The United States Marshals Service (USMS) intends to negotiate and award, on a sole source basis, a contract with Johns Hopkins University Medical Center, 5801 Smith Avenue, Davis Building, Suite 3220, Baltimore, Maryland 21209, for medical direction and oversight services in support of mission-critical functions for the USMS Special Operations Group. The period of performance is from date of award through September 30, 2010, with four one-year options. Award will be made under the authority of the test program for commercial items (FAR subpart 13.5 and section 4202 of the Clinger-Cohen Act of 1996). The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirement. See attached Statement of Work and Justification for Other than Full and Open Competition. This notice of intent is for information purposes only. It is neither a request for competitive proposals nor a request for offers. The source identified herein is the only known source for this requirement. The Government intends to solicit and negotiate with this source only. Responses to this notification will be used to determine if bona fide competition exists. No formal solicitation package is available; however, prospective offerors who believe they can successfully propose must provide specific, detailed, written technical and pricing documentation to support such claims to the Point of Contact for this notice prior to the closing date for this notification. The Government will not pay for any information submitted. The final determination regarding competition based on responses to this notice is solely within the discretion of the Government. USMS is requesting quotes for the purchase of software upgrades to existing Motorola XTS 2500 radios. The firmware upgrades sought are proprietary to Motorola as they are the manufacturer of the radio, and are the sole provider of the needed software upgrades that can be used to update the firmware of the radios.
