as a Request for Proposal (RFP) under commercial items procedures. This acquisition is for the Justice Prisoner and Alien Transportation System (JPATS), which requires the selected contractor to deliver a new aircraft within 12 weeks of contract award with no more than 40,000 cycles since new, Stage 3 noise compliance, and a minimum of 132 passenger seats in tourist class configuration. The government will award a Firm Fixed-Price contract to the responsible offeror whose proposal represents the best value based on four evaluation factors: Technical (Aircraft) and Delivery Schedule as the most important factor, Aircraft Sales Experience as the second most important factor, Purchase of Existing JPATS Boeing 737-400 Aircraft and Spare Parts as a mandatory go/no-go requirement, and Price of New Aircraft as the least important factor when combined with technical factors. Offerors must submit questions by April 6, 2026, at 1:00 p.m. CST, with proposals due on April 20, 2026, at 1:00 p.m. CST, and proposals must remain valid for a minimum of 120 calendar days from the solicitation closing date. The aircraft must include comprehensive avionics including Collins Flight Management Systems, Iridium Communication Systems, and weather radar, with all publications provided in English using U.S. measurement units, and contractors must also submit an offer to purchase the existing 737-400 aircraft and spare parts on an as-is, where-is basis.
This solicitation includes no set-aside designations and is unrestricted for all businesses meeting the NAICS code 336411 standard of 1500 employees. The USMS currently operates one Boeing 737-400, two Boeing 737-800, and one Boeing 737-700 aircraft within JPATS, establishing an existing fleet that supports the requirement for maintaining operational compatibility and pilot training standardization. The estimated total contract value is approximately $26-30 million based on market research and historical procurement data, with award anticipated on August 1, 2026. The solicitation requires the purchase of one aircraft only, though offerors may propose either the 737-700 or 737-800 model or both models in separate submissions; the government will make a single award for one aircraft from among all proposals received. The place of performance for delivery is Will Rogers Airport in Oklahoma City, Oklahoma, where JPATS Air Operations is headquartered, and the aircraft will be operated as a public aircraft under 14 CFR Part 91 following delivery and acceptance by the government.
